Assessment

Creation of the PCTFE established by virtue of Executive Order 652

Performance of basic education based on key indicators declined over the period 2004-2005

Declining trends from 2002 to 2005 suggest an increased gap between performance and targets and low probability of achieving targets for 2010

Assessment
Increased access to TVET through scholarships and student financial assistance programs
- PESFA beneficiaries for 2005 (13,944), 2006 (13,860) and 2007 (15,262) exceeded annual target of 13,800

- TESDP beneficiaries for 2005-2006 (11,557) surpassed target by 13%


- PGMA-TWSP: 50% graduated out of total enrollees (130,760) from which 48.8% were employed.

- Only a few (only 2%) benefited from the Iskolar ng Mahihirap na Pamilya
- Ladderized Education Program: enrollment increased from 1,863 (2005) to about 9,560 (2006). Partnerships likewise increased from 21 to 181 partner institutions. No.

of apprentices trained under KasH significantly improved from 2004 (21,773) to 2005 (101,514) but went down in 2006 with only 62,399

DTS posted decreasing no. of apprentices trained from 2005 (2,866) to 2006 (472) Modest increase in higher education enrollment from 2003 (2.42 million) to 2005 (2.45 million) Graduation rate also slightly improved from 15.8% to 17.1% Annual target of 42,600 PESFA beneficiaries not met in 2005 and 2006 DOST-SEI administered S&T scholarships increased from 9,341 beneficiaries in 2005 to 10,353 in 2006

Strategic Framework

Fiscal reform: expansion of service contracting schemes to cover elementary ECE, EE, ALS and SE Mainstreaming and scaling-up in both internal planning and budgeting process on the utilization of the validated and tested ADMs

Strengthening of the pre-school program; special programs in ESM; tech-voc; sports; SPEd and ALS needs to be accelerated
SBM needs to be pursued as a quality assurance measure
