Composition of the TFYD:

• Chairperson

• 4 members
Qualifications of the 4 members:
CREEP CS
• Citizen of the Philippines;
• Resident of the Barangay for not less than one (1) year before the date of
designation;

• Edad – Eighteen (18) years of age but not more 24 years of age on the
date of his/her designation;
• Education – Able to read and write Filipino, English, or the Local
Dialect;

• Parente/relationship – Must not be related within the 2 civil degree of

consanguinity or affinity to any incumbent elected, national official or to


any barangay official;

• Convicted by final judgment of any crime involving moral turpitude;


• Sectoral representative is preferred.
Procedure for the organization of the
TFYD
• Submission of list of Nominees
• Posting of the list of Nominees
• Recommendation to the Sangguniang Barangay
• Designation
Allocation of the SK funds

• Mandatory Training and SK Pederasyon Elections


• Youth Development Programs and Projects that will promote
and ensure:
• Equitable access to quality education
• Environmental Protection
• Climate change adaptation and disaster risk reduction and resiliency
• Youth employment and livelihood
• Health
• Anti-drug abuse
• Gender Sensitivity
• Sports development
• Capability building which emphasizes leadership training
Procedure for the Utilization of SK Funds
• Formulation of the Annual Barangay Youth Investment Program
(ABYIP)
• Submission of the ABYIP to the Punong Barangay
• Review of the ABYIP by the Punong Barangay
• Adjustments (if necessary)
• Approval of the Punong Barangay
Access to the SK funds
• Prepare individual activity design for each of the projects/activities

• Submit the activity designs to the Punong Barangay

What is RA 10121?

“An Act Strengthening the (1)Philippine Disaster Risk Reduction


and Management System, Providing for the (2)National Disaster
Risk Reduction and Management Framework, and
Institutionalizing the (3)Disaster Risk Reduction and Management
Plan, Appropriating (4)Fund Therefor and For Other Purposes”
What is RA 10121?
Philippine Disaster Risk Reduction and Management Act of 2010
is a new law which transforms the Philippines’ Disaster
Management System from Disaster Relief and Response towards
Disaster Risk Reduction
Why do we need a new law?
• Under the old law, disaster management centered only around the
hazard and impacts of disaster and assumed that disaster cannot be
avoided.

• The government was focused on disaster response and never on


reduction.
Why do we need to give importance to disasters?

• Disasters cause destruction of communities, death of millions, and


collapse of people’s livelihoods.

• It leaves indelible impacts on physical landscapes and on people’s minds.


Integration of DRR Education in School
Curricula, SK Program, …

• The DEPED, CHED, TESDA in coordination with OCD, NYC, DOST,


DENR, DILG-BFP, DOH, DSWD and other relevant agencies shall
integrate DRRM education in the school curricula of secondary and
tertiary level of education including NSTP – whether public or
private, including formal and informal, technical-vocational,
indigenous learning, and out-of-school youth courses and program.
Duties of the Youth in DRR
Before Disaster
• Information Drive
• Participation in activities conducted by the DRRM
• Encourage community participation in DRRM activities
During Disaster
• Application of learned skills in disaster response
• Assist in the implementation of disaster response regulations
• Assist in packing and distribution of relief goods
After Disaster
• Recreation
• Reconstruction
• Rehabilitation
