The City OP is committed to environmentally-sensitive development of land and infrastructure. This philosophy, reflected in a number of OP policies, was used as a guiding principle in the development of the environmental impact mitigation strategy.

The new Official Plan enumerates policies that reinforce the City of Ottawas commitment to environmentally-sensitive infrastructure planning and design:
Natural Areas policy is aimed at protecting environmental areas within urban and rural areas. This policy ensures the environmentally-sensitive development of land through development review process requirements. The City of Ottawas Land Form Features policy ensures that the educational, scientific and the landscape value of the Geomorphic, Geological and Landform Features will not be impaired. The City will encourage the protection of significant landform features, such as rock outcrops, escarpments, knolls, valley or other identified features

2.2.2 Land Use Designation


The former Region of Ottawa-Carleton and City of Kanata recognized that a large segment of the lands between the former Urban Boundary (First Line Road road allowance) and Terry Fox Drive (the interstitial lands) have significant environmental value. The existing land use designations (prior to resolution of OPA 16) were a combination of Natural Environment Area (NEA) B (described as Marginal Resource Restricted (Special Policy Area 1) in the former Regional and Kanata OPs) and Agricultural Resource Area (ARA).

This unusual rocky terrain covered by beautiful mature forest with wetlands will be replaced by this proposed development completely contradictory to official city policy regarding preserving and protection of significant landform features, such as rock outcrops, escarpments, knolls, valley or other identified features
