Reviewing the workforce plan: Early warning signs
There are a number of indicators that can serve as early warning signs of
workforce development issues:
 sudden downturns or upswings in the economy could indicate risk of over or
understaffing
 increased staff turnover rates in one service area or across the entire
organisation, as detected through the HR management system
 indications of dissatisfaction with key aspects of the organisation, resulting
from a climate survey, for example
 the organisation is struggling to recruit new staff
 revised plans now mean the organisation is now expanding its services,
products, or the number of its stores/outlets.
