The first 5 year plan was setup in the year 1950 by a resolution of the Government of India to make standard of living of Indian citizens much better than pre independence time and to make overall growth of the country in every sector.

The first Five-year Plan was launched in 1951 and two subsequent five-year plans were formulated till 1965, when there was a break because of the Indo-Pakistan Conflict. Two successive years of drought, devaluation of the currency, a general rise in prices and erosion of resources disrupted the planning process and after three Annual Plans between 1966 and 1969, the fourth Five-year plan was started in 1969. The Eighth Plan could not take off in 1990 due to the fast changing political situation at the Centre and the years 1990-91 and 1991-92 were treated as Annual Plans. The Eighth Plan was finally launched in 1992 after the initiation of structural adjustment policies. For the first eight Plans the emphasis was on a growing public sector with massive investments in basic and heavy industries, but since the launch of the Ninth Plan in 1997, the emphasis on the public sector has become less pronounced and the current thinking on planning in the country, in general, is that it should increasingly be of an indicative nature.

Wildlife. Biodiversity. Animal welfare. Rivers. Lakes.

FINANCIAL RESOURCES
Assessment of the Centres Financial Resources. State Financial Resources. Savings. Tax planning.

HEALTH AND FAMILY WELFARE


Public Health Services including water and sanitation. Health of Women and children. Primary Health care. Communicable and non communicable diseases. Public Private Partnership for improving health. Poplulation Stabilization. AYUSH according to constitution.

HOUSING AND URBAN DEVELOPEMENT


Urban water supply. Urban poverty and focus on slums. Urban housing. Housing for police personnels and judicial officers. Urban transport including mass rapid transport system.

This chapter is under thinking process butit includes development issues regarding Hill part of the country.

POWER & ENERGY, ENERGY POLICY AND RURAL ENERGY

PROGRAM EVALUATION ORGANISATION


This chapter is also under thinking process but proposed thinking in this chapter is regarding strenthening monitoring and evaluation system for the social sector development schemes in the country during the eleventh 5 year plan

The planning of this chapter is according to the constitution of India which includes Empowering the disables and social welfare and other special group.

SCIENCE AND TECHNOLOGY


Biotechnology. R&D Development. SMEs. Space Ocean Development.Basic Science. Mega science project. Rural technology.

STATE PLANS
This chapter is also according to constitution of India which includes Disaster Management, and North Eastern Region.

TOURISM
This Chapter is also according to constitution which includes Publicity and Marketing, Heritage and Culture Tourism, Domestic Tourism, HRD and capacity Building, etc.

TRANSPORT
Railways. Ports. Shipping. Roads. Rural Roads. Civil Aviation.

VILLAGE AND SMALL ENTERPRISE


Food Processing Industries. E.G. Parle G factory in Bhuj. Village and Small Enterprise which includes Handicrafts, Powerloom, Sericulture and Wool. Micro and Small Scale Enterprise and Agro & Rural Industries.
