ZTE is proposing a dedicated 3G SMSC. 3G MSCS connects with 2G SMSC and HLR through 2G MSC, 2G MSC working as STP. 3G trial user is allowed to send SMS to another 3G trial user or DST 2G user. 3G trial user is not allowed to send SMS to any other PLMN network, both international and domestic. ZTE 3G SMSC will not forward the SMS to SMS GW and will send failure notice to 3G trial user. All MO SMS of 3G users must be through 3G SMSC, even when 3G user is roaming in DST 2G network.

Implementation: Step by Step


SMS Inter-Operability By ZTE:
1) To provide engineering plan for implementing ZTE 3G SMSC. 2) To install ZTE 3G SMSC equipment. 3) To provide ZTE SMSC HLR/MSC configuration parameter (if change). 3) To provide DST SMSC/HLR/MSC configuration parameter (if change).

4) To implement the connection, configure parameters such as MSC GT, HLR GT, MCC, MNC, MSISDN NUM (if change). To finish testing and debugging.
a) test SMS between 3G user and 2G user. b) test SMS between 3G user and 3G roaming user.

d) test SMS between 3G roaming users.

MMS Inter-Operability By ZTE: By DST

1) To finish physical connection between 2G PS firewall with 3G PS firewall. 2) To provide IP address of 2G PS firewall (IP C) and ZTE firewall (IP B), and implement the connection. 3) To provide ZTE HLR/MSC/Firewall configuration parameter. 3) To provide DST SMSC/MMSC/HLR/MSC/Firewall/WAP GW configuration parameter.

4) To implement the connection, configure parameters such as 2G SMSC GT, MMSC IP, UE IP, SGSN IP, GGSN IP, Firewall IP, MSC GT, HLR GT. Then finish testing and debugging. All WAP push messages are sent by 2G SMSC. a) test MMS between 3G user and 2G user. b) test MMS between 3G user and 3G roaming user. c) test MMS between 2G user and 3G roaming user. d) test MMS between 3G roaming users.

Phase I: To implement 3G->2G by PLMN selection


3G subscribers roam to 2G network by PLMN selection. The process takes about 1~3 minutes.

Phase II: To implement 3G->2G by cell re-selection


3G subscribers can roam to 2G network by 3G->2G cell reselection. The process takes about 15~30 seconds.

1 To confirm the staff that participate in the connection testing and debugging. To confirm the schedule. 2 To confirm physical connection between ZTE and Alcatel using the existing E1 between 3G MGW and 2G SSP 3 To provide connection parameter with each other. 4) To implement the connection, finish testing and debugging. a) for 3G user roaming to 2G network: finish GT translation in 3G HLR. b) for 3G roaming user receiving a call: finish call number analysis and GT translation. 4To implement the connection, finish testing and debugging.. a) 3G IMSI analysis and GT translation in 2G MSCVLR: to implement 3G user roaming to 2G network. b) when 3G roaming user receive a call, 2G MSC should make configuration to connect the call. c) when 3G roaming user originate a call, 2G MSC should route the call accordingly and control the call barring to other network.

1) To confirm the edge of 3G coverage area. And to confirm the 2G cells number which are at the edge of 3G coverage area.
2) To provide 2G cell information which are at the edge of 3G coverage area. 3) To test 3G->2G cell re-selection (one cell). 4) To test and finish 3G->2G cell re-selection (the whole network).
