• CAR M is Continuing

Airworthiness Requirements.
• Continuing Airworthiness means
all of the processes ensuring that,
at any time in its operating life,
the aircraft complies with the
airworthiness requirements in
force and is in a condition for safe
operation.
• CAR M specifies the technical
requirements to be complied by
(a) organisations &
(b) personnel involved in
maintenance;
and also the conditions for
maintenance certifications.
• CAR M lays down the
requirements of continuing
Airworthiness which are
harmonized with EASA Part M
regulation.
• CAR M is effective from 31-07-
2010.

• CAR M is issued in accordance to


Rule 133 A of Aircraft Rules 1937.
• CAR M is applicable to all
operators (including private,
flying training etc) of Indian
registered aircraft.
• For any organisation operating
aircraft, compliance with CAR M
is mandatory.
• CAR M has two sections-Section A &
Section B.
–Section A (ie, MA) -Technical
requirements
–Section B (ie, MB) -Procedure for
DGCA
• in addition to the requirements, each
section is having Acceptable Means of
Compliance (AMC) and Guidance
Material (GM)
• MA is CAR M Section A; MB is
CAR M Section B.
• AMC MA is Acceptable Means of
Compliance for CAR M Section A.
• AMC MB is Acceptable Means of
Compliance for CAR M Section B.
• Each section of CAR M has the following

I ARC (Airworthiness Review Certificate)
• To keep the aircraft in a state of
continued airworthiness, besides
issuance of C of A, the aircraft is
to be subjected to Airworthiness
Review Certificate (ARC) also.
• ARC is to be carried out annually.
• Provisions of CAR M related to
commercial air transport, are
applicable to AOC/ AOP holders.
• Large aircraft is an aircraft
classified as an aeroplane with a
maximum take off mass of more
than 5700 kg or a multi-engined
helicopter.
• Maintenance is all the engineering
activities on an aircraft with the
exception of pre-flight inspection.
• Organisation means a natural
person, a legal person or part
thereof, which may be established at
more than one location within or
outside the territory of India.
• For LSA (light sport aeroplane),
the MTOM is not more than 600
kg; maximum seating capacity is
not more than two including
pilot; engine shall be single, non
turbine (propeller) and the cabin
non pressurised.
• The pilot in command, or in the
case of commercial air transport,
the operator, shall be responsible
for the satisfactory
accomplishment of the pre-flight
inspection.
• Pre-flight inspection must be carried
out by the pilot or another qualified
person but need not be carried out
by an AMO (approved maintenance
organisation) or AME.
• Tasks such as oil and hydraulic fluid
uplift and tyre inflation are included
in the pre-flight inspection.
• Maintenance of large aircraft,
aircraft used for commercial air
transport and components thereof
shall be carried out by a CAR 145
approved maintenance
organisation. Maintenance of all
other cases are to be carried out by
CAR M section A (ie, MA) sub part F
approved maint. Organisation.
• For the management of the
continuing airworthiness of the
aircraft, all commercial
operations organisations are to
be approved pursuant to MA sub
part G.
• Commercial air transport are to
be approved, as part of the Air
Operator Certificate/ Air
Operator Permit issued by DGCA
pursuant to MA sub part G.
• Occurrence reports shall be made
as soon as practicable but in any
case within 72 hours of detection.
• The performance of ground de-
icing and anti-icing activities does
not require a CAR 145 approval.
• An operator only needs to be
approved for the management of
the continuing airworthiness of
the aircraft listed on its AOC. The
approval to carry out
airworthiness review is optional.
• The operator should only sub
contract to organisations which
are specified by the DGCA on the
AOC or CA form 14 (continuing
Airworthiness Management
Organisation Approval
Certificate).
• The maintenance program details
should be reviewed at least
annually.
• Maintenance program shall be
based up on the MRB report, the
MPD, relevant chapters of MM or
any other maintenance data
containing information on
scheduling.
• At the completion of any
maintenance, the CRS shall be
entered in the aircraft continuing
airworthiness records. Each entry
shall be made as soon as
practicable but in no event more
than 30 days after the day of
maintenance action.
• CA Form 1 / EASA Form 1 / FAA
Form 8130-3 are equivalent
Authorized Release Certificates or
Certificate of Release to Service.
• The preservation of all continuing
maintenance records shall be for
at least 24 months; details of
total time and flight cycles for 12
months and current status of
ADs/ modifications/ repairs for 12
months.
• Commercial air transport
operators, in addition to all other
documents, must maintain
technical log system and it
must be retained for 36 months
after the date of last entry.
• MA 305 is continuing airworthiness
records and MA 306 is operator’s
technical log.
• MA sub part F is Maintenance
Organisation requirements (other
than CAR 145) and MA sub part G is
Continuing Airworthiness
Management Organisation
requirements. Both organisations are
approved for 1 year.
• An independent inspection shall be
carried out after any flight safety
sensitive maintenance task.
• The maintenance shall be
performed by maintenance
organisation approved in
accordance with Section A
Subpart F of CAR M or with CAR
145.
• Any item in storage without a CA
Form 1 (CRS) or equivalent
cannot be installed on aircraft
registered in India.
• MA Subpart F approved
maintenance Organisation must
maintain a Maintenance
Organisation Manual where as MA
Subpart G approved Continuing
Airworthiness Management
Organisation must maintain a
Continuing Airworthiness
Management Exposition.
• One-off certification
authorizations must be reported
to DGCA within 7 days of
issuance.
• MA Subpart F approved
Maintenance Organisation shall
retain a copy of all maintenance
records for 3 years from the date
of release to work.
• Where an MA Subpart F approved
maintenance organisation
terminates its operation, all
maintenance records covering the
last 2 years shall be distributed to the
last owner or customer of the
respective aircraft or component or
shall be stored as specified by DGCA.
• A Level- 1finding is any significant
non-compliance with CAR M
requirements which lowers the
safety standard and hazards seriously
the flight safety.
• A Level -2 finding is any non-
compliance with CAR M
requirements which could lower the
safety standard and possibly hazard
the flight safety.
• Corrective actions for a Level- 1
finding shall be carried out within
7 days.
• Corrective actions for a Level- 2
finding shall be carried out within
30 days.
• The airworthiness review can be
anticipated by a max period of 90
days without loss of continuity to
allow the physical review to take
place during a maintenance
check.
• A copy of any ARC issued or
extended shall be sent to state of
Registry within 10 days.
• Air worthiness review tasks shall
not be subcontracted.
• DGCA shall be informed if the
outcome of the airworthiness
review is inconclusive.
• MA sub part G approved CAMO
can manage the continuing
airworthiness of commercial air
transport aircraft when listed both
on its approval certificate and on
its AOC.
• A small organisation is an
organisation managing less than
10 small aircraft or 5 large aircraft.
