Why do Barangays Prepare Plans?

Because of:

Devolution
- Transfer of some powers, responsibilities from the national government to
the local government units, including the barangays.

Debureaucratization
-The process of removing the monopoly of a few bureaucrat-politicians in the
government. This is done by making room for the participation of citizen
organizations in the country governance

FFMM -LTOGDT-1D00 D-1R0evD R)0 e1v0.

In Summary: Barangays Prepare Plans

1. For Localization of the development planning processes
“ from Malacanang to barangays”

2. For improvement of delivery of services

- help government and non-government agencies identify more
appropriate projects that would respond to the actual needs of
the target groups

3. Self-Reliance and independence

- encourages the Barangays to design
and fund their own projects and
mobilize resources.

4. Because barangays can facilitate wider participation in
local governance

42,000➕ vis-à-vis 1,400 ➕ or vis-a-vis 100 ➕

or vis-à-vis 80 ➕

Barangays have larger representation from various sectors that

will ensure wider impact. Thus, barangay planning is a necessary
development factor.

Barangays Do Prepare Development Plans…

As the primary planning and implementing unit of
government, it is in the barangay where the collective views
of the people are expressed, crystallized and considered.

If all barangays become progressive, the whole country will b
