JULIUS TANDLER OR: THE VISION OF THE NEW MAN
Red Vienna at the Wash House Karl-Marx-Hof commemorates
the 80th anniversary of Julius Tandlers death, dedicating its current
special exhibition to the physician, scientist, and councillor for
welfare and health care. It was under his aegis that social benefits
became a legal entitlement for those in need, rather than an act of
mercy. Tandlers welfare system marked a fundamental change of
thought: the idea of random charity was abandoned in favour of
the general legal entitlement to welfare. The comprehensive wel
fare scheme entailed the systematic amalgamation of all domains
of social welfare. It covered the entire human life, from birth to
death, and pervaded various spheres of Red Vienna politics.
