involving critical analysis of the existing
situation and problem evaluation of the
various alternatives to solve these
problems and the selection of the relevant
ones giving necessary priorities based
upon local needs and resources by the
cooperative effort of the people both official
and non official with a view of facilitating
the individual and for community growth
and development.

social and economic life will
be paralysed and free
physical movement in them
will become impossible.
•If it is not possible to find
moral and material
resources to make them
fully recover, at least it
should be possible them
from further deterioration.
