The German federal system makes it difficult to summarise fire sprinkler legislation.
This first attempt covers the situation in the most populous state, North Rhine
Westphalia. There is likely to be similar legislation in other states that refers to fire
sprinklers but there may be differences.
Following the fatal fire at Düsseldorf airport in 1996, most extensions to German
airports are fitted with fire sprinklers. On the following pages are extracts from the
various pieces of legislation together with unofficial translations.

§ 1 Anwendungsbereich
(1) Die Vorschriften dieser Verordnung gelten für den Bau und Betrieb von
Versammlungsstätten mit Versammlungsräumen, die einzeln mehr als 200
Besucher (w/m) fassen. Sie gelten auch für Versammlungsstätten mit
mehreren Versammlungsräumen, die insgesamt mehr als 200 Besucher (w/m)
fassen, wenn diese Versammlungsräume gemeinsame Rettungswege haben;

§ 24 Feuerlösch- und Brandmeldeanlagen
Großbühnen müssen eine automatische Sprühwasserlöschanlage haben, die
auch den Schutzvorhang beaufschlagt.
Die Sprühwasserlöschanlage muss zusätzlich mindestens von zwei Stellen aus
von Hand in Betrieb gesetz werden können.

of Accommodation, of 20th September 2002.
§ 1 Area of Application
(1) The regulations in this law apply to the construction of operation of
Places of assembly with assembly rooms that individually hold more than 200
visitors. They also apply to places of assembly with multiple assembly rooms
that in total hold more than 200 visitors, if these assembly rooms have
common escape routes;
Outside places of assembly with scenery, that hold more than 1000 visitors
and are totally or partially made up of a building construction;
(9) Automatic fire extinguishing systems must be connected to the fire alarm
panel.

(2) In Verkaufsstätten ohne Sprinkleranlagen sind Lagerräume mit einer Fläche von
jeweils mehr als 100 m2 sowie Werkräume mit erhöhter Brandgefahr, wie
Schreinereien, Maler- oder Dekorationswerkstätten, von anderen Räumen durch
Wände der Feuerwiderstandsklasse F 90 und in den wesentlichen Teilen aus
nichtbrennbaren Baustoffen (F 90-AB) zu trennen.

§ 11
(2) Wände und Decken notwendiger Flure für Kundinnen oder Kunden sind
1. in Verkaufsstätten ohne Sprinkleranlagen in der Feuerwiderstandsklasse F 90 und
aus nichtbrennbaren Baustoffen (F 90-A) herzustellen,
2. in Verkaufsstätten mit Sprinkleranlagen mindestens in der Feuerwiderstandsklasse
F 30 und den wesentlichen Teilen aus nichtbrennbaren Baustoffen (F 30-AB)
herzustellen.

§1
Area of Application
The regulations in this law apply to every shopping centre with a sales and aisle area
including construction members totalling more than 2,000 m2.
§4
Dividing Walls
(2) In shopping centres without a sprinkler system each storage area and workshop
area with an increased fire risk, such as wood, paint or decorating workshops, that has
an area of more than 100 m2 must be separated from the other areas using walls of fire
resistance class F 90 with its main parts of non-combustible materials (F 90-AB).

Fire Compartments
(1) Shopping centres are to be divided into fire compartments using fire walls. The
area of the fire compartment for each floor may be for
1. ground floor shopping centres with sprinkler systems not more than 10,000 m2,
2. other shopping centres with sprinkler systems not more than 5,000 m2,
3. ground floor shopping centres without sprinkler systems not more than 3,000 m2,
4. other shopping centres without sprinkler systems not more than 1,500 m2, if the
shopping centre has no more than three floors and the total area of all the floors
within the fire compartment does not exceed 3,000 m2.

Smoke Extraction
(1) In shopping centres without sprinkler systems the sales areas and walkways must
have a smoke extraction system.
§ 18
(1) Shopping centres must have sprinkler systems. This does not apply to
1. ground floor shopping centres as in § 5 Para. 1 Nr. 3,
2. other shopping centres as in § 5 Para. 1 Nr. 4.
Floors in a shopping centre as in Section 2 Nr. 2 must have a sprinkler system, if their
average floor level is more than 3m below ground level and their sales area is more
than 500 m2.

5 Allgemeine Anforderungen
5.1 Löschwasserbedarf
5.4.1 Geschosse von Brandabschnitten, deren Fußböden ganz oder teilweise mehr als
1 m unter der Geländeoberfläche liegen, sind durch raumabschließende,
feuerbeständige Wände aus nichtbrennbaren Baustoffen in Abschnitte zu unterteilen,
deren Grundfläche im ersten Untergeschoss nicht größer als 1.000 m² und in jedem
tiefer gelegenen Geschoss nicht größer als 500 m² sein darf. Tragende und
aussteifende Wände und Stützen sowie Decken müssen feuerbeständig sein.
5.6.5 Von jeder Stelle eines Produktions- oder Lagerraumes muss mindestens ein
Ausgang ins Freie, ein Zugang zu einem notwendigen Treppenraum, zu einer
Außentreppe, zu einem offenen Gang oder zu einem begehbaren Dach, ein anderer
Brandabschnitt oder ein anderer Brandbekämpfungsabschnitt
− bei einer mittleren lichten Höhe von bis zu 5 m in höchstens 35 m Entfernung
− bei einer mittleren lichten Höhe von mindestens 10 m in höchstens 50 m Entfernung
erreichbar sein.
Bei mittleren lichten Höhen zwischen 5 m und 10 m darf zur Ermittlung der
zulässigen Entfernung zwischen den vorstehenden Werten interpoliert werden.
Die Auslösung von Alarmierungseinrichtungen muss erfolgen bei Auslösen
− einer automatischen Brandmeldeanlage oder
− einer selbsttätigen Feuerlöschanlage.
5.6.9 Bei Einbauten und Ebenen mit einer maximalen Grundfläche nach Tabelle 1
dürfen die Rettungswege über notwendige Treppen ohne notwendigen Treppenraum
geführt werden, wenn sie in eine unmittelbar darunterliegende Ebene oder ein
unmittelbar darunterliegendes Geschoss führen, sofern diese Ebene oder dieses
Geschoss Ausgänge in mindestens zwei sichere Bereiche hat und ein Ausgang in
Entfernung nach 5.6.5 erreicht wird. Die Lauflänge auf dem Einbau oder der Ebene
bis zu einer Treppe darf in diesen Fällen höchstens
− bei Brandbelastung in Brandbekämpfungsabschnitten < 15 kWh/m² 50 m
− bei Vorhandensein einer Alarmierungseinrichtung für die Nutzer, deren Auslösung
über eine automatische Brandmeldeanlage oder eine selbsttätige Feuerlöschanlage
mit zusätzlicher Handauslösung der Alarmierungseinrichtung, 35 m
− im Übrigen 25 m
betragen.

6.4.1 Bei Lagergebäuden und bei Gebäuden mit Lagerbereichen ohne selbsttätige
Feuerlöschanlage ist in jedem Geschoss die Fläche jedes Brandabschnitts oder
Lagerbereichs durch Freiflächen in Lagerabschnitte von höchstens 1.200 m² zu
unterteilen. Die Freiflächen müssen bei einer Lagerguthöhe (Oberkante) von bis zu
4,5 m eine Breite von mindestens 3,5m und bei einer Lagerguthöhe (Oberkante
Lagergut) von 7,5 m eine Breite von mindestens 5,0m haben. Die Mindestbreiten der
Freiflächen bei Lagerguthöhen zwischen 4,5 m und 7,5 m ergeben sich durch
Interpolation.
5 General Requirements
For industrial buildings the extinguishing water requirement is to be agreed with the
service responsible for fire protection taking account of the area of the fire
compartments and the fire loading. It is to be based on an extinguishing water supply
for two hours
- of at least 96 m3/h for fire compartments up to 2,500 m2 and
- of at least 192 m3/h for fire compartments of more than 4,000 m2
Intermediate values may be linearly interpolated.
For industrial buildings with automatic fire extinguishing systems the extinguishing
water volume for extinguishing activities by the fire brigade is to be at least 96 m3/h
for one hour.
5.2.1 Each fire compartment and each fire-fighting compartment must have at least
one side on an external wall and from there be accessible to the fire brigade. This does
not apply to fire compartments and fire-fighting compartments that have an automatic
fire extinguishing system.
5.4.1 Storeys of fire compartments whose floor is wholly or partly more than 1 m
below ground level must be divided into parts, whose floor area on the first basement
level is no larger than 1,000 m2 and on each lower floor is no larger than 500 m2,
using room-sealing, fire resistant walls of non-combustible materials. Load-bearing
walls and beams as well as floors must be fire-resistant.
5.4.2 The area of fire-fighting compartments whose floor is wholly or partly more
than 1 m below ground level may not exceed 1,000 m2 at the first basement level and
500 m2 at each lower floor.
5.4.4 If fixed fire-extinguishing systems are fitted in the fire compartments in 5.4.1 or
the fire-fighting compartments in 5.4.2, or these fire compartments or fire-fighting
compartments are solely for the operation of water treatment plants, the areas in 5.4.1
and 5.4.2 may be increased by three and a half times.
5.6.5 From each point in a production or storage room there must be at least one
external exit, or entrance to an emergency staircase, external stair, open corridor or
accessible roof, or another fire compartment or fire-fighting compartment
− within 35 m for rooms with an average ceiling height of 5 m,
− within 50 m for rooms with an average ceiling height of 10 m.
In the presence of an alarm system for the user (internal alarm) it is permitted that the
exit in sentence 1 may be
− within 50 m for rooms with an average ceiling height of 5 m,
− within 70 m for rooms with an average ceiling height of 10 m.
For average heights between 5 m and 10 m the permitted distances may be
interpolated.
The operation of the alarm system must follow the release of:
− an automatic fire detection system or
− a fire extinguishing system.
For the fire extinguishing system a manual release must also be provided.
6.2 The permitted areas of fire compartments are determined from a combination
of the safety categories K 1 to K 4, the fire resistance capability of load-bearing and
strengthening construction members and the number of above ground storeys as in
Table 2.

Category K 1 has no fire safety measures; K 2 has fire detection; K 3 has fire detection and increasing strength of the works fire brigade. Only
Safety Category K 4 includes an automatic water extinguishing system
6.4.1 In storage buildings and buildings with storage areas without an automatic
extinguishing system the fire compartments or storage areas on each floor must be
divided into areas of less than 1,200m2. Aisle widths for storage up to 4.5 m high
must be at least 3.5 m and for storage up to 7.5 m high must be at least 5.0 m. The
minimum aisle widths for storage between 4.5 m and 7.5 m in height may be found by
interpolation.
6.4.2 Storage buildings and storage areas where the maximum storage height (top of
the stored goods) is more than 7.5 m must be fitted with an automatic fire
extinguishing system.
