RWM ends up with Disposal Solutions.

A Repository is a safe and effective combination of a site, an inventory and a design.


RWM is a societal achievement, not only technical. (planning, Long term consequences, financing, siting).

Safety.
Independence of the regulatory body. Safety objectives clearly identified and compatible with disposal options.(IAEA recommendations, National policies).

Effective.
Cost effectiveness. Look for an acceptable solution, not for the best technical solution. Optimization with other programs (Dismantling for example). Financing to be secure and reliable.

Inventory and National Plan.


Requirement to know the inventory, present and future (quantities, activity, long lived nuclides). Caution on Sorting, preconditioning and conditioning (impact on safety of repository). Not too early. National Roadmap. Consistency with other nuclear programs (eg dismantling).

Design of a disposal.
Very critical for operational and short term monitoring periods. Includes the conditioning of waste (Relations with storage area), flexibility required. Compatibility between storage and disposal design. Depending on site Characteristics, Designmight be very critical (Engineered barriers).

Long term safety relies on Characteristics of the site. Importance of favorable technical characteristics Local acceptance to be key to the solution. Means Required for siting.

Action / Involvement of Politicians and Communities. Administrative Tools and Means for supporting development of local territories. Siting is not a regular regulatory process. Generate local activities and development (Employment and business). Generate the Acceptance

Acceptance Process
Implementation of National Independent Assessment organisations( technical and societal expertise) Call for international review by knowledgeable organisations (NEA, IAEA, etc). Acceptance of external review during the process. Implementation of local Independent Information Committees (financing included). Public Debate to be proposed. Show industrial references to the public as much as possible. Commitment from Waste producers required

Commitment from the Waste Producers


Extensive involvement needed from waste producers (waste, waste conditioning, cask design, transportation routes, etc). Beyond their financial commitment, they need to develop their own activities in local territories, to gain acceptance of the project.

Producers need to be well identified in the local territory. ( Which activity has generated the waste?, which benefit was gained for the society?).
Producers to recognise that nuclear industry is at stake if failure in Waste disposal implementation.

Conclusion

Interdependence of Site/Design/ Inventory components for a successful Disposal solution. Interface with Storage/sorting and preconditioning activities to be looked at. Compatibility of RWM Strategy with Nuclear Energy ,D&D ,and ER programs. General Planning consistency. RWM strategy requires support from the Institutions and from the Large Waste producers. The strategy might change with time, but it is important to have one! It takes a lot of time to implement a RWM strategy.
