Daa Dienstbuch (pay and I d e n t i t y Book)

The OT Dienstbuch was e v i d e n t l y planned t o b e t h e OT e q u i v a l e n t

of the '.Vehrmacht Soldbuch. But j u s t a s t h e a d m i n i s t r a t i v e o r g a n i s a
t i o n of t h e OT l a c k s t h e e f f i c i e n c y and thoroughness of t h e
Wehrmacht, so t h e Dienstbuch l a c k s , through erroneous and m i s s i n g
entries and other administrative bungling, any r e a l importance as a
source of records on the individual OT worker and employee* This
fact must also have been apparent to the OT i t s e l f for several
a t t e s t s were made to improve the efficiency of the Dienstbuch by
changing i t s form, (there are three different types of Dienstbflcher,
the page arrangement of which w i l l be discussed separately below)
and by adding to the l a t e s t two types such additions as a four page
Soldbuch or 3esoldungsblatt, (identical in content to, but not to
be confused with, the Wehrraacht Soldbuch) and various o-tfier pages
such as Waffenscheine, Ausweise, e t c . These were supposed to have
been pasted into the Dienstbuch, but most frequently they were merely
laid into the book and have been consequently l o s t .
The e a r l i e s t Dienstbtlcher on record were issued shortly after
the 20 April 192*0 which i s -the date of ihe introductory piece, "An
den Deutschen Frontarbeiterl" signed by TODT and which i s printed
inside the cover of a l l Dienstbtfcher. This Dienstbuch was probably
originally issued to a l l OT employees, foreigners and Germans alike,
but, in October 1942, (possibly as a result of Dr. Alfred SFSfiR's
having taken over the OT after TODTfb death in February of that
year), a l l workers from Italy, Alsace and Lorraine, Poland, e t c .
were made to give up their DienstbiScher and were given an
Eraatzkarte» Subsequently, in Juoe, 1943, the EGW (Sinsatzgruppe
West) ruled that a l l Dienstbtlcher and Ersatzkarten were to be
recalled and checked and given an Erfassungsstempel(registration
stamp). At this time the old Dienstbuchnummer (Pay and Identity
Book number) was erased or crossed out. Henceforth no Dienstbuch
without an Erfassungstempel was considered valid. Books have been
found, however, s t i l l in use early in 1944> which have had no
Erfassungsstempel. In a l l Dienstbttcher issued since June 1943>
there has been no Dienstbuchnummer entered, the JSrfassungstempel
numnier having taken i t s place. Preceding the number of the
Erfassungstempel i s either a l e t t e r F or a l e t t e r P, F standing
for Firmenangeh&riger and P for OT-Eigenes Personal. At the
same time most books were stamped with the words, Firmenangeh&riger
or OT~Eigenes Personal,

The OT Dienstbuch (as well as his Erkennungsmarke (identity

Disc)) was usually given to an OT member in the Abt. Arbeitseinsatz
(lte.a Allocation Section) a t the Erfassungslager (Induction Camp)
after he had been classified according to occupation and
allocation.
'Eypes of Dienstbttcher
Three different types of Dienstbucher have been found to be
in use and for convenience they will here be given l e t t e r s A, B and
G. They a l l have in common a greyish-brown cover which bears the
words ORGANISATION TODT and DIENSTBUCH a t the top and the bottom
respectively and in the center is ihe Hoheitsabzeichen which
consists of a stylized spread-eagle, (head turned to i t s right)
standing on a stylized laurel wreath in the center of which i s a

swastika. On the bade of the Dienstbuch i s a rectangular space for
the-signature of the b e a r e r .

Tftrpe A

This i s the early or "old-type" (pre June 1943) Dienstbuch,

comprising kD pages numbered in the lower l e f t hand and lower r i g h t

hand corners r e s p e c t i v e l y . Gothic s c r i p t i s used throu^iout.

Description of. the pages w i l l be made from top t o bottom, unless

otherwise designated. Each page i s boxed by a thin l i n e , leaving

about a ^ inch margin on each s i d e . Only the numbers of the pages

and foot-notes are outside of t h i s margin.

Page 1.

In small type the words "Eintragung nur durch die zust^ndigen

S t e l l e n " , (Entries to be made only by proper a u t h o r i t i e s ) heads the

page. Immediately below t h i s appear the words DIENSTBUCH nr.

followed by a space for the number of the book* The Dienstbuch

number i s usually a four t o six d i g i t number preceeded by one or

two l e t t e r s . These l e t t e r s bear a reference to the headquarters

where the book was issued. For example W3 stands for OT Einsatz

Westkdste, AA or A2 f or AACHEN, Bi for BITBURG, TR for TRIER. No

complete l i s t has y e t been made.

A l l of these books which are s t i l l v a l i d (see above) carry an

Erfassungsstempel, ( r e g i s t r a t i o n stamp), and t h i s i s usually t o be
found a t the top of the page. In the book being analysed, the
Dienstbuchnummer i s crossed out and the book i s marked

The stamp on the l e f t i s a small one, 1^- cm (five-eighths of an inch)

i n diameter, bearing the words Organization Todt, a Hoheitsabzeichen
i n the center and over t h i s a s e r i a l number the exact significance
of which has yet to be determined. The name of the holder of the
Dienstbuch i s entered below t h i s , f i r s t and l a s t names, in that
order.Below t h i s as the firkennungsmarkenummer, the number given the
man a t h i s induction and worn by him on h i s i d e n t i t y d i s c s .

Below the number i s the picture of the holder of the Dienstbuch.

This p i c t u r e , pasted or stapled i n t o the book, i s cross stamped
in the upper l e f t and the lower r i g h t hand corners i n such a way
that i f tiie picture were t o be removed or l o s t only p a r t of the
stamp would remain. If no picture has been pasted into the book, a
stamp i s placed squarely in the center of the space reserved for i t .
The stamp used i s in large round type, ( 3 i cm) and in most cases
these pre-1942 books carry a stamp which bears, besides the words
ORGANISATION TODT, the i n s c r i p t i o n DER GENERAL-fiJSEBKTOR FttR DAS
DEUTSCHE STRASSENVffiSSN which bears out the h i s t o r i c a l origin of ttie
OT. Hie Hoheitsabzeichen with the e a g l e ' s head turned to the r i g h t ,
p l u s a s e r i a l number, i s a l s o on the stamp. Other inscriptions on
the stamps are DIENSTSTELIfi KSLDPOSTNUMMER or ORGANISATION
TODT plus the name of the Einsatz or Oberbauleitung. As the picture
was not necessarily put i n t o the book a t the time of issue, the
stamp over i t does not carry any d i r e c t reference to the place of
i s s u e . Below the photograph of the holder i s a space l e f t for h i s
signature.
The space be lew t h i s l i n e i s reserved for a l l data pertaining
t o the issue of the book. The word OBERBAULEITUNG.is printed i n t o
the book and a space l e f t for the name of the OBL, but in most cases
the book was issued either at OTZ in BERLIN or through the EGW and
a stamp to this effect has been put into the book covering the
word OBL. Below the word Oberbauleitung i s the customary W die
Richtigkeit" (certified correct) and below that a space for the
place (geographic) and date of issue. Opposite this, in -foe lower
right hand corner of the page i s the inscription I.V. (StempelJ,
and below in small letters, the word Frontfflhrer. In other words,
if the book were made out correctly, which seldom seems to be the
case, i t would contain the name of the OBL, or other HQ where the
book was issued. The name of the man who actually made out the book
would appear as a witness's signature after the words "Fflr die
Richtigkeit", and the name of the Frontfflhrer would b© stamped into
the book in the lower right hand corner of the page* the stamp
taking the place of the real signature. The place and date would
then appear in the lower l e f t hand corner of the page.

Page 7*
Heading VBHMERK (Notation). This page is divided into three

sections, each dealing with special training. Section 1•

Participation in Special Training Courses, Section 2* Instruction

(of a more general nature such as Security, Military Discipline,

e t c . ) and Section 3« Gas Mask examination. This last contains an

extra box in the upper right hand corner where the size of the mask

i s entered*

Pages 8 and 9*
Headed Revier, Krankenhaus, Erholungsheim - Aufnahme, they contain
a record of,a man's presence in the Dispensary, at Hospitals and
Convalescent Homes. The two pages are divided into seven vertical
columns which are headed from left to right as follows: 1) Whether
dispensary, hospital or .convalescent home, 2) Where, 3) Length of
stay, from •••••• t i l l • • • » . . . , 4) Reason for being there (nature of
i l l n e s s ) , 5) Itype of treatment, 6) Notation upon release or transfer,
( i f returned to duty or not), 7) Signature of the doctor* Large
scale dental work i s often entered on these pages by means of a
stamp*
Pages 10 - 13*
On these pages i s the record of a man's pay, (see IHE)» The
record covers a double spread of two sides, (two pages) and i s divided
into seven vertical and five horizontal sections* Th® horizontal
sections are for separate entries which are made only when a) a man
changes his status in the OT or b) he changes jobs. In the vertical
columns, reading from l e f t to right the following information i s
entered: 1) Oberbauleitung, 2) Name of firm, location (usually
indicated by Peldpostnummer) or of IXity Station. (This space usually
f i l l e d out by a rubber stamp). 3) a) Day on which holder began work,
b) Status of holder. This i s followed by an asterisk and in a foot
note at the bottom of the page, the status i s tfius clarified;

MLASSIflE

Dienstverpflichtet (Abbrev. D.V: conscripted f i r H f t y e in the OT);

Abgeordnet (Civil Service employee delegated for duty with a firm;;
Preieingestellt (part-time worker employed by the firm);
Stammarbeiter (member of the firm in capacity of manual laborer;;
Stammpersonal (permanent firm staff). Natu-nlty any man who is in
the oategory of a Stammarbeiter will also be a PixmenangehCriger, and.
his changes of station will be less frequent than a man who i s an OT
recruit.
In the fourth column there are two sub-sections; a) Type of
work performed by the man (which has nothing to do with his rank)
b) How he was paid, if by the hour, (Stundenlohn) or by the month,
(Monatsgehalt)•
In the fifth column there are again two sections dealing wiih
a) The day he stopped work and b) the date up to which he was paid.
Column six l i s t s the reason for leaving his job, usually a
transfer, either of the man from one firm to another or the transfer
of the firm from one 03L to another.
The seventh column is for a signature but i s usually f i l l e d out
by a rubber stamp.
Pages 14 - 17.
Deals with Clothing and Equipment (Bekleidung und Ausrtfstung).
Pages 14 and 15 deal with clothing and equipment which i s "loaned"
to the OT member either through the OT itself, or, in some books, „
through the auspices of ttie DAP at the induction center, (Leihweise
im Lager durch die DAP erhalten). There does not seem to be any
material reason -why this equipment should be parcelled out to a man
through the OT or through the DAP. Every OT member is automatically
made a member of the DAP (and has to pay certain dues) and this i s
probably only meant to make a man feel that he i s getting something
from the DAP in return. However, as many of the DienstbiUcher make
no mention of the DAP in this respect, i t can be assumed that i t i s
a mere technicality and those things which he receives here do not
coincide in any way with the articles listed in the DAP section of
the book on page 28. These articles, fifteen of them, are listed
down the left hand side of -the page. At the top of the l i s t i s a
space for the date and across the bottom of the page, in vertical
columns is listed the OBL, (and signature of the Clothing Supervisor
(Kammerverwalter)), where the effects were given out. Three-quarters
of each page are devoted to the receipt of the items listed and then,
divided by a heavy black line, one quarter i s given for recording
the return of the articles.

Page 18.
This page is divided into two sections. Ihe upper half deals
with shoe repairs and consists of three vertical columns:
