II. RATIONALE:
Pursuant to Republic Act no. 9710, Section 36 of Chapter VI provides that all
departments including different agencies, offices, and other government
instrumentalities shall adopt gender mainstreaming as a strategy to promote women's
human rights and eliminate gender discrimination in the systems, policies, thrust, and
programs.
In line with this mandate, the General Appropriations Act of 2013, Republic
Act No. 10352 requires all agencies including the Department of Education to formulate
a Gender and Development (GAD) Plan and Budget designed to address gender issues
and implement applicable provisions under Republic Act No. 9710 that GAD Plan and
Budget shall be integrated with the regular activities utilizing the five percent (5%)
budget of the agency.
III. OBJECTIVES:
Increase awareness among teaching and non-teaching personnel about the GAD
related forms such as HGDG, GMEF and GPB.
Educate participants on the legal requirements related to gender equality in the
workplace, ensuring that they understand and adhere to relevant laws and
regulations.
Promote the benefits of a diverse workforce and create strategies to attract and
retain talent from various backgrounds and genders.
The participants are expected to have a GMEF, HGDG and GPB output to be more
knowledgeable about gender and development (GAD) regulations, concepts, and principles
in the context of their workplace. All employees should cultivate a renewed commitment to
actively promote and incorporate GAD concepts into their daily work and decision-making
processes, as well as enhanced cooperation and communication, in order to strive toward
GAD objectives as a team.
The whole GSSMES team will set up systems to track the effects of GADCT and
the development of gender equality and diversity objectives. It is possible to guarantee that
the GADCT is properly given, adhering to the planned curriculum and objectives, by
distributing post-training questionnaires to collect feedback from participants regarding the
training's usefulness, relevance, and their perceived level of knowledge and skills learned.
