Appointing Director of Labor, additional Director of Labor, joint Directors of Labor, Deputy Directors of Labor and Assistant Directors of Labor by notification in the Government official Gazette. Specifying the area within which each one of them shall exercise powers and perform functions.

Specifying the powers of the Director of Labor and their usages: like- register trade unions, lodge complaints and taking actions, question regarding group on establishments and entitled certified as the collective bargaining agent, supervise the election of trade unions, to act as conciliator, and other powers and functions.

Appointing chief Inspector, deputy chief Inspectors, assistant chief Inspectors or Inspectors by notification in the Government official Gazette. Specifying the area within which each one of them shall exercise powers and perform functions. The chief Inspector have the powers throughout the country. He has also the power over others. He can transfer his powers to the his subordinates. In the mercantile marine department Inspectors are known as ex-officio. ex-officio.

The chief Inspector, a deputy chief Inspector, an assistant chief Inspector or Inspector, shall have the following powers and responsibilities within the area for which he is appointed:
Giving the power to fit assistants to inspect and examine any place, premises, vessel or vehicle, at any reasonable time. The chief Inspector can kept the production of the registers, records, certificates, notices and other documents to examine and copy any of them. Which may be necessary to ascertain rules, regulations, orders or schemes in respect of any establishment or any worker employed there in are complied with.

Examine employees in respect of matters pertaining to the rules, regulations, orders or schemes whom he finds in any establishment or whom he reason to believe to be or to have been within the preceding two months employed in any establishment. Require every person so examined to sign the record of such examination by way of verification; also can take explanation from the employer or any person employed by him if he deems necessary. Exercise such other powers and functions as are conferred by this act or may be prescribed.

An Inspector can inspect entry, inspection, examination, enquiry or otherwise for the exercise of the power to the employer and they should accept it. All records, registers and other documents of every employer should be kept for the inspector. An Inspector can call for, or to seize, any record, register or other document of any employer, he may consider necessary. The chief Inspector or, if authorized by him in this behalf, any other officer subordinate to him, may lodge complaint with the labor courts for action against any person for any offence or violation or any provisions or of any rules, regulations or schemes.

Appointing a controller of the tea plantation workers, provident fund by notification in the Government official Gazette. The controller:
o Is the chief executive officer of provident fund. o Perform his functions under the general control and superintendence of the trustee board and act as the secretary to that board.

Keep records of the meetings minutes and responsible for carrying out the decisions of the trustee board. May take part in the meetings of the board of trustees, but shall not be entitled to vote. Can furnish Provident fund accounts. The controller or any person authorized by him may, charge for employee documents to anyone for entering in tree plantation. And ban exercise such other powers.

Government may direct a Board of accounts which audited by the controller and auditor general of Bangladesh referred as the auditor general. They can examine all documents and members of the board as well. The Auditor General shall submit his audit report to the board and shall forward a copy thereof to the government as Government can ask for the report any time.

The board shall take steps forthwith to rectify any defects or irregularities pointed out in the audit report. In this section, board means a dock workers management board or the board of trustees of the tea plantation workers provident fund.

Accounts audited by the auditor general together with an annual report should be given to an accounts proposal for the next financial year. The Government may require the board to furnishAny return, statements, estimate statistics or other information regarding any matter under the control of board. A report on any such matter. A copy of any document in the custody of the board.

National council for Industrial health and safety can be called by the Government notification in the official Gazette. The council shall consist of the following members namely:
The minister and secretary for Labor and manpower, exofficio, who shall ex-officio also be its chairman.  Secretary of ministry of industries, ministry of health, ministry of jute and textile, ministry of shipping, ministry of communications and ex-officio of all department.

By the Government consultation seven members with at least one female representative representing industries as a trade union where chief Inspector act as a secretary. The members term of three years they shall follow its own rules of procedure:
x Prepare national policy for ensuring safety in industrial establishments and maintaining healthy and hygienic conditions of work and atmosphere. Frame guidelines for implementation of its policy.

Every establishment should be done such a manner so that the policy succeed.
