Summary

PROBLEMS:

(Responsibility, Response, & 3 Rs : Reduce, Reuse, Recycle)
Step 1:
Responsibility
Responsibility of the Children
The responsibility of the children is to follow the adults and
be educated, meaning that the responsibility of the children
is mostly dependent on the adults. The children, once
educated on how to preserve the environment, should be able
to partake in maintaining a clean and healthy environment.
How can it be achieved?


The children can be educated on proper segregation,
proper waste disposal, and discipline through the
influence of the Daycare Center present in DBI
Calumanggan, Purok Mahogany. The teachers can
teach its students to practice the methods needed to
maintain cleanliness in the community.
Responsibility of the Adults
The responsibility of the adults is to influence the children
and be responsible enough to maintain discipline and
cleanliness. Adults should also be the ones to take initiative
to clean their respective areas.
How can it be achieved?


The adults can achieve its responsibility by having a
clean-up drive every weekends. The team also
proposes that there should be a monthly meeting
between adults in order to assess the problems
regarding order and waste in the community.
Responsibility of the Officials
The responsibility of the barangay officials is to supervise
the community including the one used in the assessment, be
open to the issues within the community, and be able to
discipline its members by imposing warnings and sanctions
for violations regarding cleanliness within the community.
How can it be achieved?


The officials should be able to discipline its
community by applying sanctions to violators. They
should also serve as examples to others on how to be
disciplined and maintain a healthy environment. They
should also spread awareness to the people of the city
ordinances that needs to be followed such as:
City Ordinance No. 95- 03 Series of 1995 – Ordinance prohibiting the
throwing and dumping of garbage and other waste matters in government
canals including irrigation canals within the City of Bago

City Ordinance No. 96-006 Series of 1996 – Ordinance prohibiting the


dumping of waste refuse , garbage, non –biodegradable objects and other
waste materials in any place , in the street and other places not otherwise
designated as dumping place and providing penalties thereof

City Ordinance No. 02 Series of 2000 – Ordinance regulating smoking


in public places in Bago City and imposing penalty for violation thereof
City Ordinance No. 04-07 Series of 2004 – Ordinance requiring all lot
owners to maintain cleanliness on their respective lots , free from junks,
garbage and stagnant waters including their respective vacant lot, if any.

City Ordinance No. 18 Series of 2005 – Ordinance providing for a city


comprehensive solid Waste Management Program , Declaring Certain
Acts prohibited and providing penalties therefor, and for other purposes
SECTION 6. Integrated Solid Waste Management (Art. VII)
The provisions of Article 8, Section 23 of City
Ordinance No. 18, Series of 2005 enumerating the
prohibited acts are hereby adopted as integral
provisions of this Code.

50-500 pesos with a one day seminar on Solid
Waste Management (SWM), or added with
imprisonment for 5-10 days on numerous
consecutive violations.”
Step 2:
Response
Response to the problem of stray animals

Under The Anti Rabies Act (R.A. 9482) , strays are to be collected
humanely by authorized catchers, impounded and euthanized after a
certain period (which varies per city: from a few days to a few weeks)
if they are not adopted or claimed. However another alternative is for
the owners to keep their pets within their lot/houses or put a leash
around them to avoid contributing in the pests & waste around the area.
Response to the problem of burning garbage

Burning of leaves and waste materials is prohibited under Republic Act 9003 or the
Ecological Solid Waste Management Act (Section 48, paragraph 3). People found to
violate this law will be penalized with imprisonment of one to 15 days and a
corresponding fine of P300 to P1,000.
So what can we do with the leaves if we don’t burn them? We can use leaves as compost,
which is the most environment-friendly alternative to burning. Leaves may be composted by
placing them in an open pile, where they will decompose easily in less than a year. The leaf
compost is an excellent fertilizer, can improve gardens, and may be used to fill lowland areas.
Leaf and waste burning releases several
poisons in the environment including:
• Carbon dioxide and carbon monoxide. Too much carbon dioxide can lead to global
warming and the destruction of the ozone layer.

• Sulfur oxides, nitrous oxides, and heavy metals. These chemicals may lead to diseases of
the lungs.

• Ash filled with poisoning materials. The ash that remains after burning is harmful to one’s
health and has no use as a fertilizer.

How should this be managed?
There should be posters and announcement spread around the
community engaging its members to partake in practicing the 3
Rs. The barangay officials should conduct a seminar about the 3
Rs and additional concepts about waste management. They should
also discipline the garbage collectors to avoid mixing the
recyclables with other unusable trash.
We can reduce waste by:
➔ Avoiding the use of plastic bags and using eco-bags instead
➔ Avoiding the use of plastic water bottles and using a thermos or a
reusable bottle instead
➔ Using paper only in necessary situations
➔ Preparing / getting an only exact amount of food to avoid food wastes
➔ Restricting pets to avoid spreading wastes around the streets
We can reuse waste by:
➔ Reusing paper or plastic bags for shopping or packaging
➔ Using reusable containers
➔ Reusing notebooks and papers
➔ Feeding food wastes or excess food to pets
➔ Donating unneeded clothes instead of throwing it away
We can recycle waste by:
➔ Using plastic bottles or jars as garden pots
➔ Using newspapers for creative presentations
➔ Recycling rubber tires as garden pots or containers
➔ Converting fruit and vegetable peels to compost
➔ Giving recyclables to scrap yards or collectors
