Background

Question
What is a good methodology for analyzing Marine Corps irregular warfare problems in-house? Caveat: Use a real world scenario with real-world data.

Live Tissue Training


Background
OEF has dramatically increased the demand for Live Tissue Training for FMF corpsmen. Current training is contracted ($2400 per student) using GWOT funding. Course believed to be essential to properly train corpsmen for combat casualty response. Sponsor: TECOM Lead Analyst: LT Robin Marling

Assess whether it would be more cost effective to create an organic Live Tissue Training Capability, a partial capability or to continue contracting LTT.

Background
Original sponsor was FMID for quick turn-around for adequacy of MEF/USMC Fire Support. 34th CMC emphasized study and added requirement of applicability to full spectrum of conflict. Focus on organic MEF with augmentation by NSFS. Lead Analyst: Maj Chris Michel, USMC

Question(s)
Are current and programmed fire support capabilities sufficient to meet USMC operational requirements? i.e. are there any Joint warfighting gaps that affect the USMC? What assets/methods can fill identified gaps?

Findings
MEF Major Combat Operations Scenario: Fire support gaps exist In Adverse Weather especially Findings of MEF Phase of Fires study are in against Mobile and Armor Targets agreement with Joint Fires ICD -- Gaps in: Adv Against Targets in Restrictive Areas Wx/Mobile Tgts, Restr Terrain, Volume Fires Against Area Targets

JLTV is armored tactical vehicle intended to replace HMMWVs Examined lifting at Gross Vehicle Weight (GVW @ 18,000 lbs), Essential Combat Capable Weight (ECCW @ 13,750 lbs), and Curb Weight (CW @ 12,500 lbs) JLTV cannot be lifted by MV-22 even at Curb Weight

Recommend lifting JLTV at ECCW CH-53K can only lift one JLTV at GVW, which substantially increases time to complete the assault Increasing quantity of CH-53Ks can offset impact of conducting STOM with an armored force

Force Mobility Analysis Support Tool (FMAST)


OBJECTIVE
To create an analytical capability with which to generate and evaluate Marine Corps tactical wheeled vehicle strategies and plans by creating a model that is: Agile easily updated using dynamic (frequently updated) data sources that are readily available (institutional databases) and accommodating large numbers of mobility profiles Authoritative based on a validated methodology and authoritative data sources Broadly applicable Addressing perennial strategic issues such as capability measures, force structure, equipment inventory, and cost.
