Abstract:
Addis Ababa as a capital city of Ethiopia and a host for many national and international organizations (like the OAU, ECA and many Non-Governmental Organizations (NGO's) and the like) is not only experiencing an everincreasing growth of population, but also increasing number of modern vehicles added to the existing old vehicles in the city. So this city needs modern controlling and monitoring of its fleets This city and the people of Addis has to enjoy using technological systems Then here comes vehicle monitoring..

Vehicle monitoring is a high technology system that combines the installation of electronic device or GPS receiver in a vehicle on a fleet of a vehicle, with integrating the three new technologies; navigational technologies such as GPS, Data base technologies such as GIS and communication technology such as GPRS, GSM Vehicle monitoring can monitor and deploy of the vehicles through the accurate positioning, with communication technology and digital maps The paper introduce the composition, the operating principle, testing, the overall functions and system architecture of vehicle monitoring system, talks about the design of monitoring center.

The paper presents the combined application of Geographical information system (GIS), the Global positioning system (GPS), Global system for mobile communication (GSM) and the internet for tracking and monitoring of vehicle fleets. The system consists of GPS-based vehicle tracking devices, a communication tracking device mounted in the vehicles collect location information in real time via the GPS. This information is transferred continuously through GSM /GPRS to a central data base. The users are able to view the current location of each of the vehicles I the fleet via a web-based application, & they by manage the fleet. The vehicle positions and other related information are displayed on a digital map, which is made available by a map server

GPS
Developed by the U.S. Department of Defense for the military, the Global Positioning System (GPS) is a worldwide, satellite-based, radio navigation system that will give you the exact position of your vehicles, no matter where they are, what time it is, or what the weather is like. A total of 24 satellites orbit the Earth, monitored continuously by earth stations. The satellites transmit signals that can be detected by GPS receivers located in your vehicles and used to determine their location with great accuracy.

How does GPS work?


Each GPS satellite transmits radio signals that enable the GPS receivers in your vehicle to estimate the satellites location, as well as the distance between it and your vehicles. The receivers then use these measurements to calculate where your vehicles are located on Earth and convert the calculations into geodetic latitude and longitude. A receiver needs signals from three GPS satellites to pinpoint your vehicles position

System overview and Objectives


General Objective
The main objective of my proposal is to design, implement and test a vehicle monitoring system, design of monitoring center in detail and real time dispatch using GPS/GIS/GSM integration in Addis Ababa city. Vehicle monitoring is used to operative real time control the moving of transport and its location over the GSM network and remotely collection information about vehicle movement, driver activity and fuel consumption etc.

Specific Objectives
The monitoring system should enable : Users to see vehicle location at any point in the city of Addis Ababa and in the world via maps like (Google map, Google Earth, Digital Saudi map GIS format). Users to see vehicle location at anytime by using SMS OR GPRS service. Users to stop the vehicle engine at anytime. Alerts (low power alarm, speeding alarm, arriving alarm, etc. SMS Support on any GSM network System saves all devices messages, its capture time and enable users to view it any time etc.

Problem statement
The main objective of the proposed system is to provide a solution to the following problems that exist in the city: Lack of a proper system to keep track of a large fleet of vehicles in real time Loss of productivity due to lack of timely means of transport for employees for company work Loss of productivity due to inefficient utilization authorized & unauthorized use of vehicles. Loss of human and property damages Traffic congestion around trade markets like Merkato which in turn leads to traffic accidents Energy consumption Lack of technology to locate accidents The system presented attempt to solve the above problems with a robust solution with An easy to use web interface A wide spread, already available, communications infrastructure An-easy-to-understand geoinformation display & Open source tools to reduce the system cost Monitoring vehicle operations & identify behaviors that waste fuel Public Safety and Mission Critical Operations Prediction implementation in public transportation Easy location of accidents

The system mainly consists of four parts: GIS system, Web system, database system and GSM short message interface system, whose respective functions are as follows: GIS system: based on Internet, provide functions such as map display, vehicle position display and address query through browser. Web system: based on Internet, provide functions such as unit query, vehicle status query and driver status query through browser as well as relevant data maintenance. Database system: adopt SQL Server 2000/2008 and provide database service functions such as owner's unit, vehicle status and drivers status. Message interface system: provide position information acquisition from the Web terminal user to the mobile terminal and control functions.
