Safety Management System Implementation and Control

What is safety???
Safety is the state in which the risk of harm to persons or property damage is reduced to, and maintained at or below, an acceptable level through a continuing process of hazard identification and risk management.

The Risk Management is an integral part of every area of work and therefore an integral part of the organisation.

The safety policy should be communicated to all employees through circulars and periodic trainings

General Handling Precautions for Cargo


Understand the labels , signs or Written instructions attached to the goods. Understand the symbols such as Use no hooks or stow away from heat. Use sound pallets. Receive & stack only non-damaged or non-leaking packages. Do not handle damaged or leaking package with bare hands. Inform any damage or leakage to the Dangerous Unit and the Fire Department. No smoking or eating while handling dangerous goods.

DOS WHILE HANDLING CARGO


Handle containers carefully while loading, transporting or unloading. If a leaky container is discovered, report the leak immediately to your superior and the importer/exporter. Block or rope off the contaminated area & post a DANGER sign. Contact local doctor if any individual is affected. Ensure that affected area is properly guarded by a responsible person until necessary instructions are received. Before opening the container, put on protective clothing, enter only after airing out the space thoroughly.

DOS WHILE HANDLING CARGO


Use effective respirator & eye shield while handling the cargo inside the container. Cover skin completely while handling chemicals. Clean rubber hand gloves immediately after completion of handling. Handle drums carefully without causing leakage. Store drums in a cool, well ventilated area. If liquid spills, absorb spillage with dry clay or saw dust. Bury or burn these spillages. Use only a wooden stick with no exposed metal part for tampering if necessary. Ensure proper use of dunnage and provision of appropriate types of fire extinguishers.

DONTS WHILE HANDLING CARGO


Dont store or handle except in strict accordance with organisational, local, State or Central regulations. Dont store anywhere except in a clean, dry, well ventilated, properly located, substantially constructed and securely locked place. Dont smoke or light matches, open lights or any other fire or flame in or near the DG storage area. Dont open any container & dont allow accumulation of packing materials like cartons, boxes etc. which should be destroyed by burning after making sure that they are empty. Dont insert a wire, nail or any other implement into the open end of a container. Dont allow any loose connection of electric wire which may lead to short circuit in the proximity of storage area.

Minor Incidents

Major incidents
Involve major highly flammable gases/liquids or highly toxic substances Pose serious threat to public safety, damage to properties & disruption of port operations External assistance needed.

MAJOR INCIDENTS
In the port area, a major DG incident could be triggered off by:
Dropping / toppling during loading/ discharging / stacking operations Collision during transportation Hit by another vehicles during storage Prolonged undetected leaking

SAFETY MEASURES
Advance declaration of DGs before handling Storage of more hazardous DGs at designated DG yards/ purpose built DG warehouse Safety guidelines / SOP into Cargo operations manual Regular safety inspections On-line computerised DG information system DG training
