Education is an activity or process, which
modifies the behavior of a person from
indistinctive to human behavior. Education is
the manifestation of the perfection already in
man. One of the fundamental goals of
education is to impart culture across the
generations. Education is not always the
education that a person receives in school. The
process of education starts as soon as a baby is
born and stays lifelong. (Vivekananda, 2011)
According to Minnesota (2007) “the higher
education performance depends upon the
academic performance of graduate students.
Durden and Ellis quoted Staffolani and Bratti,
(2002) who observed that “ the measurement of
students previous educational outcomes are the
most important indicators of students future
achievement; this refers that the higher the
previous appearance, the better will the student’s
academic performance in future endeavors be.
According to Melisa Bell as cited by Bagtaso
(2013) she states that in educational institutions
success is measured by academic school
curriculum in the country in order to produce
who are not only academically successful but are
productive.
The United Nations Educational, Scientific and
cultural organization ( UNESCO ) said that
education should be a means to empower people
to become active participants in the
transformation of their societies.
However, learning is reflected in the way a child
responds to environmental, social, emotional and
physical stimuli and understands new information
(Collins, 2002).
Furthermore, Dulipas (2003) pointed out that the
development of school program is a matter of
importance. The aims of education are realized and
the confidence and support of people are justified. It is
poorly done; all other educational activities are of
limited value. To be of value, the program must be
centered on the needs and interest of individuals and
groups.
Natividad (2003) states that evaluation should
encompass all phases of the instructional programs,
ranging from goals and areas of the curriculum to
specific aspects of the students intellectual, physical,
social and emotional development. A broad and
comprehensive evaluation program is needed to
accomplish certain functions; to improved teaching and
learning, improve the curriculum, and provide
meaningful interpretation of evidence, judge the merits
of alternative approaches to instruction, appraise
instructional media, meet individual needs of students
and provide a meaningful accountability system.
Peckley (2000), in his dissertation resorted to correctional
study to determine the relationship between the
performances of Criminology graduates of the University of
Baguio in the Board examination. He found out that the level
of academic performance of the B.S Criminology graduates of
the University of Baguio in the general subjects and
professional board subjects and over-all academic
performance is average. He also noted that the performance
of Criminology graduates of the University of Baguio in the
criminologist’s licensure examination is fair. He further
recommends that there is a need to improve the level of
academic performance of the University of Baguio
Criminology graduates. This can be achieved by improving the
teaching-learning environment.
