WHAT IS THE PROBLEM YOU ARE RESPONDING TO and HOW DID YOU GO ABOUT IDENTIFYING IT?
I took time to go through the strategic plans and situational analysis for all the seven councils in my area of operation(Western Province), the problems that came out clearly from all the documents I read were indicating gender based violence and violence against children. That is how my office took up the challenge to tuckle the vice.

WHY IS THIS ISSUE IMPORTANT?


Gender Based violence is a very bad practice and is detrimental to development of the Nation because it limits the minority gender sex from performing to expectations and also to contribute to both rural, provincial and national development hence the need to fight and reduce or totally eradicate the vice. Productive man hours are lost in illness due to gender perpetuated violence.

HOW ARE YOU GOING ABOUT ADDRESSING THIS PROBLEM?


A provincial action plan has been developed for conducting Gender based violence review meetings and also reviewing of action taken on the gender based violence review cases. A strategy has been developed of constructing more police posts in rural areas and in areas where police facilities are not found.

The project has been structured to take place in 24 months and it started on January, 2011 up to January, 2013

Key Targets The key target is the rural women in all the seven Local authorities jurisdiction. Councillors in all the seven Districts Civil servants in the seven Districts Those Involved Councillors Area Development Committees Principal Officers in the seven Local Authorities Traditional leadership Civil society

WHAT PARTNERSHIPS HAVE BEEN FORMED THROUGH THE PROJECT?


Partnered with the Barotse Royal Establishment YWCA Society for women And AIDS in Zambia Zambia Police Service(VSU) Media bodies Women and men are all involved in this initiative and divergent ideas are taken into consideration

RESOURCEFULNESS: WHAT FINANCIAL, HUMAN AND OTHER RESOURCES WERE MOBILISED? HOW ARE THEY BEING USED?
My office provides fuel and other resources including meeting venues for review meetings. Sources of funding for provision of police posts in rural areas are being supported under the Constituency Development fund. There is also prudent use of mobilised resources because the same are subjected to audits.

CREATIVITY HOW ARE ARTS, CULTURE, MEDIA & SOCIAL MEDIA BEING USED TO MOBILISE & POPULARISE THE ISSUE?

My office is paying for cultural dance performances and arts mostly taking advantage of traditional ceremonies to disseminate gender based violence information and to encourage gender mainstreaming and gender equity in local development.

MONITORING AND EVALUATION HOW DO YOU TRACK PROGRESS OF THE PROJECT? HOW DO YOU TAKE CORRECTIVE ACTION WHERE NECESSARY?

Monitoring of performance of the best practice is done through review meetings on a quarterly and annual basis jointly with principal officers from seven councils of Western Province. Monitoring of pilot zones of response done quarterly.

WHAT RESULTS HAVE BEEN ACHIEVED?

Reduction in the number of cases of Gender Based violence incidences in the last 24 months from 25% to 15% Increase in police posts constructed in rural areas. More and more cases of GBV are being reported to the police as the community gets more informed.

IS THIS ACTION SUSTAINABLE? CAN IT BE REPLICATED BY OTHER INDIVIDUALS, GROUPS AND ORGANISATIONS IN YOUR AREA AND BEYOND?

Yes, this action is very sustainable and can easily be replicated by other individuals, groups and organisations in our area because so far my office is also trying to engage District Commissioners through the DDCC to start formulating strategies specific to GBV oriented actions.

WHAT LESSONS HAVE BEEN LEARNED?


Local communities are eager to disseminate the information on Gender Based violence, Gender mainstreaming and Gender Balancing in their rural communities but they lack synergies and adequate platforms to use for their interventions. Using local government structures can also be an effective channel to control the vice of GBV.
