 Introduction
Webster defines journalism as “the
occupation of writing for publication in
newspaper and other periodicals.”
This occupation of writing had been made
into a Republic Act which states that DECS -
supervised institution in elementary, secondary
and tertiary is expected to support and promote
the campus journalism program, policies and
objectives as stipulated in Campus Journalism
Act of 1991 known as Republic Act no. 7079.

Some of the institutions under the

Department of Education specifically
Pimbalayan NHS and T’boli NHS supported
and promoted this Campus Journalism Act by
having their own campus paper in their own
schools.
Despite the challenges confronting campus
paper management, these schools find ways
in attaining effective management practices in
order to ensure the quality and integrity of
their campus papers even during this new
normal education.

It aims to promote the development and
growth of campus journalism as a means
of: (Section 2)
1. strengthening ethical values;
2. encouraging critical and creative
thinking; and
3. developing moral character and
personal discipline of the Filipino youth.

SCHOOL PUBLICATION BE?

The school publication is defined

not only in terms of editorial content
but also in terms of day-to-day
operations, particularly fund

ILEMO
 
ILEMO is a Maguindanaon word for
knowledge, is an independent student
body organization and the official
student publication of Pimbalayan
National High School.

Mission Statement
 
The ILEMO upholds and protects the
freedom of the press at the campus level
and promotes the development and
growth of campus journalism as means
of strengthening ethical values,
encouraging critical and creative
thinking, and developing moral
character and personal discipline of the
journalists.  
 In the furtherance of this, the school
publication shall undertake various
programs and projects that aim to
improve the journalistic skills of
students to promote responsible and
free journalism.

Logo
 
The current Ilemo logo is a patterned
after the word itself, the word Ilemo and
a torch that replaces the letter “I”--a
great symbolism of burning passion to
seek for knowledge. Furthermore, the
light of the torch signifies the clear
vision towards the way of the bearer.

SCHOOL PAPER

Ilemo will publish an issue of school paper

twice a year (one issue per semester).
Budget allocation is subject to approval of
school head. School paper adviser will
present his budget proposal for the entire
academic year to the office of the Principal
for approval.

All members of the Ilemo shall at all

times observe the following Code of
Ethics:
 
Members should be honest, fair and
courageous in gathering,
reporting     and interpreting
information.

a.) Test the accuracy of information
from all sources and exercise care to
avoid inadvertent error.  Deliberate
distortion is never permissible.
b.) Diligently seek out subjects of news
stories to give them the opportunity to
respond to allegations of wrongdoing.
c.) Identify sources whenever
feasible.  The public is entitled to as
much information as possible on
sources reliability.

d.) Always question sources motives

before promising anonymity.  Clarify
conditions attached to any promise
need in exchange for information.
e.) Makes certain that headlines, news
teases and promotion material, and
quotation do not misrepresent.  They
should not oversimplify or highlight
incident out of context.

f.) Never distort the content of news or

photos.  Image enhancement for
technical clarity is always permissible.

The role of the adviser or the school

newspaper club adviser is crucial to the
overall success of your school’s newspaper.
The adviser must strike a balance between
overseeing the work and allowing the students
the freedom to produce their own newspaper
that accurately reflects the voice of the
student body. Also, the adviser, to be effective,
should be able to give solid advice regarding
all aspects of a newspaper, from writing and
editing to design and layout.

1. KNOW THE PURPOSE OF A STUDENT
NEWSPAPER

The adviser’s job is to keep the purpose of the

newspaper foremost in the mind of the students. It
might be fun or even interesting to venture out into
other arenas—such as global politics—but that is
not the purpose of a student newspaper. So what
is the main purpose?
The main purpose of a student newspaper is to
give the student body a voice, a forum for
expression.

2. TEACH RESPONSIBLE JOURNALISM

This means that your job will be to set

policy for what gets printed and what does
not—a framework of set guidelines that the
students must adhere to. You don’t want to
print gossip or inaccurate facts. You don’t
want to print wild speculation or cause
people to believe a lie.

3. YOU WILL INFLUENCE OPINION

A student newspaper can create opinion—good

or bad. As an adviser, you must not only take
responsibility for this, but you will need to teach
your students to take responsibility for this as well.
Their words can have a major impact on the
opinion of the student body. This should not be
taken lightly, and a good teacher adviser will see
that the members of the newspaper club don’t take
it lightly either.

4. PROVIDE ADVICE ON WRITING STYLE

Part of the job of a teacher adviser is to

teach your students how to write an article.
There are different techniques, such as the
Inverted Pyramid style, that can be used to
write a news article that answers all the
questions of who, where, when, what, why,
and how. Some articles are more editorial
and as such are written in a different style.

5. BE THE INTERMEDIARY

Another important role that the teacher adviser

plays is to be the one who makes sure the
expectations of the administration and the creative
urges of your students mesh. The administration
will have certain criteria and levels of expectations
that will need to be met. They can’t, for example,
have the newspaper completely disrupt school
operations, nor can they allow anything that would
create a costly lawsuit.

The Editorial Staff is the policy-
making body of the Ilemo. The Board
decides on critical issues regarding the
publication and formulates its internal
rules. The Board is composed of the

II. DESCRIPTION OF THE PROGRAM

The school publication will conduct series of
seminars and workshops every weekend to take form
of the organization’s vision and objectives. Anent this,
the school publication will invite speakers whose
expertise and career path are in line with this field.
For the reason of limitation in time and resources, the
moderator would initially share his knowledge about
journalism to equip the members before the seminars
and workshops would take place.
