CHAPTER I
1. BACKGROUND OF THE STUDY  Teaching English in primary schools is a meant to develop the communicative skills of students that emphasize language skills which covers several important aspects of listening, writing, reading and speaking.  To help students improving their speaking capability the teacher of Regents School Bali conducts conversation subject, to facilitate the students to express their idea in speaking activities. However, the students seem to be confused to express their idea using English, mainly because of the lack of vocabulary. However, as the researcher has seen directly, the teacher of Regents School Bali uses insufficient strategy in teaching the conversation subject  For these reasons, the researcher is interested in analyzing the improvement of simulation in teaching speaking for the students of the first grade in Regents School Bali. The researcher also wants to know the advantages and problems encountered by learners and teachers in using it.

CHAPTER I
2. STATEMENT OF RESEARCH  to what extent the speaking skill of the first grade of Regents School Bali in academic year 2011/2012 be improved through the simulation technique?
3. THE OBJECTIVE OF THE STUDY Based on the statement of research question above, this action study intends to find out whether speaking skill of the first grade of Regents School Bali in academic year 2011/2012 is effective through simulation technique.
4.HYPOTHESIS  the hypothesis will be stated as following: the speaking skill of the first grade students of Regents School Bali in academic year 2011/2012 can be improved through simulation technique.

CHAPTER III
3.1 Subjects of the Study The subjects of this study were the first grade students of Regents School Bali in the academic year 2011/2012. There were 15 students in the classroom consisted of 12 males and 3 females.

3.2 Research Design This study was designed by using Classroom Action Research (CAR) that was a research design in which the interaction between the teacher and the students took place in the classroom.

3.3 Research Instrument The research instrument in this study was in form of presenting based on the situation given. The instruments used to collect the data were tests (pre-test and post-test) and questionnaire.
3.4 Data Collection The data collections in this study were in the form of quantitative data and qualitative data.
3.5 Data Analysis The quantitative data were analyzed by using descriptive analysis. In analyzing data descriptively, the mean score showed the level of speaking improvement achieved by the students after following the teaching and learning process through the applicationn of simulation technique. The results of questionnaire as the qualitative data were analyzed descriptively.

4.2 Discussion of the Findings The result of data analysis which was established as the findings of the present classroom action study showed the effectiveness of the simulation technique in improving the students speaking skill. The mean of the IR or pretest scores (Xo) obtained by the subject under study in speaking pointed out the mean figure of 24.8. This mean figure clearly showed that the pre-existing speaking mastery of the subject under study was still low. The result of the data analysis of the reflection or post-test scores in cycle I (S1 and S2) showed the increasing mean figures of 45.1 and 58.2. The result of the data analysis of the reflection or post-test scores obtained by the subject under study in cycle II (S3 and S4) pointed out the increasing mean figures of 67.1 and 74.9. There was a significant difference of the grand mean figure between cycle I and cycle II. The difference of the grand mean figure of cycle I and cycle II was 19.4 point. The proportional percentage figures of the total response of the questionnaire for item A and B were 75.0% and 25.0%. It was shown from the significant development of the students score started from the Initial Reflection until the end of cycle II. It could be said that simulation technique was an effective media for teaching English especially for the grade one students of Regents School Bali.

5.1 Conclusion

 The students improvement in speaking could be seen clearly by comparing the students mean score in the IR or pre-test, post-tests in cycle I and posttests in cycle II. The mean score of the IR was 24.8 and it was categorized as very low level of qulification.  After the treatment was given, the grand mean of the reflection or post-test score in cycle I was 51.6. . At cycle II, the grand mean of the post tests improved to 71.1. The mean score of cycle II was bigger than cycle I.  The major findings of the present classroom action study was supported by the result of the qualitative questionnaire. The percentage figures of the total response of the questionnaire for item A (yes) and B (no) were 75.0% and 25.0%. The obtained comparative percentages of the items of the question indicated the students positive changing attitudes and motivation in learning speaking skill through simulation technique.  In conclusion, simulation technique is an effective way of teaching speaking to the first grade students of Regents School Bali in academic year 2011/2012.

CHAPTER V
5.2 SUGGESTION  For the teacher: the English teacher of the first grade students of Regents School Bali is suggested to be more active, creative and innovative in teaching English, especially in teaching speaking.  For the students: the first grade students of Regents School Bali are suggested to do more assignment to improve their speaking. They are suggested to be more seriously in learning speaking because by mastering speaking well, they will be easier in comunnicating and learning English.

 The institution are suggested to provide more learning facilities to support the students such as more educational software, books, flash cards and the other learning media which encourage students to study.  For other researchers: the other researchers who are interested in investigating teaching and learning activity especially in speaking are suggested to use media like simulation technique for teaching such level of student like first grade students.
