CCTV Roles and Responsibilities

Purpose of this document

The Highways Agency has seen great changes to its Closed Circuit Television (CCTV) network over the last few years. These changes are due to a concentration of control centres from 32 to seven, the implementation of a number of technology projects in order to create a single national CCTV network, and a large increase in the number of cameras being installed.
This document provides an easy reference guide to identify the key roles involved in managing the use of CCTV across the HA, as well as the process to be followed, and the people to be contacted, when requesting new CCTV cameras for the network. These roles and responsibilities are based on the outputs of a cross directorate workshop held in March 2007, and the detailed descriptions of those roles agreed with the individual post holders after that. This document also provides a list of key contact points for specific issues relating to CCTV.

The flow of actions indicating the passing of ownership from one stage of the process to the next, and the co-working required when there is more than one responsible owner for any single stage of the process. Accountable The individual with ultimate accountability for this stage in the process. They have to ensure that the responsible owners on the flow of actions carry out their actions, and consult and inform the relevant other parties across the HA. If they are included in the flow of actions then they also hold responsibility for carrying out this stage, either on their own or in conjunction with others. They should be used as the first point of escalation for concerns or issues with this stage of the process. Responsible An individual responsible for carrying out this stage of the process, either on their own or in conjunction with the other people identified as responsible in the flow of actions and with appropriate liaison with those to be consulted or informed. They should be used as the first point of contact for questions, concerns or issues about this stage of the process. Consulted An individual who should be consulted for their input into this stage of the process by those responsible for carrying it out. Informed An individual who should be informed of the outputs of this stage of the process by those responsible for carrying it out.
