Management so far so that budgetary
provision has been made for the
mentioned initiatives for the financial year
2011/2012, in terms of action plans and
produced by the Council, stakeholders
and the Community

 HAS THE COMPLETED STAGES 1 – 6?

• Yes.
• Stage 1 & 2 was completed on 7-8 June
2010; where Council and management
gave go ahead with the COE at the
Council. A situation Analyses was also
done there at stage 2. Which I am told by
the Mayor that it was presented to them by
Genderlinks Country
• Facilitator.

• Stage 3-4 was completed with Council, stake
holders and community on 27-29 July 2010.
• Stage 5-Has been completed on 11 February
2011
• Stage 6- was aimed at 16days GBV Campaign
on 29 Nov 2010 (case study has also
completed)
• Stage 7- Case studies were collected for the
Summit. Rehoboth Council has submitted the
COEs.

• Yes (see attached) Action Plan. This is no

gender specific budget yet, but all
activities pertaining to gender related
issues are done from the contingency
budget allocation.

MEN? HOW ARE THEY INVOLVED?

• Yes, during the Sixteen Days of Activism

Campaigns man and woman of the
institution took part in equal proportions.
During all plantings’ throughout COE, men
and women were present, contributing
equally to the best of their knowledge.
One example is the 16days Campaign
where both flocked to the events make
their voices heard on issues of violence.

• They are both in certain committees such as
water-point, housing, HIV and Aids
committees. We also keep sex disaggregated
date to find out how many women and men do
attend these meeting. Before the Council did
not consider these date, but with GL workshop
the Town Council can now implement some
of the Action Plan and prioritized thereof.

• Council, Management is fully aware of the

Capital and human resource needs to
run social upliftment initiatives of this
magnitude, thus the 2011-2012 budget
aims to include for GBV related
initiatives in such regard. The town’s
Councilors are all new. They are now
during this period guided by the CEO
and management on GL projects here.

• Sponsorships solicited from local corporate

partners in the form of grants, as well as
fax and telephones are availed as

• M&E tools are developed to monitor

progress and to quarterly review sessions
are planned to have smooth running of
specific projects. Reports also services as
a means to measure progress etc.

• Council, Stakeholders and Communities are

sensitized advocated and lobbied for for
better understanding and ownership.

• Since the Community was educated and

works hoped on the SADC Protocol and
its 28 target, still much need to be done, to
mobilized and help localized, because
only a small portion of people were invited
leaving the community at large out.

• These are some of the targets for the Town’s
people.
• Article 4-11 Constitutional and Legal Rights- to
enshrine gender equality and equity. Article,
on governance-prioritise women’s
representation and participation at Council
and management levels.

• Article, Gender based Violence-this how to end
violence in community and attached as a time
frame of ending 2015. Article on Health:
Issues of HIV and AIDS, the provision of ARVs
for people leaving with the disease etc.

• Although resources are limited the possibility

of replicating the COE initiatives to rural
constituency is eminent

• By prioritizing critical areas in the plan e.g.

provision of housing, de-bushing
riverbeds, providing safe havens etc., will
be key to implementation and replication.
We need to target rural areas. It is most
needed there as well.
