The site engineer shall study the following documents in a
sequential and co-relating manner prior to execution of any
civil work –

Project procedure manual

Tender document

Contract document

Relevant standards

Construction drawings

Project procedure manual :

The following chapters are detailed in the


Project procedure manual–
 Brief description of the project
 Dasturco’s scope of work in the project.
 Zone-wise division of the project
 Name of responsible project managers / zonal
managers of Dasturco

 Numbering system for the specification


and drawings to be issued by Dasturco
 Correspondence system with client

Tender document :
The tender document consists the following articles –

1) General information about project site

Geographical information (Latitude, Longitude,


Altitude, Seismic zone, nearest cities, Ports, Railway
stations, Highways etc.)

Meteorological information (Temperature, rainfall,


humidity, wind direction & speed etc.)

2) General conditions of contract (GCC):


General conditions are stipulated in this section like –
Price basis
Terms of payment
Acceptable variation in overall contract value &
quantity in individual item.
Allowable wastage limit for free issue materials.
Responsibilities of the executing agency towards
safety, security, quality etc.

The general conditions remain same for


every similar type of package for a
particular project.

3) Special conditions of contract (SCC):


Some of the special conditions which are
related to that particular package are stipulated
in this article, like –
Free issue material by the owner
Completion period
SCC overrides GCC in case of any discrepancy
in between the two.

4) Technical specification:
 The entire work should be executed as per
the technical specifications
 It is prepared in conformity with at least one
of the standard specifications such as IS,
BS, ASTM, DIN, ISO etc.

5) Preamble to bill of quantities :


In this chapter the type of structure to be
constructed is indicated which facilitates the
bidders to furnish their price offer.
Hence, accepting the Preamble in principle, the
bidders confirm that they have offered their price
duly understanding the job.
The abbreviation used in the document is also
listed in this article.

5) Bill of quantities (BOQ):
The description of work, units, estimated
quantity against each item is given here.
In case there is a discrepancy in between the
description of an item in the BOQ and the
technical specification, the BOQ will guide.

Contract document or ‘Work Order’ :
 Work Order’ prepared and issued to the successful
bidder duly incorporating the mutually agreed change in
technical / commercial / techno-commercial terms and
conditions and price, if any, in the tender document

 An ‘Work Order’ is a contract in between the owner and


the executor / Contractor.

 The ‘Work Order’ remains the guideline for execution


upto the final completion of the work.

Relevant standards :
 The site engineer should ensure that the standard
codes (Such as IS : codes) indicated in the specification
and drawings are currently in use.

 In case a code is superseded, the site engineer should


notify the design office then and then for necessary
incorporation.

 The site engineer should notify the same also in case a


code is superseded by another one.

Relevant standards (Cont’d) :

The site engineer should study the relevant


portion of the standard codes which are
indicated in the specification and drawings in the
context of material, workmanship and
measurement of work done.

The drawings should be studied in conjunction


with the –

Technical specifications (Specification)

Relevant standard codes which are stipulated


in the specification and drawings.

An engineer with utmost care should study the
following in a drawing –

1) ‘Controlled copy’ stamp is available.

2) The drawing is ‘Approved for construction’.

3) The name plate is completely filled up.

4) The revision mark is shown clearly.

5) The drawing is executable

6) The key plan of the entire project, highlighting the
area where the particular structures are to be
constructed, is in order.

7) The grid system followed in the drawing are at par


with the plant grid system.

8) The north indicated in the drawing are same (plant


north or magnetic north) as considered during
finalization of grid system.

9) The Finished Ground Level (F.G.L.) shown in the
drawing is as per the Plant General Layout.

10) The note given at the bottom of the drawing has no


disparity in the grade of concrete & steel, clear
cover etc. with the drawing itself, specifications,
BOQ and standards.

12) The match lines with other drawings are
shown clearly and correctly.
13) No dimension is missing.
14) The sum of individual dimensions should
match with the overall dimension.
15) There is no disparity amongst excavation
plan, plan, elevation and sections of a civil
structure.

16) There is no disparity in between


architectural drawings and RCC drawings.

17) There is no disparity in bolt dimensions,


positions or orientation etc. in building
column foundation in between civil drawings
and structural drawings.

18) The same kind of disparity should not be there
in equipment foundation in between civil
drawing and manufacturer’s mechanical
drawings.
19) The building / foundations shown in the drawing is
not fouling with any structure, equipment, pipe,
cable etc. shown in other civil / mechanical /
electrical drawings.

20) The building / foundations shown in the drawing is
not fouling with any existing structure, equipment,
underground or overhead pipe, cable etc. in case of
a brown field project.

21) The drawing has no disparity with the specification,


BOQ, standard specification etc.

22) Whether any extra item of work is instructed by this


drawing?

23) Whether any extra item of work though not
instructed by this drawing but it is inevitable
if execution is done as per the drawing?
24) The revised area marked properly in case of
revision drawings.
25) The date of previous revisions with reason
for revision is indicated in the drawing.
26) The previous revision of the drawing should
be marked as ‘Superseded’.

Site Engineers action on study of drawing :

1) In case of any disorder in the construction drawing,


the site engineer will notify the same to design office
at the earliest for necessary correction and re-
submission of the same.

2) In case of any extra item of work, the site engineer


will notify the same to design office at the earliest for
confirmation or necessary adjustment at their end.

3) In case of the mismatch in dimensions between


architectural drawings and RCC drawings, the
architectural drawings to be followed for
architectural dimensions.

4) In case of the mismatch in dimensions between


architectural drawings and RCC drawings, the RCC
drawings to be followed for structural dimensions.

5) The site engineer will verify whether the drawing


released is executable at this stage or not. The site
engineer should track such kind of drawings and
make his execution plan accordingly.

6) Site engineer will maintain a drawing register noting


the following information:
a) The drawing no.

b) Description of the drawing.

c) Date of receipt

d) Date of issue to the contractor

e) Concrete or Steel quantity

f) Zone code, area code etc. so that the drawing for a


particular area can easily be filtered out.
