Overview of Colleges in Punjab
o After World War II, and the youth bulge in the 1950s and 60s, community colleges
were established to provide vocational training that was responsive to the
workforce needs of their local communities while still offering the vertical academic
mobility to those who wanted to move on for a university-level education.
o Today a vast majority of students enrolled in higher education in the United States
are enrolled in community colleges, and a significant number (reportedly 50%) of
students who complete a university degree started in a community college.

ESTABLISHMENT OF COMMUNITY COLLEGES IN PUNJAB
In 2016 PHEC in collaboration with Govt. of Punjab introduced the Community Colleges Pilot Program.
This project is the first step towards providing 2 year Associate degrees (equivalent to Bachelors) in
practical and employable fields of studies, on the semester system pattern, to prepare students to enter
the job market.

CHALLENGES IN IMPLEMENTATION OF PILOT PTOGRAM
Building acceptability for the Associate degree as a more competitive alternative of the
conventional 2 year BA degree
Adverse affect on brand equity of affiliating universities as they do not have adequate
bandwidth to monitor quality of degree programs being offered in colleges under their name
Little to no coordination / linkages between academia and industry for assessing required skill
set in the market, offering internships and placements
CHALLENGES IN IMPLEMENTATION OF PILOT PTOGRAM
Shortage of trained faculty in colleges for teaching the technical/ market driven subjects. Presently, the
following number permanent/CTIs faculty is engaged in teaching 2 years associate degree program in the
05 community colleges.

AFFILIATING UNIVERSITIES FACING CHALLENGES:
GOVERNANCE
• Over-burdened with the management of large number of their own students and major
academic activities of the university and do not have the bandwidth to take on the
added responsibility of ensuring quality of education in colleges PARTNERSHIPS
FACULTY
• Brand equity of the institution is affected due to poor quality of graduates produced by
colleges with degrees from the affiliating universities
INFRASTRUCTURE
• Structurally too vast to allow for implementation of new concepts in true spirit
There is a need for a mechanism through which affiliating universities would have the
freedom to work on their programs, without being distracted from having to manage large
variety of non-standardized programs and colleges would be managed by an intuition,
independently funded and focused solely on maintaining quality across all levers of
education – governance, curriculum development and assessment, faculty, curriculum,
infrastructure etc.
RECOMMENDATIONS
In order to mitigate the above mentioned challenges, the establishment of an autonomous Community
College Affiliating Authority, on the model of University of Health Sciences (UHS) Lahore, with the
following responsibilities is proposed
