2. Licensing Policies and Procedures


License required for Survey, Generation, Transmission and Distribution for projects larger than 1 MW Survey License Generation Transmission Distribution

Proponent submits application to DOED

Survey License Application

DOED asks the proponent to complete all required documents and resubmit within specific time (normally 35 days)

Does the proposed project overlap with other projects in the area?

Are documents adequate & complete?

DOED rejects application and informs the proponent in writing

DOED requests revisions from the proponent

YES MoEn reviews and examines documents

MoEn sends the application back to DOED for comments

Are documents acceptable?

MoEn issues the Survey License to the proponent through DOED

Proponent submits application to DOED DOED approves application and forwards to MoEn with a draft license

DOED addresses concerns of MoEn and requests revisions from the proponent

Upon consideration of comments, the terms and conditions that should be followed by the proponent shall be mentioned in the license

Features of HPD 2001 - Institutional arrangement

Electricity Tariff Fixation Commission to be replaced with Nepal Electricity Commission (NERC) as a regulatory body DOED to act as a study and promotional body WECS to conduct load forecast and policy research works Electric Energy Management Research Institute to be established to carry out study and research on financial, legal, environmental and technical aspects of electricity

Time bound and transparent license procedure Clear financial incentives Exemption of corporate tax for 10 years from generation and 10 % exemption for next 5 years [Current incentive: Exemption of corporate tax for 7 years and 50 % exemption for next 3 years] Exemption of VAT on machines, equipment + 1% import tax High level "one window" service committee (and task force)

4. Policy Initiatives- Features of Electricity Bill .. Rights and privileges of the local people up to 10 % equity share for local people electrification in the area of km radius of head-works and powerhouse free 20 units of electricity 52 % of the royalty goes to the local government

West Seti Hydropower Project - Memorandum of Understanding signed with China Three Gorges International Corporation. Budhi Gandaki Project Initiation of process for selecting consulting firms to carry out Detailed Engineering Report. RFP issued to 6 Qualified Firms.
