Transparency
For bringing greater transparency, accountability and more close interaction with Citizens, the Information Technology, has been leveraged and important projects taken up:
NHAI on Facebook Citizen Services e-Procurement and e-Tendering Electronic Toll Collection (ETC) Enterprise Resource Planning (ERP) Concession Agreements on NHAI website GIS based Satellite Imagery for Planning & Monitoring of National Highways

NHAI on Facebook
Since January 2011 NHAI is on Facebook. More than 30,000 users visited it and 971 registered them for participating, in discussion forums, registered complaints/ suggestions. NHAI officers are responding to Public directly on Facebook.

Citizen Services
Work started to computerised Citizen services like; legal cases, tracking of application about sanction of petrol pumps, median cuts and bills submitted by Contractors/ Vendors/ Suppliers being as part of e-Governance project.

e-Procurement and e-Tendering


NHAI has completed spade work and going to take up 3 Pilot Projects 2 on Design Build Finance and Operate on PPP mode and 1 of Road Maintenance on Engineering Procurement and Construction (EPC) mode On the basis of lesson learnt on above, all NHAI tenders after August 2011 are envisaged only through e-Tendering.

Enterprise Resource Planning (ERP)


For business re-engineering, higher transparency/ consistency and accountability NHAI and Ministry are to implement ERP covering 13 different modules. All preliminary works completed and tenders will be invited soon.

Concession Agreements on NHAI website


More than 100 Concession Agreements signed by NHAI for BOT projects are available fully on website for public viewing.

Electronic Toll Collection (ETC)


Nationwide interoperable Electronic Toll Collection (ETC) is proposed by interconnection of all toll plazas with Central Clearing House on RFID Technology which was recommended by the Committee under Chairmanship of Shri Nandan Nilekani. To carry forward the process an Apex Committee has been constituted by MoRTH on 08.03.2011 under DDG, NIC. Committee is expected to submit Report in 4 months. Committees TOR is to develop strategy, process design, operational methodology, finalization of Standards of various components of ETC System, evolve an institutional framework for implementation and operation of ETC.

GIS based satellite imagery for planning and Monitoring of National Highways
NHAI is to implement a Pilot project of 1500 km covering the States of left wing extremism (LWE) affected areas such as Chattishgarh, Jharkhand, Orissa and West Bengal, North East, Jammu & Kashmir and other parts of the Country. Pilot project to be part of updating existing GIS and web based Road Information System (RIS) of 7,000 km which is available for public viewing on NHAI website.
GIS based Satellite imagery project will have many benefits like :
For better management of ongoing work by verification and authentication of ground progress, For new project routes alignment and fixation as per feasibility report/ DPR submitted by consultant, Correct provisioning and location of costly stretches [RUB/ ROB/ Flyover], Land acquisition, sifting of utilities, identification of forest area, encroachment and ROW violations etc.

Accelerating the Phase of Award of Contracts


E-GOM headed by Finance Minister has decided a target of 7,300

km for award of Contracts/Concessions in the year 2011-12.


For ensuring that there is no slippage from annual target first time

month wise targets for award have been finalised.


It is planned to award 7,994 km, 64 contracts in the year and a total project cost of Rs. on BOT in the year 2011-12.

Above Programme is highest ever work award in a single year.

Accelerating the Phase of Award of Contracts


Annual Pre qualification of Bidders
NHAI has decided to stream line and ease the process of pre-qualification by qualifying the bidders annually for various categories of Estimated Project Cost.

The Annual Pre-Qualification is aimed at evaluating the Technical and Financial Capacity of Applicants and deciding their eligibility of qualification for a specific Estimated Project Cost.
The Applicants pre-qualified at the RFAQ stage need not submit detailed Application for project specific Qualification Stage. This is expected to speed up the award process.

Other Major Initiative


For the first time NHAI has been allowed to raise Tax free bonds of Rs.10,000 crore (CBDT notification awaited). This is in addition to market borrowing through 54EC (Rs.1900 crore in 2011 - 12). Emphasis was given to enhance emphasis road safety to important meetings were organized National Road Safety Council Meeting (25th March 2011) and Road Safety through Design of Roads (31st March 2011). 5 Sub Groups have been formed. Planning on Expressway intensified Delhi Jaipur, Delhi Chandigarh.
