Brief Description 5
 A Summary was initiated on 06-02-2019 wherein it was stated that
 Foreign Minister received many suggestions from the people of Multan that the building of Ghalla Godam is
not being used for any valuable purpose therefore may be utilized as a General Hospital.
 He also requested for transfer of land from Food Department to Health Department and approval of a
financial grant of Rs.1054 Million.
 Food Department didn’t support the proposal on following grounds
 Building is utilized for wheat storage and administrative purpose.
 Demolition of land would be wastage of building and future investment for storage.
 On 14-04-2019,Secretary SHC & ME Department is of the view that Establishment of 100 Bedded
General Hospital in old building of Ghalla Godam, Multan may be considered after completion of
Nishter-II Hospital.
 On 08-05-2019,Secretary PS&HC Department declared the conduction of hospital with adequate land
not feasible.
Brief Description 6
 On 10-10-2019, P&SHC Department submitted that
 As per the scrutiny by the department, construction of hospital was not found feasible.
 However, a scheme titled “Establishment of 60 bedded Mother & Child Hospital at Ghalla Godam Multan”
was included in ADP 2019-20 with an estimated cost Of Rs. 500 million.
 CEO, District Health Authority, Multan was requested to prepare and submit a feasibility report.
 As per the feasibility report submitted by CEO, District Health Authority, Multan construction of
hospital is declared as not feasible.
 On 15-11-2019, Food department submitted following proposals if the land is to be transferred to
Health Department:-
1. Land measuring at least 4 Acres be identified by Multan Commissioner close to a main road in consultation
with Food Department, be placed in the ownership of Food Department along with physical possession, and
free of all government duties, taxes. fees. etc. and any other encumbrances.

2. Finance Department to provide a sum of Rs. 327 million (Rs.273 + 20% escalation = Rs.327m) as special
dispensation / grant for construction of wheat godowns and accompanying offices. The fund will be directly
placed at the disposal of Communication & Works Department with directions to complete the Project in 15
months. Preparation of Project PC-I is in progress in Food Department.
3. Finance Department will provide Rs.31 million (Rs.26m+20% escalation = Rs.31 m) as a special
dispensation to cover the rental / displacement cost of Food department offices for a period of 24 months
likely to be extended in case Communication & Works Department is unable to complete the Project within
the stipulated time.
4. Food Department land will be handed over after the wheat stores are released and the godowns are
completely vacant.
 On 25-11-2019, Finance Department asked P&D Board to examine and advise on the economic &
Financial viability of the project.
 On 05-12-2019, Chairman P&D Board examined the summary and proposed that a detailed feasibility
study may be conducted including economic & financial viability of the project especially in view of
presence of several health facility nearby.

 The matter was placed before the Provincial Cabinet in 29'" meeting, held on 30.04.2020, with the request to take
appropriate decision.
 During the said meeting, Feasibility Report of the proposed project was presented before the Cabinet along with a
brief regarding on-going, proposed and alternate projects to historically review the healthcare portfolio of
Multan.
 The Cabinet consider the matter and referred it to the following committee to review / examine the proposal in
detail and present its recommendations to the Provincial Cabinet.

 Pursuant to the said decision, a meeting of the aforementioned Committee was held on 11 06.2020, wherein all
aspects related to the subject matter including feasibility of the project, current status of identified land and
current financial scarcity were discussed in detail.

 After reviewing / examining the proposal in detail, the Committee arrived at the following recommendations.
1. Food Department may transfer the land to Health Department for establishment of a Hospital
2. Cabinet may decide about the provision of alternate piece(s) of land and funds for relocation of existing wheat / grain
godowns and accompanying offices of Food Department.
3. Considering the facts establishment of a 60-bedded hospital at identified location is not recommended due to excessively
higher per-bed cost
4. Furthermore, a mere 60-bedded hospital would not serve the purpose of provision of healthcare services to the whole regional
terrain.
5. Considering Multan as a regional hub, a multi-storeyed state of the art hospital may be established at the identified location of
Ghalla Godam, after preparing a feasibility/ viability of the project.
6. The said hospital may haw a minimum capacity of 500 beds and may be taken up by Specialized Healthcare & Medical
Education Department as indicated In the Summary
7. Considering the current financial /economic crunch, the concern quarters (SHC&ME Department, P&SH Department and
P&D Board) may decide about the inclusion of the scheme in next ADP.
8. The P&SH Department may also explore the possibility of execution of the project through PPP mode by making liaison with
the concerned quarters.
9. The Chairman P&D Board may be engaged to work out the possibility of execution through PPP mode.

 Subsequently, the matter was placed before the Provincial Cabinet, in its 35 th meeting held on 14.09.2020,
with the request to take appropriate decision.
 In the light of recommendations of the constituted committee, the Cabinet considered and referred the
matter to the P&D Board for review in light of the recommendations of the aforementioned committee.
 The Cabinet further directed the P&SH Department to subsequently frame and present a concrete, feasible
proposal before the Cabinet in consultation with P&D Board, SH&ME Department and Food Department.
