Watershed Project Of
Gram Vikas

Objectives

 To develop a suitable MIS as to satisfy the reporting


requirements of both Gram Vikas as well as the
Orissa Watershed Development Mission
 To develop the MIS such as to cover both the
financial and programmatic aspects of the project.
Scope of the Study

 39 villages in the 16 watersheds in Bongomunda


block of Bolangir district in which the programme is
operational at present
 Scope excluded the implementation and post
implementation maintenance aspects of the MIS
developed.

DPAP – 8 watersheds
ACA - 2 watersheds
WORLP – 6 watersheds
• DFID for capacity building
• Funding at Rs. 6000/ hectare for DPAP and ACA , at Rs.
9500/ hectare for WORLP
• 80% funds for the interventions and 20 % for
administration and capacity building
• Utilization certificate to be submitted periodically

MIS mission statement

 VISION OF GRAM VIKAS :The vision of Gram Vikas is an


equitable and sustainable society where people live in
peace with dignity.
 THE MISSION OF GRAM VIKAS: is to promote a process
which is sustainable, socially inclusive and gender
equitable, to enable critical masses of poor and
marginalized rural people or communities to achieve a
dignified quality of life.
 MIS MISSION: The MIS mission for the project is to
facilitate the documentation and monitoring of the
ongoing project such as to capture the socio-economic
progress of the poor and marginalized in the project area
as well as the physical and financial progress of the
activities.
Problem identification

Problems in the current system:

 Major emphasis on the physical and financial aspects


only. Lack of generation of information, which will help, in
studying the socio-economic aspects of the programme.
 Lack of generation of qualitative data.
 Redundancy and unnecessary generation of huge
volume of data without any consequent analysis of the
data generated.
 Lack of timeliness in data generation.
Requirement analysis

 Development of a separate monthly progress report format


for Gram Vikas, which will help in capturing the socio-
economic aspects of the programme as well.
 Development of a quarterly progress report format which will
facilitate project review as well as performance appraisal.
 Generation of both qualitative and quantitative information.
 Facilitating maintenance of records by the villagers
themselves by making the reporting requirements simple and
easy to understand.
 Avoiding duplication of tasks at the field and project offices
levels by specifying what needs to be done at which level.
Logical design

the logical design phase comprised of

 Preparation of process matrix


 Preparation of data matrix
 Preparation of information matrix and thus
 Identification of the reporting requirements of all the
stake holders and
 Specification of various reports to be generated
Physical design
the physical design phase comprised of
 Development of the following reporting formats
considering the simplicity of data entry and
consolidation
• Monthly Progress Report (MPR) intended for data
entry at the village level
• Monthly Progress Report consolidated at the
watershed level
• Quarterly Progress Report (QPR)
Features of the reports

 The MPR formats comprise of three major aspects disaggregated


activity wise.

 Physical progress
in terms of no. of saplings planted, no. of SC measures
created, no. of water bodies created , land area covered
etc.
 Financial progress
in terms of costs incurred activity wise and contribution to
WDF in terms of proportion of total expenses etc. also the
funds received by both PIA and watershed committee,
funds utilized by them and utilization certificate submitted.
 Benefits accruing
in terms of households benefited, man days of
employment generated, irrigation potential created etc.

In addition the reports also cover


 Monthly transactions of the self help groups in the village
 Trainings and meetings details
 Status of WDF and user groups in the village
 Education and health status in the village
The QPR looks at the activities in terms of
 Targets set for the period, achievements and reasons for
difference if any.
 Also an overall review of the physical and financial
progress watershed wise.
conclusion

the reporting system developed will

 Satisfy the requirements of all the major stakeholders.


 Help determine whether the programme achievements
are consistent with Gram Vikas’ objectives or not.
 Facilitate mid-way corrections and improvements in the
programme.
