REVISED IMPLEMENTING RULES

AND REGULATION (RA 0163)


• On January 23, 2002 the national Service
training Program was signed by the president
Gloria Macapagal Arroyo into law. Republic act
9163, the National service Training Program
(NSTP) Act of 2001 is at enhancing civic
consciousness and defense preparedness in
the youth by developing the ethics of service
and patriotism while undergoing training in
any of its three program components:
• The Reserve officers’ Training Corps (ROTC),
the Civic Welfare Training Service (CWTS) and
the literacy Training service (LTS). According to
Ra 9163, these three components are
specifically designed to enhance the youth’s
active contribution to the general welfare.
• ROTC IS designed to provide military training to
tertiary level students in order to motivate, train,
organize, amd mobilize them to national defense
preparedness.
• CWTC refers to programs or activities contributory to
the general welfare and the betterment of life for the
members of the community or the enhancement of
its facilities, especially those devoted to improving
health, education, environment, entrepreneurship,
safety, recreation, and morale of the citizenry.
• LTS is desgned to train students to become teachers
of literacy and numeracy skills to school children, out
of school youth, and other segments of society in
need of their service
• Under the NSTP, both male and female students, of
any baccalaureate degree course or at least two year
technical- vocational courses in public and private
educational institutions shall be required to
complete one of the NSTP components as requisite
for graduation.
• Section 7 of RA 9163 stipulates that all higher
technical-vocational institutions, public and
private educational institutions, must offer at
least one of the program components: provided
that state universities and colleges shall offer
the ROTC component and at least one other
component as provided further, that private
higher and technical education institutions may
also offer the ROTC components.
• Members of this corps may be tapped by the
state for literacy and civic welfare activities
through the joint efforts of the Department of
National Defense (DND), Commission on
Higher Education (CHED), and technical
Education and Skills Development Authority
(TESDA)
• Definition of terms:
• National Service trainings Program (NSTP) is a
program aimed at enhancing civic
consciousness and defense preparedness in the
youth by developing the ethics of service and
patriotism while undergoing training in any of
its three components. Its various components
are especially to enhance the youth’s active
contribution to the general welfare.
• Reserve Officers training Corps (ROTC) is a program
institutionalized under section 38 and 39 of Republic
Act 7077 designed to provide military training to
tertiary level students in order to motivate, train,
organized and mobilize them for national defense
preparedness.
• Literacy training Services (LTS) is a program designed to
train students to become teachers of literacy and
numeracy skills to school children, out of school youth,
and other segments of society in need of their service.
• Civic welfare training Services (CWTS) frefers
to programs of activities contributory to the
general welfare and the betterment of life for
the members of the community or the
enhancement of its facilities, especially those
devoted to improving health, education,
environment, entrepreneurship, safety,
recreation and morals of the citizenry.
• Program Component shall refer to the service
components of the NSTP as enumerated in
Section 4 of this Act.
DEVELOPING CITIZENSHIP
• What is meant by Citizenship?

Citizenship is a term denoting membership of a


citizen in a political society, which membership
implies, reciprocally, a duty of allegiance on the
part of member and duty of protection on the
part of the state.
• Who is a citizen?
• A citizen is a person having the title of
citizenship. He is a member of a democratic
community who enjoys full and civil political
rights and its accorded protection inside and
outside the territory of the state.
• Who are the citizens of the state?
• Article IV 1 of the 1087 Constitution identifies the
following as citizens of the Philippines:
• 1. Those who are citizens of the Philippines at the
time of the adoption of the said constitution:
• 2. Those whose fathers and mothers are citizens
of the Philippines, those born before January 17,
1973, of Filipino mothers, who elect Philippine
Citizenship upon reaching the age of maturity.
• 3. Those who are naturalized in a accordance
with law.
• What are the duties and obligations of Filipino
citizens?
• Among others, the more important duties and
obligations of every citizen in a democratic
society are the following:
• 1. To be loyal in the republic.
This means faith and confidence in the
Republic and love and devotion to the country.
The citizen must be proud of his country, its
customs, traditions, language and institution. He
must share in its glories a dn feel sad in its
misfortunes.
• 2. To defend the state. Since the citizen of the
republic receive benefits and protection from
the State of which they are part, in return it is
their duty to defend it against any peril,
whether from or within o fro without.
• 3. To contribute to the development and
welfare of the state. This should be the
concern of every citizen for he will be the first
to enjoy the benefits thereof.
• He can contribute to the development and
welfare of the state by paying taxes willingly
and promptly by cooperating in its activities
and projects such as the preservation of peace
and order, conservation of the natural
resources and the promotion of social justice
by patronizing local products and trades and
by engaging in productive work.
• 4. To uphold the constitution and obey laws.
Since the constitution is the expression of the
sovereign will of our people.
• 5. To cooperate with duly constituted
authorities
• 6. To exercise rights responsibility and with
due regard for the rights of others
• 7. To engage in gainful work.
• Every citizen must consider in his own
responsibility and should strive to become a
useful and productive member of society to
assure not only himself but, more importantly,
his family a life worthy of human dignity.
• Every citizen should bear in mind not only
hard and sustained work can men and nation
live and survive.
8. To register and vote.
It is through suffrage that the will of the
people is expressed. The quality of public officials
and the policies of government depend directly
and indirectly upon the voters.
Voters must be discriminating in evaluating
the credentials of candidates and not be satisfied
with only their physical attributes and data.
• What is the greatest ideal in the life of every
citizen?
• It must be patriotism or love of country.
This is achieved through the exercise of
positive nationalism and the defense of our
sovereignty when it is threatened by outside
and inner force.
• Next to loyalty to god is loyalty to country
which is sealed by a pledge of allegiance. Such
loyalty is neither compulsion or force as
motivated by certain material consideration.

• How can Filipino loyalty to our country be

• We have several objects of loyalty in our country
superior or duly constituted authorities,
principle, our flag, our word of honor.
• Filipinos are bound by their love of country they
call their own. They are proud of the cultural
heritage and proud still to belong to a race of
people known for their courage and love of
freedom.
• Loyalty must be inspired and faith in the cause to
which we subscribe. It is not servility or fanaticism.
Loyalty is based on love of country, respect of
superiors, beliefs in the cause and principle,
reverence for national symbols and loyalty to one’s
word of honor.
• There is nothing worth having that the patriot will
not give for his native land, blood and wealth and
knowledge and effort, even life to be crushed and

• What is the Vision /Mission of Good citizenship
movement?
• Vision:
• A God -centered, peaceful, progressive, just,
and humane society with every Filipino making
his unique contribution to the uplifting and well
being of his family, community, country, and the
world, by living the basic values of the Filipino
people enshrined in the Philippine Constitution.
• Mission:
• The Good citizenship movement shall operate
guided by the basic values of Philippine constitution,
the same set values that it seeks to promote, affirm
and mature.
• These are Faith in the Almighty god, respect of life,
Order, Work Concern for the family and future
generation, Love, freedom, peace, patriotism,
promotion of the common good, Concern for the
environment.
