Project Context
Faculty Promotion to ranks or sub ranks in the university is being based the result of the National Budget Circular (NBC) 461. It has two component the Common Criteria for Evaluation (CCE) and the Qualitative Contribution Evaluation (QCE) The QCE is a faculty evaluation process for validating the promotion of faculty to particular rank and subrank indicated by the Common Criteria for Evaluation (CCE). At the end of every semester the QCE of all faculty members should be processed The present manual processing of QCE is tedious and takes a long time to be completed
Project Context
The present manual processing of QCE is tedious and takes a long time to be completed The Online system developed by the proponents will automate and ease the QCE processing and will give accurate results of computation .
Specific Objectives
1. To study, familiarize and analyze the present method and procedures used by the university in conducting the faculty QCE evaluation, 2. To determine the method of calculating the evaluation rating of faculty to be translated to automated processing. 3. To make use of the open source programming language and web development tools in the development of the project. 4. To conduct test and evaluation of the proposed system with respect to : 4. 1 Performance 4.2 Accuracy of QCE results
Technical Background
The development follows the standard Web Application Development Process The project was developed using Open Source Technology
Phyton Programming Language Django Web framework PostGreSQL for database Gunicorn for for the Web Server
Phyton
Python is a high-level general-purpose programming language that can be applied to many different classes of problems. Its high-level built in data structures, combined with dynamic typing and dynamic binding; make it very attractive for Rapid Application Development, as well as for use as a scripting or glue language to connect existing components together. The language comes with a large standard library that covers areas such as string processing (regular expressions, Unicode, calculating differences between files), Internet protocols (HTTP, FTP, SMTP, XML-RPC, POP, IMAP, CGI programming), software engineering (unit testing, logging, profiling, parsing Python code), and operating system interfaces (system calls, file systems, TCP/IP sockets).
Django
Django is an open source web application framework, written in Python, which follows the model-viewcontroller architectural pattern Django can easily be used in in creating complex, database-driven websites (like the present project). it has is the automatic admin interface which is time saving for web based application development. It reads metadata in the model to provide a powerful and production-ready interface that content producers can immediately use to start adding content to the site.
PostGreSQL
PostgreSQL, commonly called Postgres, is an ObjectRelational Database Management System (ORDBMS) available for many platforms including Linux, FreeBSD, Solaris, MS Windows and Mac OS X. Postgres supports a large part of the SQL standard and offers many modern features; (a) complex queries (b) foreign keys (c) triggers (d) views (e) transactional integrity and (f) multiversion concurrency control It can be extended by the user in many ways, for example by adding new data types, functions, operators, aggregate functions, index methods, procedural languages.
Gunicorn
Gunicorn (Green Unicorn) is a Python Web Server Gateway Interface (WSGI) HTTP Server for UNIX. The Gunicorn server is broadly compatible with various web frameworks, simply implemented, light on server resources, and fairly speedy. Gunicorn server has no dependencies and is easy to install and use.

Findings
1. The present manual processing of the QCE s of faculty members is very tedious and long process. The colleges or department has to make a room to room visit of each class to conduct the student QCE evaluation of their instructors. The entire process of the evaluation usually takes about one to two months to complete.

Findings
2. The QCE of the faculty members is calculated by taking the averages of the rating given by the students, peer faculty, dean and self-evaluation. Thirty percent (30%) of the average rating from students plus thirty percent (30%) from peer faculty plus twenty percent (20%) plus twenty percent (20%) from self-evaluation will determine the final QCE rating of each faculty member.
Findings
3. Open source programming language and web framework Phyton and Django proves to be faster and efficient tools in the development of a web application like online faculty evaluation system. The versatility PostGreSQL as database system fits well the requirements of the project. Gunicorn though not commonly used, adapted well to the modules of Phyton-Django.

4. The result of the test and evaluation for the system were as follows : 4. 1 For the performance test, the system was tested using two free-to-use two website evaluation tools; the SortSite software and the WebSite Pulse. Results from the SortSite indicated that the site performance is better than average or above average on accessibility, compliance, search, standards and usability

Findings
Though the results failed in browser compatibility on browsers for iPhone and Blackberry mobile devices, this has no effect to the system as the effect is only on graphic display and has no effect on computation of result.
Findings
The results of the performance test for the WebSite Pulse likewise gives positive results for respond time and connection time for the website, website page links, HTTP header test and the broken link test. The test results indicated that the site although initially hosted only on a virtual server of the university can handle the process of evaluation without problem.

4.2 As for the accuracy of the computation for the QCE s of the faculty, the results show that there were no discrepancies in the comparison of manual computation and the print-out result of the system in all items of the QCE instrument.

Conclusions
1. The present manual processing of faculty QCE is a long and tedious process that caused delays in the release of the faculty QCE results. 2. The process of calculating the faculty QCE is not complicated and computerizing and making it online is possible and attainable. 3. Open source programming and web development tools are a fast, efficient and an effective tools in developing web based application system. 4. The online system developed produces a fast, reliable and accurate results of the faculty QCE s.
Recommendations
1. Another pilot testing on a bigger scale be administered to substantiate and verify the results of the dry run made by the proponents. After which the implementation of the system in next QCE evaluation is strongly recommended. 2. The used of open source programming and web development tools should be encouraged to all students and faculty as well in their IT projects so as to eliminate the problems on used of pirated software.
Recommendations
3. Furtherance of the functionalities of the developed online evaluation system by including the research, extension and production instruments of the QCE. Likewise, the other faculty evaluation - the Performance Evaluation System (PES), can also be incorporated in the system.
