NATIONAL PLAN OF ACTION FOR
NUTRITION OF MALAYSIA III 2016-2025
(NPANM III)
NPANM is the framework for action to address food and nutrition challenges
in the country.
It is the nation’s blue print to promote optimal nutritional well-being of
Malaysians through a series of strategies and activities.
Objectives :

national development policies and action plans

• Promoting maternal, infant and young child nutrition

NUTRITION PROGRAMMES AND
ACTIVITIES RELATED TO PREGNANT
WOMEN AND INFANTS
1. Nutrition Education & Breastfeeding Promotion for Mothers
• carried out in clinics and hospitals
• emphasises the importance of nutrition during pregnancy and lactating
• Emphesises adequate food intake in terms of quantity and quality for
pregnant and lactating mothers , infant & young children as well as
breastfeeding management.
• encouraged to breastfeed their infants exclusively for the first six months
and continued up to the age of two years.
• Complementary foods should be introduced at the age of 6 months.

2. Cooking Demonstration on Diet for Mothers and Infants

CHILDREN 6 YEARS AND
BELOW
1. Rehabilitation Programme for Malnourished Children (Program Pemulihan
Kanak-Kanak Kekurangan Zat Makanan, PPKZM)
Has been implemented since 1989 as an effort to improve the nutritional
status of children aged six months to six years from poor families.
Target population :
• Aged 6 months to below 6 years
• Among low-income households and poor families.
• “hard‐core poor” households beneath the official Malaysian poverty
line
• Underweight by NCHS standard (US National Center for Health Statistic)
• Physically / mentally handicapped

- Children who meet the criteria are given
basic food supply to ensure food and nutrition security
immunisation and treatment
Health education focusing on child nutrition and personal hygiene are
emphasised to parents

* Food Basket
• One food basket will be provided on a monthly basis for children who are
eligible
• Each food basket consists of 2 fundamental materials, which are food items
and multivitamins
• Currently there are 13 packages available in food basket
• C = Rice, Breakfast cereals, rice noodles, chocolate malt powder,
Biscuits,
• P = Eggs, Sardines, anchovies
• F = Margarine, cooking oil
• M = Multivitamins, full cream powdered milk, special milk
• Packages one to twelve are food items which are able to provide 102-140%
of calorie and 204-222% of daily protein requirements
• Package 13 consists of multivitamin and specific milk powder to increase
children’s weight

SCHOOL CHILDREN
1. Pre schoolers (5-6 years)
Activities include providing technical guidance on nutrition-related
activities such as menu reviewing, healthy and safe meal preparation,
nutrition education and nutritional status monitoring.
2. Primary/Secondary (7 - 17 years)
Nutrition programmes and activities have been conducted in schools since
the 1970s.
Activities include the School Feeding Programme (Rancangan Makanan
Tambahan, RMT), School Milk Programme (Program Susu 1Malaysia),
nutrition integration into the school curriculum, monitoring foods sold in
school canteens.
Nutritional status of the school children are monitored routinely and the
information are recorded in the Student Health Record (Rekod Kesihatan 18
Murid, RKM)

activities to promote healthy eating are also being conducted in various
forms such as dietary counselling, cooking demonstrations and exhibitions.
Messages are also disseminated through television and cinema trailers and
crawlers, talks on TV and radio to reach of both urban and rural population
Nutrition messages are also blasted through social media such as
Facebook, Twitter and YouTube
In early 2015, smartphone application, namely MyNutriApps II:
MyNutriDiari, was introduced to the public to create a calorie conscious
society and regular body weight monitoring especially among adults.

SUMMARY
Nutrition Rehabilitation Programme for Malnourished Children in Malaysia is
to improve the nutritional status of children aged six months to six years
from hard core poor families.
Food basket (food items + multivitamin) will be provided on a monthly
basis for children who are eligible for a minimum of 6 months.
Community Feeding Programme is implemented to specifically rehabilitate
undernourished children from the marginalised groups .
