What is a resolution?
A document in which a committee describes the action to be taken as a solution to a particular issue. They Serve as topics of debate Pertains to a specific issue that the appropriate committee is addressing (i.e. use of child soldiers should be a resolution written for HR not CSD) Requires a Submitter and a Seconder

What Should I write about??


Topics should be: Current the topic should be a recent issue that is still ongoing International the issue should be one that has a global scope and affects many countries in the world. You should also choose an issue that is somehow related to your country, or that it strongly supports/opposes

What should I write about? Contd

Dangerous/Critical the topic should be a pressing issue; one that needs immediate resolution to prevent or relieve conflict, economic disaster, etc. NOTE: To write a resolution unique to your own nation, be sure to be familiar with your countrys standpoint on the issue! The background of the issues and past actions taken to resolve or worsen the situation should also be thoroughly researched.

How do I write a Resolution?


There are 2 main parts to a Resolution: 1) Preamble 2) Operative Clauses

1. Preamble
Important because it provides a frame through which the problem is viewed. Contains information that strengthens the submitters position, and can cite the Charter of the U.N., previous resolutions or precedents in international law.

The Preamble MUST: 0utline the brief history of the issue Establish that the problem falls under the mandate of that committee Demonstrate urgent need for resolution

Preambulatory clauses all begin with passive verbs, and all end with commas. Make sure all statements in your preamble are accurate - they cannot be amended once the resolution has been introduced in debate! The Passive verb should be underlined. The preambulatory clauses should be formatted in Hanging indentation- this can be done on Microsoft word by pressing Format>Paragraph>Hanging

2. Operative Clauses

Operative clauses should clearly outline the proposed solution to the issues outlined in the preamble. They can call for creation of new governing bodies to address the issues or call for monetary commitment, cease fire, etc. depending on the issue.

2. Operative Clauses Cont

Use your creativity and knowledge to analyze the problem in writing operative clauses! Each clause can only call for one specific action, and they must all abide by the submitter and seconders foreign policies. Operative Clauses are always numbered, and usually have the active verb (the first word) italicized. Operative clauses are written starting from a margin indented from the preamble.

Format
To ensure that references can quickly be made to particular parts of the resolution, all lines should be numbered On microsoft word, this is easily done by pressing File>Page Setup>Layout>Line numbers>Add line numbering

The resolution should ultimately follow this format, with line numbers down the side:

Amendments: What are they?

Upon debate, delegates are encouraged to suggest changes or clarifications that may incorporate additional interests or concerns in the resolution, so that the final resolution that is passed meets with the compromise and approval of all member nations. A modification of the clauses is called an amendment.

NOTE: Amendments can only be made on operative clauses! There are 3 types of Amendments:

1. Non-Substantive

Corrects grammatical or spelling errors Are immediately accepted upon submission, without debate, as long as they do not change the intent of the resolution

2. Friendly

Changes to the resolution accepted and supported by the submitter and seconder of the resolution, and do not change its fundamental nature (i.e. striking a clause is not friendly) Are accepted by the committee without debate

3. Un-Friendly

Changes to the resolution that are not accepted by the submitter and seconder Will be voted on by the assembly after debate
