INTRODUCTION
Every state in the country has a much-expanded role ensuring its citizens public utilities like road, power and water supply. The state also provides merit goods such as education and health services that have positive externalities.

Under the Constitution of India, it is the federal states that are called upon to shoulder most of these responsibilities. The Government of India has been supplementing the efforts of the State Governments in these welfare functions

Most of these services have been traditionally provided through inhouse facilities of governments, financed and managed directly by them. Public-private- partnership (PPP), on the other hand, is an approach under which services are delivered by the private sector (non-profit/forprofit organizations) while the responsibility for providing the service rests with the government. This arrangement requires the government to either enter into a contract with the private partner or pay for the services (reimburse) rendered by the private sector

Definition
Publicprivate partnership (PPP) describes a government service or private business venture which is funded and operated through a partnership of government and one or more private sector companies. These schemes are sometimes referred to as PPP, P3 or P3.

In other words
In broad terms, PPP refers to an arrangement between the public and private sectors with clear agreement on shared objectives for the delivery of public infrastructure and/or public services. It is an approach that public authorities adopt to increase private sector involvement in the delivery of public services.

Importance of PPP
Public Private Partnerships (PPPs) have to play a much bigger role in meeting Indias infrastructure needs than they have to date, and that supporting the growth of PPPs in India.

The state governments do not have sufficient kitties to upgrade tourism, they should opt for the PPP mode and enlist the services of private consultants to oversee the projects. The minister said he had also discussed the possibility of a single window clearance for 80-90 hotels in the states, modeled on the policy pursued by the central government. He said the tourism goal of the country was to attract at least one percent of the global tourists for which hotels across the states would need at least 400,000-500,000 more rooms. Tourism ministers from eight states attended the conference in Rishikesh, he said.

This scheme is the part of the World Bank aided health system development project in TN. Seva Nilayam has been selected as the potential nongovt partner in the scheme. Scheme is self-supporting.

Latest news on PPP

A Finance Ministry panel recently approved seven projects, including widening of roads in five states, estimated to cost Rs 7,553.83 crores under public-private-partnership mode. The Public Private Partnership Appraisal Committee (PPPAC), headed by Secretary of Department of Economic Affairs R Gopalan, granted the approvals, an official statement said. The five projects are associated with the Ministry of Road Transport and Highways and remaining with Ministry of Home Affairs.
