Electoral System
Turkey is a parliamentary system. Electoral system has been a

proportional representation system of dam as a valid country since 1983.

DHondt system is exerted. Threshold is 10% Proportional representation

system is exerted at the level of precinct. According to this system, country is divided to electoral district.

In Turkey, political parties which win the elections, always

change the electoral system because they want to be chosen the next election. So electoral system has changed constinously and changes are as difficult to be elected.
In the last changes were made October 21, 2007. According to

this change reduced to the general election period is 5 years to 4 years.


Now parliament has got 550 members. Turkish citizens, 18 years and over, have the right and

obligation to vote and citizens 25 years or older have the right to become candidates for parliament.

POLITICAL PARTIES
Turkey had a one- party system between 1923 and 1946. Multi-party system has been started in 1946. In Turkey, if a party is closed, new party which looks like

the closed party is opened with different name.


Because of this stiuation, voters dont change their ideas.

Always they vote the party which one they vote the last elections.

Last Election: 12 June 2011. 15 Parties attended the election but 3 parties entered the

parliament.
AKP, CHP, MHP and independent deputies could enter the

parliament.

AKP was being a single party in government. They won the

elections 3 semesters.

Right Parties:
Justice and Development Party (AKP): - Recep Tayyip Erdoan is leader. - Party has been founded since 14 August 2001. - AKP is a conservative party and political position is

centre-right

- Their ideology: economic liberalism and liberal

conservatism
- In the last election they received votes from 49.9%. -They have got 327 members in parliament.

Nationalist Movement Party (MHP): - Alparslan Trke is founder and he is legendary leader for

MHPs voters.

- Party is founded in 1969. - Leader is Devlet Baheli. - Political position is far-right. - Their ideology: unity of Turkish Nationalism and Pan-

Turkism.

- In the last election, they received votes from 12,9%. - They achieved to enter the parliament. - They have got 53 members in parliament

Left Party:
Republican Peoples Party (CHP): - Party is founded in 9 September 1923 by

Mustafa Kemal ATATRK.


- Known as the founder of Republic of Turkey. -Leader is Kemal Kldarolu. - Their ideology: Kemalism and social democracy. - Political position is centre-left. - Until Turkey has passed the multi-party system CHP was

only party in Turkey.

Independents:
- In the last election some parties in elections for the 10% - 203 persons have been nominated for an independent

Important points:
In Turkey, the most important issue discussed onthe party

system because thershold is very high so a few parties can enter the parliament. Consequently opposition parties have not. In this case this situation contrast with multi-party system. We see one party which control the government. has got competence than president. In this situation Turkey is nearly for semi-president system. The best example of this situation: president is chosen by the Turkish people.
