Purpose
A Design Review is an advisory activity intended to
• Provide verification of the work of the engineering team
• Improve the deliverables, the process and the project outcomes – where
appropriate
• Addresses the results of engineering work
• Provide clients with what they expect, using appropriate standards,
processes, procedures and tools to produce the agreed deliverables
• It can occur at any stage of the project (FEL 1,2,3,4), but it adapts to that
stage
Scope
• It includes the activities associated with review, assessment and
verification of engineering activities
• Review of engineering quality and safety
• Meeting the design input requirements in a timely and cost-effective
manner

CRS Client Requirement Specification
Design Review Planned and documented activity to determine the suitability,
adequacy and effectiveness of the subject matter to achieve the
established objectives
Model Review Predetermined review of 3D models in conjunction with the client
Verification Confirmation, through the provision of objective evidence, that the
specified requirements have been fulfilled during the engineering
processes
Validation Confirmation, through the provision of objective evidence, that the
requirements for a specified intended use or application have been
fulfilled as a result of the engineering processes

• Design Reviews are determined during the development of the project
plan by the Engineering Manager
• It is intended that they occur throughout the project
• Depending on the phase of the project life cycle, the Design Review will
have different emphases and need to address different issues

Project Life Cycle Phases
1. Conceptual (FEL1)

When
• Before completion of the conceptual design and before being taken to
the client

Who
• Experienced project implementation personnel familiar with project
type together with project team

• Outline of all concepts presented (while under preparation)
• Process/ PFD; Layout; Major/ critical equipment selection (assumed);
mechanical/ structural concepts; Single Line Diagram (SLD)/ power
system concepts / Schedule/ Budget estimate
• Review/ test the concepts against the scope, Client expectations, Risks,
Lessons Learned from previous project milestones and deliverables
2. Preliminary (FEL2)

When
• Follow-up to first review ( close out the actions from concept design
review). Halfway through preliminary phase

Who
• Experienced project implementation personnel familiar with project type
together with project team

What
• Review the technical implementation of the concepts, keeping in view the
scope and client expectations
• Safety – Environmental, Health, Safety, Sustainability
• Constructability (with P&CM input)
• Look for “Value Engineering” opportunities
• Maintainability
• Operability
• Quality (of EPCM deliverables )
• Verify that adequate study and consideration of alternatives and options
was conducted before adoption and inclusion into the recommended
design
3. Basic Engineering (FEL3)

When
• Typically, at several stages during the development of the design,
including one before issue of final documentation

Who
• Experienced project implementation personnel familiar with project type,
engineering / discipline directors with project discipline leads
3. Basic Engineering (FEL3) – Cont’d
What
• The technical implementation of the Preliminary Engineering, keeping in
view the scope, client expectations, schedule status, deliverables list,
deliverables milestone
• Safety – Environmental, Health, Safety, Sustainability
• Constructability (with P&CM input)
• Look for “Value Engineering” opportunities
• Maintainability
• Operability
• Quality (of EPCM deliverables )
4. Detailed Engineering (FEL4)
When
• Typically, at several predetermined stages during the development of the
detailed design, including one or two months before issue of major
documentation

Who
• Experienced project implementation personnel familiar with project type,
engineering / discipline directors with project discipline leads

• Review Design Criteria (Rev 0)

• Review EPCM Plan against PEP (Project Execution Plan)

• Review Document Control Plan
• Understand the major workflow issues
• Does the lead/ team have the right information in the right sequence to
allow issue of documents, particularly contracts
• Have the lead engineers/ engineering manager had problems that have
not been raised at Project Manager Level or received adequate response
from that level
4. Detailed Engineering (FEL4) – Cont’d
What
• Verify that the detailed design
a. Continues to satisfy CRS
b. Can be manufactured/ fabricated, inspected, assembled, stored, delivered
and installed reliably, safely and cost-effectively and perform as expected
c. Includes alternate calculations to verify correctness of the original
calculations and analysis
d. Includes independent verification of original calculations and other
design activities
• If it has been determined as part of the project scope, validation of the
design through prototype testing, commissioning or plant testing
Relevant Input
• The Design Review team consists of individuals who are
experienced in the project under Review
• Team members are appointed by PDG project sponsor in
consultation with Discipline leads
• All team members share the responsibility for carrying out
the Design Review

• Design reviews are run as formal meetings
• Meeting is minuted with actions recorded, assigned and
followed up

• The reviewer should review the PLP checklist guide and
decide how to apply them as appropriate to the project.
• Checklists are extensive but not all encompassing
• Irrelevant items can be removed from or ignored on the checklist
• Additional relevant items can be added to the checklist

• Checklist is just a job aid to guide the review and improve
its consistency and completeness
• The checklist is generic and requires interpretation for
project specifics
• Important to include experienced team members in the
review
• Finalized checklist can be attached to or incorporated into
the minutes
