SMART Model
SMART is an acronym that stands for:
 Specific
A specific objective has a much greater chance of being accomplished than a
general objective. To set a specific goal, ask the five “W” questions:
 Who is involved?
 What must be accomplished?
 Where will the objective be accomplished? (May be multiple locations)
 When should this objective be accomplished?
 Which requirements and constraints will be encountered?
Specific Example
For example, note the difference in the specifics of the “W” questions.

 Vague objective: Ensure that all needed protective and medical supplies
are obtained.

 SMART objective: Distribute 200 PPE kits and 6,000 testing kits to the
regional deployment team no later than July 15, 2023.
Measurable

Establish concrete criteria for measuring progress and

achievement toward objective accomplishment. The
measurable portion of the objective is how to track and
evaluate objective achievement.

Achievable

When goals and objectives are identified, each element or

step must be reviewed to determine if the human and
capital resources or relationships necessary to attain
achievement are present.
Achievable Example
 Vague objective: Train all health care workers on
infection control procedures by February 28, 2020.

 SMART objective: Conduct 20 trainings on infection

control procedures, for health care workers in the
capitol region no later than July 15, 2023.
Measurable Example
 Vague objective: Ensure that all needed protective and
medical supplies are obtained.

 SMART objective: Distribute 200 PPE kits and 6,000

testing kits to the regional deployment team no later
than July 15, 2023.
Relevant
Objectives should directly relate to the mission, expected
outcomes, and key responsibilities of the lead agency.

Is this something your ministry has the authority to

conduct?
Does the objective relate to the ministry’s mission?
Time-Bound
Time-bound objectives provide realistic timeframes and
targets to guide achievement.
