 For the purposes of carrying out the objects of this
Act,
 The following shall be the authorities, namely:-
(a) The State Government,
(b) The Gujarat State Disaster Management
Authority,
(c) Heads of Government Departments,
(d) State Relief Commissioner,
(e) Collector of a district,
(f) Local authorities.

 For the purposes of carrying out the objects of this
Act,

 Powers and functions of State Disaster management Authority:
Gujarat
(a)Act as the central planning, coordinating
and monitoring body for disaster management
and post-disaster reconstruction, rehabilitation,
evaluation, and assessment;
(b) assist the State Government in formulation
of policy relating to emergency relief not
withstanding that the implementation of
emergency relief shall be the responsibility of
the Revenue Department and other
departments of the Government;
(c) inform the State Government and
departments of Government on progress and
problems in disaster management;
(d) promote general education and awareness
on disaster management, emergency planning
and response;
Data Collection:
The Authority shall take reasonable steps to
collect or cause to be collected data on all
aspects of disasters and disaster management
and analyze such data; and cause and conduct
research and study relating to the potential
effects of events that may result in disasters;
Repository and information:
The Authority shall act as a repository of
information concerning disasters and disaster
management, and shall-
(a) establish an institute
(b) ensure the establishment of communication
links and setting up of emergency
communication and early warning systems in
the State;
(c) maintain database of information required
for the disaster management operations;
(d) ensure establishment of communication
links with disaster management agencies in
India and other countries, including
institutions performing functions similar to
those of the Authority;
(e) to exchange information, and to have
access to international expertise on disaster
management.
Disaster management plans:
The Authority shall develop guidelines for the
preparation of disaster management plans and
strategies and keep them update and shall
assist related departments of Data collection

Awareness and preparedness:
The Authority shall promote or cause to be
promoted awareness and preparedness and
advise and train the community, and
stakeholders with a view to increasing capacity
of the community and stakeholders to deal
with potential disasters.
Recommendations to be made to the
appropriate authority:
Relief: The Authority shall assist the State
Government in formulating policies relating to
relief activities.
Rehabilitation and Reconstruction:
On the expiry of a disaster declaration, the
Authority shall, where necessary, act as an
agency for facilitating and coordinating
rehabilitation and reconstruction activities by
departments of the Government
Powers and functions of chief executive
officer:
(a)coordinate and monitor activities relating to
prevention and mitigation of disasters,
including capacity-building;
(b) coordinate and monitor rehabilitation and
reconstruction activities;
c) monitor the progress of the preparation and
updating of disaster management plans and
coordinate the implementation of such plans;
(d) prepare and submit periodically a report to
the Authority on the activities undertaken by
the Authority;
Powers and functions of State Relief
commissioner:
Emergency Relief:
During the period an area is an affected area,
the Commissioner may issue directions to the
Collector and the local authority having
jurisdiction over the affected area to provide
emergency relief in accordance with disaster
management plans.
Powers and functions of Collector:
During the period an area is an affected area
the Collector may issue directions to the
officers of the departments of the Government
and the local authority in the affected area, to
provide emergency relief in accordance with
the disaster management plans.
 Powers and functions of Local Authority:
Gujarat
Functions of local Authorities:
(a)assist the Authority, the Commissioner and
the Collector;
(b) ensure that the staff of the local authority is
trained;
(c) ensure that all resources related to disaster
management are so maintained as to be ready
for use;
(d) ensure that all buildings and other
structures in the local area comply with the
specifications laid down in this behalf by the
departments of Government and the Authority;
(e) carry out relief operations in the affected
area subject to directions of the Commissioner;
(f) carry out reconstruction and rehabilitation
activities in accordance with the guidelines
framed by the Authority;
(g) prepare a disaster management plan setting
out the following, namely:-
(i) the manner in which the concept and
principles of disaster management are to be
applied in local area;
(ii) role and responsibilities of the local
authority in the terms of the disaster
management plan of the State;
(iii) capacity of the local authority to fulfill its
role and responsibilities;
(iv) particulars of disaster management
strategies; and
(v) contingency strategies and emergency
procedures in the event of a disaster, including
measures to finance the strategies.
(h) coordinate the preparation and the
implementation of plan with those of the
organizations of the State and stake holders;
(i) regularly review and update the plan.
(j) conduct disaster management drills
periodically; and
(k) provide such assistance to the Authority,
the Commissioner and the Collector and take
such other steps as may be necessary for
disaster management.
 Powers and functions of Local Authority:
Gujarat
Disaster Management plans for Districts:
Each department of the Government in a
district shall prepare a disaster management
plan for the district and the Collector shall
ensure that such plans are integrated into the
disaster management plan for the whole of the
district by :
(a) anticipate the types of disaster that may
occur in the district and their possible effects;
(b) identify the communities and property at
risk;
(c) provide for appropriate prevention and
mitigation strategies; Disaster management
plans for districts.
(d) identify the inability to deal with possible
disasters and promote capacity building;
(e) facilitate maximum emergency
preparedness
(f) keep contingency plans and prescribed
emergency procedures in the event of a
disaster, providing for,-
• prompt disaster response and relief
• establishment of strategic communication
links
• allocation of responsibilities to the various
stakeholders and coordination in the carrying
out of their responsibilities
• procurement of essential goods and the
providing of essential services
prepare a disaster management plan setting out the
following, namely:
• the manner in which the concept and principles
of disaster management are to be applied in the
district.
• role and responsibilities of the department of
Government regarding emergency relief and
post disaster recovery and rehabilitation;
• role and responsibilities of the department of
Government in terms of the disaster
management plan of the State
• particulars of disaster management strategies.

implementation of its plan with those of other
organizations of the State, communities and
other stakeholders;
• Regularly review and update the plan.
Powers and functions of State Disaster management Authority:
Bihar
(a) lay down the State disaster management
policy;
(b) approve the State Plan in accordance with
the guidelines laid down by the National
Authority;
(c) approve the disaster management plans
prepared by the departments of the
Government of the State;
(d) lay down guidelines to be followed by the
departments of the Government of the State for
the purposes of integration of measures for
prevention of disasters and mitigation in their
development plans and projects and provide
necessary technical assistance therefor;
(e) coordinate the implementation of the State
Plan;
(f) recommend provision of funds for
mitigation and preparedness measures;
(g) review the development plans of the
different departments of the State and ensure
that prevention and mitigation measures are
integrated therein;
(h) review the measures being taken for
mitigation, capacity building and preparedness by
the departments of the Government of the State
and issue such guidelines as may be necessary.
Functions of State Executive Committee:
(a) coordinate and monitor the implementation of
the National Policy, the National Plan and the
State Plan;
(b) examine the vulnerability of different parts of
the State to different forms of disasters and
specify measures to be taken for their prevention
or mitigation;
(c) lay down guidelines for preparation of disaster
management plans by the departments of the
Government of the State and the District
Authorities;
(d) monitor the implementation of disaster
management plans prepared by the departments of
the Government of the State and District
Authorities;
Powers and functions of State Disaster management Authority:
Bihar
(e) monitor the implementation of the
guidelines laid down by the State Authority for
integrating of measures for prevention of
disasters and mitigation by the departments in
their development plans and projects
(f) give directions to any Department of the
Government of the State or any other authority
or body in the State regarding actions to be
taken in response to any threatening disaster
situation or disaster;
(g) promote general education, awareness and
community training in regard to the forms of
disasters to which different parts of the State
are vulnerable and the measures that may be
taken by such community to prevent the
disaster, mitigate and respond to such disaster;
(h) advise, assist and coordinate the activities
of the Departments of the Government of the
State, District Authorities, statutory bodies and
other governmental and non-governmental
organizations engaged in disaster
management;
(i) provide necessary technical assistance or give
advice to District Authorities and local authorities
for carrying out their functions effectively;
State plan:
The State Plan shall be prepared by the State
Executive Committee having regard to the
guidelines laid down by the National Authority
The State Plan shall include,—
(a) the vulnerability of different parts of the State
to different forms of disasters;
(b) the measures to be adopted for prevention and
mitigation of disasters;
(c) the manner in which the mitigation measures
shall be integrated with the development plans
and projects
The State Plan shall be reviewed and updated
annually.
Appropriate provisions shall be made by the State
Government for financing for the measures to be
carried out under the State Plan.

Powers and functions of State Disaster
management Authority:
Bihar
Powers & functions of state Executive
committee in the event of disaster :
(a) control and restrict, vehicular traffic to,
from or within, the vulnerable or affected area;
(b) control and restrict the entry of any person
into, his movement within and departure from,
a vulnerable or affected area;
(c) remove debris, conduct search and carry
out rescue operations;
(d) provide shelter, food, drinking water,
essential provisions, healthcare and services in
accordance with the standards laid down by
the National Authority and State Authority;
(e)give direction to the concerned Department
of the Government of the State, any District
Authority or other authority, within the local
limits of the State to take such measure or
steps for rescue, evacuation or providing
immediate relief saving lives or property
(f)construct temporary bridges or other
necessary structures and demolish unsafe
structures which may be hazardous to public;
District Disaster Management Authority:
Powers & functions:
(a)Prepare a disaster management plan including
district response plan for the district
(b)Coordinate and monitor the implementation of
the National Policy, State Policy, National Plan,
State Plan and District Plan
(c)Ensure that the areas in the district vulnerable
to disasters are identified and measures for the
prevention of disasters and the mitigation of its
effects are undertaken by the departments of the
Government at the district level as well as by the
local authorities
(d)Ensure that the guidelines for prevention of
disasters, mitigation of its effects, preparedness
and response measures as laid down by the
National Authority and the State Authority are
followed by all departments of the Government at
the district level and the local authorities in the
district
(e)Give directions to different authorities at the
district level and local authorities to take such
other measures for the prevention or mitigation of
disasters.
District Disaster Management Authority:
Bihar
(f) lay down guidelines for prevention of
disaster management plans by the department
of the Government at the districts level and
local authorities in the district
(g) monitor the implementation of disaster
management plans prepared by the
Departments of the Government at the district
level.
(h) prepare, review and update district level
response plan and guidelines
(i) Coordinate response to any threatening
disaster situation or disaster
(j) Ensure that the Departments of the
Government at the district level and the local
authorities prepare their response plans in
accordance with the district response plan
(i) Review development plans prepared by the
Departments of the Government at the district
level, statutory authorities or local authorities
with a view to make necessary provisions
therein for prevention of disaster or mitigation
District plan:
The District Plan shall include—
(a) the areas in the district vulnerable to different
forms of disasters;
(b) the measures to be taken, for prevention and
mitigation of disaster, by the Departments of the
Government at the district level and local authorities
in the district;
(c) the capacity-building and preparedness measures
required to be taken by the Departments of the
Government at the district level and the local
authorities in the district to respond to any
threatening disaster situation or disaster;
(d) the response plans and procedures, in the event of
a disaster, providing for—
(i) allocation of responsibilities to the Departments of
the Government at the district level and the local
authorities in the district;
(ii) prompt response to disaster and relief thereof;
(iii) procurement of essential resources;
(iv) establishment of communication links; and
(v) the dissemination of information to the public; (e)
such other matters as may be required by the State
Authority.
(f) The District Plan shall be reviewed and updated
annually.
District Disaster Management Authority: Local Authorities:
Bihar Functions and powers:
(a) ensure that its officers and employees are
