T GUIDE
WHAT IS THE PURPOSE OF THE ASSESSMENT?

• Assess the compliance of LGU’s CDP to the policy-based


budgeting and evidenced based principles embodied in the
Comprehensive Development Plan (CDP) Guidelines.
• Determine the alignment of the Provincial Development
and Physical Framework Plan (PDPFP), Provincial
Development Investment Program (PDIP), Regional
Development Plans, Philippine Development Plan and
Global Commitments (e.g., SDGs) with regards to:
• Development goals, objectives and strategies;
• Physical framework; and
• Investment program.
WHAT IS THE PURPOSE OF THE ASSESSMENT?

• Assess adherence of the preparation process, and


content of the CDP and LDIP submission vis-aà -vis
the requirements of policy based budgeting as
embodied in DILG’s guidelines.

• Provide a basis for improvements in the CDP and


LDIP.
WHAT IS THE PURPOSE OF THE ASSESSMENT?

• Establish a measure for the future qualification and


provision of performance grants and other support and
assistance from the National Government.

• To enhance the relationship between the Provinces and its


component LGUs in the planning and investment
programming process and as partners in local
development.

• To encourage municipalities and cities to adhere with the


principles of the CDP Guide.
WHAT IS THE PURPOSE OF THE ASSESSMENT?

• Establish a measure for oversight agencies to provide


technical support and assistance to LGUs in development
planning, investment programming and financing of
programs, projects and activities (PPAs).

• Basis for support and assistance from province and


development partners.
ROLES AND RESPONSIBILITIES

Provincial Governor to issue Executive Order creating the CDP


Assessment Committee,
The PDC shall issue the Notice for CDP submission to the
C/MDC of component cities and municipalities to submit their
existing CDP
The PDC shall approve the results of the review as
recommended by the CDP-TAC
The CDP TAC may call on any member of the provincial
bureaucracy to assist in the review and other officers of
component LGUs for clarification of issues , and communicate
the results of the review to the concerned C/MDC for reference
and appropriate action.
