Basic Rules
Every Substation being energised must be locked prior to energisation. Security must be present at all times (sign in/sign out). LOTO permit is required to enter the room. Substations will undergo complete cleaning and visual inspection prior to energisation. Only personnel carrying a special energisation badge can enter the substations while Energisation is taking place. Signage identifying that the substation is under the Energisation process must be clearly visible at all times. LOTO representative must be present during energisation.

Energisation process
The personnel from CP-13 and CP-18 who are in charge of the Energisation Process will be identified. The Lead Engineer will decide if there are too many attendees present and request those not required for the process to leave. The Lead Engineer will identify means of egress, ensure that they are clear, and indicate the paths of egress to all attendees. A brief summary of work to be performed will be given by the Lead Engineer. The person carrying out the Energisation process will confirm that he has inspected the pre-energisation check list and concurs with the results.
Substations are locked and security present at all times. Pre-energisation check list complete and accepted by all parties.
The lead Engineer will ensure that all safety equipment is present before work commences.
All participants are made aware of multiple exit points prior to energisation.

NDIA (At their discression). Fire fighter (Mandatory). OBI (Mandatory). SOJV (Mandatory). Anel (Mandatory). Schneider (Mandatory). LOTO tagging authority/responsible person (Mandatory).
Safety prerequisite
All participants must wear appropriate PPE. Energisation Team must be aware of the boundary limitations by the Lead Energisation Engineer. This must not be less than three meters from test area. Viewing participants must not encroach beyond the boundary line. Energisation engineer must wear additional PPE;
Hard hat with face protection. Hearing protection (ear defenders). Approved insulated rubber gloves. Fire retardant jacket.
Energisation procedure
Pre-energisation:
Substations are to be locked. Security personnel present at all times and limit access to personnel with LOTO permits and energisation badge. Substations undergo complete cleaning and visual inspections. Complete and submit Lock Out Tag Out Permit Form indicating energy sources and required isolation points.
Energisation:
The Energisation Team will be the only personnel allowed enter the substation. All personnel present must possess an energisation badge. LOTO tagging authority or responsible person must be present and verifies all locks and tags are in place. A copy of the test procedure must be present at all times. Ensure there are Energisation Warning Signs in place. CP-13 must verify energisation from the cup. Ensure all participants are wearing the required PPE for the necessary role they are taking in the process.
After energisation from the cup, CP-13 and CP-18 decide together which transformer to energise. Related medium voltage switchgear is turned on. CP-18 checks phase voltages and phase rotation on the LVSS panel. If all checks are ok, the main circuit breaker is turned on after the tagging authority has removed the required locks and tag.
During this operation all the out going feeders must be switched off and racked out. This procedure is repeated for each transformer.
Post energisation: The room is locked and is monitored by security at all times. All personnel must have a permit signed by the LOTO team before re-entry. Any personnel without a permit issued by LOTO will be refused entry, but an Energisation Badge qualifies.
Conclusion
Following Energisation, SOJV informs security that the system is live. SOJV hand back substation control to the security team.
All substation doors must be locked at all times and security staff present at all times. Security must check that people entering have the required and up to date permit approved by LOTO office
The energisation process is a very dangerous procedure and extreme caution is required.
