WHAT IS SGLG FOR BARANGAY?
Recognizes and provides incentives to
performing barangays in the areas of:
1) Peace and Order;
2) Financial Administration;
3) Disaster Preparedness;
4) Social Protection;
5) Business Friendliness and
Competitiveness; and
6) Environmental Management.
SEAL OF GOOD LOCAL GOVERNANCE FOR BARANGAY (SGLGB)

A barangay that demonstrates good performance in terms of maintaining


peace and order in the community with the implementation of the
Katarungang Pambarangay and activities for the prevention of the
proliferation of illegal drugs and provision of support mechanisms to
ensure the protection of constituents from threats to life and security.

A barangay that practices accountability and transparency by adhering


with the accounting and auditing standards and compliance with the
Barangay Full Disclosure Policy (Good Financial Housekeeping), and sound
fiscal management (Financial Performance).
SEAL OF GOOD LOCAL GOVERNANCE FOR BARANGAY (SGLGB)

A barangay that shows proactive stance before, during and after disaster
through actions such as creation and mobilization of the BDRRMC,
development and/or implementation of the BDRRM plan, building the
competencies of concerned personnel, and ensuring operational
readiness with the availability of equipage, supplies and other resources
intended for early warning and/or response.

A barangay that is sensitive to the needs of disadvantaged sectors like


women, children, senior citizens, and persons with disability (PWDs),
among others, with the provision of access to social welfare services,
support to early childhood care and education, and participation of the
CSOs in the BDC and other BBIs.

A barangay that exerts efforts in encouraging business and employment


through the systems, structures and/or legislation in place to support the
promotion of such in the locality.

A barangay that performs considerably to preserve the integrity of the


environment by complying, at the minimum, with the provision of the
Ecological Solid Waste Management Act of 2000.

Process of Implementation
The NBOO shall:
1. Issue policy;
2. Coordinate with regional offices;
3. Provide technical assistance and advisory services to regional offices;
4. Advocate the program;
5. Monitor and evaluate the implementation of the program;
6. Maintain and enhance the databases;
7. Communicate the results;
8. Endorse the SGLGB Awardees to the SILG thru USLG; and
9. Manage issues or clarifications concerning program policy or process.
Process of Implementation
The DILG Regional Offices shall:
1. Disseminate and advocate the policy in their respective areas of jurisdiction;
2. Lead in program implementation;
3. Ensure quality control of data and process;
4. Ensure project credibility;
5. Submit the final list of SGLGB passers to the Central Office;
6. Manage issues or clarifications on the assessment results of Barangays within
their areas of jurisdiction;
Process of Implementation
The DILG Regional Offices shall:

7. Provide technical assistance and advisory services to the field offices;


8. Monitor the whole regional assessment;
9. Maintain reports, thematic profiling, and list of SGLGB passers; and
10. Create and mobilize the Regional Assessment Team (RAT) for the conduct of
onsite validation.
Process of Implementation
DILG Provincial Offices shall:
1. Lead in program implementation and advocacy within their areas of
jurisdiction;
2. Assist the Regional Office in mobilizing the RAT that is in-charge of the
validation;
3. Monitor the Provincial Assessment Team (PAT);
4. Ensure project credibility;
5. Identify barangays generated in the SGLGB that passed the initial assessment
for validation by the RAT; and
6. Assist in the conduct of exit conferences.
Process of Implementation
City Director/HUC Cluster Head/ C/MLGOO shall:
1. Advocate the program;
2. Conduct assessment;
3. Encode the assessment results in the SGLGB Information System;
4. Coordinate for data collection;
5. Coordinate with the Provincial Office on the schedule of validation; and
6. Assist in the conduct of exit conference.
