Örtliche Flugbeschränkungen
An Sonntagen und Feiertagen sind Starts und Lan-
dungen propellergetriebener Flugzeuge und Motor-
segler zu Platzrundenflügen untersagt.
Starts zu Flugzeugschlepps (Segelflug) sind an
Sat, Sun + HOL
a) mit propellergetriebenen Flugzeugen und Motor-
seglern, die erhöhte Schallschutzanforderungen
gem. § 4 Abs. 2 und 3 Landeplatz-LärmschutzV
nicht erfüllen,
b) nach 1600 (1500)
untersagt.
Verfügung gem. § 29 LuftVG über besondere
Regelungen bei An- und Abflügen auf den/vom
Verkehrslandeplatz Mannheim City
Der Verkehrslandeplatz Mannheim City ist aus flug-
betrieblicher Sicht als schwierig zu bewerten. Es
wird darauf hingewiesen, dass sich jeder Luftfahr-
zeugführer vor dem ersten An- und/oder Abflug mit
den besonderen Betriebsbedingungen vertraut
gemacht haben muss und dass er die vorge-
schriebenen Flugverfahren mit seinem Luftfahrzeug
anwenden können muss.
1. Allgemeine Betriebsbedingungen
Alle VFR-Anflüge haben sich bis zum Überflug der
unmittelbar vor der Start- und Landebahn befindlichen
Straßen B 38a (Landebahn 27) und Wilhelm-Varnholt-
Allee (Landebahn 09) nach der Anzeige der PAPI-
Anlagen zu richten, um die festgelegten Min-
destflughöhen über den Straßen zu gewährleisten.
Starts dürfen nur stattfinden, wenn (mit allen
Triebwerken in Betrieb) eine Mindestflughöhe von
370 ft MSL (Startbahn 27) bzw. 380 ft MSL (Start-
bahn 09) über den unmittelbar an den Flugplatz
angrenzenden Straßen (B 38a/Wilhelm-Varnholt-
Allee) eingehalten werden kann.
Für die Mindestbodensicht für Startvorgänge nach
Sichtflugregeln (VFR) gilt die Durchführungsverord-
nung (EU) Nr. 923/2012, SERA.5001 (Tabelle S5-1).
Für Sonderflüge nach Sichtflugregeln in Kontroll-
zonen gelten die Bestimmungen der Durchfüh-
rungsverordnung (EU) Nr. 923/2012, Anhang
SERA.5010.
Für alle Landevorgänge unter Sichtflugbedingungen
und SVFR von Luftfahrzeugen mit Ausnahme von
Drehflüglern ist eine Mindestbodensichtweite von
1800 m erforderlich. Die Bodensichtweite für deren
Platzrundenflüge (circling approaches, derzeit 3000
m) ist zu beachten.
Alle VFR-An- und Abflüge mit mehrmotorigen
Luftfahrzeugen mit Ausnahme von Drehflüglern dür-
fen nur stattfinden, wenn sich die Luftfahrzeugführer
vor dem ersten An- und/oder Abflug mit den beson-
deren Betriebsbedingungen vertraut gemacht haben
und die vorgeschriebenen Flugverfahren anwenden
können.

Local Flying Restrictions
On Sun + HOL propeller-driven aircraft and pow-
ered gliders are not permitted to take off and land to
perform flights in the traffic circuit.
On Sat, Sun + HOL aero-tow starts are not permit-
ted
a) with propeller-driven aircraft and powered gliders,
not complying with the intensified sound proofing
requirements in accordance with § 4 Para 2 and 3
ordenance for noise abatement at airfield,
b) after 1600 (1500).
Decree in accordance with Section 29 of the
German Aviation Act (LuftVG) concerning spe-
cial regulations for approaches and departures
to/from Mannheim City airfield
Mannheim City airfield can be assessed as difficult
from the operational point of view. Please note that
the pilots must familiarise themselves with the spe-
cial operating conditions prior to the first landing
and/or take-off, and that they must be able to
perform the prescribed flight procedures with their
aircraft.
1. General operating conditions
All VFR approaches shall orientate themselves accor-
ding to the indicator of the PAPI facilities up to overfly-
ing the roads B38a (RWY 27) and the Wilhelm-Varn-
holt-Allee (RWY 09), located immediately in front of the
RWY in order to guarantee the established minimum
crossing altitudes above the roads.
Take-offs may only take place, if (with all engines in
operation) a minimum crossing altitude of 370 ft
MSL (RWY 27) respectively 380 ft MSL (RWY 09)
can be maintained over the roads (B 38a / Wilhelm-
Varnholt-Allee) immediately bordering the airfield.
The Commission Implementing Regulation (EU) No
923/2012, Annex SERA 5010 (Table S5-1) applies
to the minimum ground visibility for take-offs under
visual flight rules (VFR).
The provisions of the Commission Implementing
Regulation No 923/2012, Annex SERA 5010 apply
to special VFR flights in control zones.
All landings under VFR and SVFR of aircraft, with
the exception of rotorcraft, require a minimum
ground visibility of 1800 m. The ground visibility
for traffic circuit flights (circling approaches, current-
ly 3000 m) must be complied with.
All VFR approaches and departures with multi-
engine aircraft with the exception of rotorcraft may
only take place if pilots have familiarized themselves
with the specific operating conditions prior to the first
approach and/or departure, and are able to apply
the prescribed flight procedures.

2. Besondere Betriebsbedingungen
Vor dem ersten Start bzw. Anflug mit mehrmotori-
gen Luftfahrzeugen nach VFR mit Ausnahme von
Drehflüglern ist die Zustimmung des Regie-
rungspräsidiums Karlsruhe - Luftaufsichtsstelle
Verkehrslandeplatz Mannheim City - erforderlich,
die als erteilt gilt, wenn der Luftfahrzeugführer oder
der Flugbetriebsleiter des Luftfahrtunternehmens
die unten aufgeführte Erklärung abgegeben hat.
Landeanflug
Nach Aufnahme des Sichtkontaktes zur PAPI-
Anzeige ist der Endanflug mit einem Gleitwinkel von
4,00 Grad durchzuführen. Das setzt voraus, dass
die anfliegenden Luftfahrzeugführer ausreichend
geschult sind, einen stabilisierten Anflug mit diesem
Gleitwinkel durchzuführen. Der jeweilige
Schwellenanfang gilt als 50 ft-Überflugpunkt für die
zu berechnende Landstrecke.
Der PAPI-Anzeige muss bis zum Überflug des
Hindernisses „Straße“ mit einer max. zulässigen
Abweichung nach unten von 3-mal Rot-Anzeige gefolgt
werden. Bei Ausfall der PAPI muß eine entsprechende
Information durch die zuständigen Lotsen an die LFZ-
Besatzungen mit dem expliziten Hinweis übermittelt
werden, daß die Sichtanflüge mit mehrmotorigen Luft-
fahrzeugen sodann nicht mehr zulässig bzw. abzu-
brechen sind.
Start
Für den Start RWY 27 ist eine Mindestüberflughöhe
von 370 ft MSL, für RWY 09, 380 ft MSL über den
angrenzenden Straßen einzuhalten (mehrmotorige
Luftfahrzeuge mit allen Triebwerken in Betrieb). Die
Vorschriften zum Betrieb von mehrmotorigen Luft-
fahrzeugen in Luftfahrtunternehmen bezüglich
Berücksichtigung eines Triebwerkausfalles beim
Start bleiben hiervon unberührt.
Sonstiges
Der verantwortliche Luftfahrzeugführer hat vor
jedem Flug den Nachweis zu erbringen, dass die
nach den Angaben des Flughandbuches erforderli-
chen Start- und Landestrecken (einschl. Berück-
sichtigung von kontaminierter Bahnoberfläche) die
verfügbaren Start- und Landestrecken nicht über-
steigen und ein Überflug der Straßen in den fest-
gelegten Mindestüberflughöhen gewährleistet ist.
Der Nachweis ist an Bord mitzuführen. Luftfahr-
zeuge mit einer Anfluggeschwindigkeit der Katego-
rie C (siehe ICAO DOC 8168) dürfen nur betrieben
werden, wenn die vorgenannten Voraussetzungen
erfüllt werden und im Endanflug mit einer VRef von
weniger als 121 kt angeflogen wird.
Der verantwortliche Luftfahrzeugführer hat sich
anhand AIP, AD 2 EDFM (Flugplatzhinderniskarte -
ICAO Typ A) über die besondere Hindernissituation
im An- und Abflugsektor zu informieren.
Für alle im AIP als Einzelmuster aufgeführten LFZ-
Muster, die eine Bezugsstartbahnlänge von >1200
m aufweisen, ist der Nachweis der maximal zulässi-

2. Special operating conditions
Prior to the first take-off and/or approach with multi-
engine aircraft under VFR with the exception of rotor-
craft, the consent of the 'Regierungspräsidium Karlsruhe
- Luftaufsichtsstelle Mannheim City airfield' (Karlsruhe
Regional Commissioner's Office - aviation supervision
office) - is necessary. This is deemed granted if the pilot
or the flight operations manager of the air transport
company has submitted the declaration below.
Approach-to-Land
After establishing visual contact to the PAPI indica-
tor, final approach shall be performed at a glide
angle of 4 degrees. This pre-supposes that the
approaching pilots have been sufficiently trained to
perform a smooth approach at this glide angle. The
respective beginning of the threshold is the 50 ft fly-
over point for calculating the landing distance.
The PAPI indicator has to be followed until the
obstacle "road" is overflown with a max. permissible
deviation downwards of 3 red indicator lights. In
case of PAPI failure, a corresponding information
must be transmitted by the responsible controller to
the aircraft crew with the explicit information, that
visual approaches with multi-engine aircraft are
thereby prohibited, respectively must be aborted.
Take-offs
For take-offs RWY 27 minimum crossing altitude of
370 ft MSL and for RWY 09 380 ft MSL over the
roads bordering the airfield shall be maintained
(multi-engine aircraft with all engines in operation).
The regulations for the operating of multi-engine
aircraft by aircraft operating agencies regarding
engine failure during take off, remain unaffected.
Miscellaneous
Prior to each flight, the pilot-in-command shall pro-
vide evidence that the take-off and landing distan-
ces required according to the flight manual (includ-
ing contaminated RWY surface) do not exceed the
take-off and landing distances available, and that
overflying of the roads within the determined MNM
crossing altitude is guaranteed. The evidence shall
be carried on board the airplane. Aircraft with
approach speed of category C (see ICAO DOC
8168), may only be operated if the aforementioned
conditions have been fulfilled and if final is per-
formed with a VRef of less than 121 kt.
The pilot-in-command shall consult the AIP, AD 2
EDFM (Aerodrome Obstacle Chart - ICAO Type A)
about the special obstacle situation within the
approach and departure sector.
For all aircraft types listed as a single type in the AIP
with a reference runway length of >1200 m, proof of
the maximum permissible take-off and landing mass

gen Start- bzw. Landemasse am VLP Mannheim
unter Annahme von ICAO-Standardbedingungen
(ISA) sowie für 30°C Außentemperatur am Boden
(ISA + 15 C°) zu erbringen.

The Luftaufsicht will keep a list of all declarations
coming in. A declaration remains valid if at least one
flight has been performed during the last 6 months.
Otherwise a new declaration has to be submitted.

Regelung des Flugplatzverkehrs / Regulation of Aerodrome Traffic
(NfL 2021-1-2342)
Allgemeines
Anfliegende Luftfahrzeuge haben spätestens 5
Minuten vor Erreichen der Platzrunde Funkkon-
takt mit Marl-lNFO aufzunehmen. Beim Abflug
ist bis zum Verlassen der Platzrunde Hörbereit-
schaft aufrecht zu erhalten.
1. Motorflugbetrieb
1.1 Die Platzrunde ist entsprechend der Veröffen-
tlichung südlich des Platzes in 1300 ft MSL zu
fliegen. In Abstimmung mit Marl-Info können
unter Beachtung der Priorität des Platzrun-
denverkehrs Direktab- bzw. -anflüge durchge-
führt werden. In Startrichtung 07 kann, soweit
flugbetrieblich sicher möglich, optional in Rich-
tung 45° unter Vermeidung besiedelter Bere-
iche abgeflogen werden.
2. Ultraleichtflugbetrieb
2.1 Ultraleichtflugzeuge nutzen die Motorflug-
platzrunde.
3. Fallschirmsprungbetrieb
3.1 Fallschirmspringer nutzen die Landefläche
nordwestlich außerhalb des Flugplatz-
geländes. Fallschirmspringerlandungen auf
den Flugplatzflächen sind ausgeschlossen.
4. Ordnungswidrigkeiten und Straftaten
Verstöße gegen die vorstehenden Regelungen
können gern. § 58 LuftVG als Ordnungswid-
rigkeiten geahndet oder gern. § 59 LuftVG als
Straftaten verfolgt werden.
5. Schlußbestimmungen
Die vorstehenden Regelungen treten am Tag
nach der Veröffentlichung in den Nachrichten
für Luftfahrer in Kraft.
Anmerkung:
Auf die zeitliche Einschränkung des Flugbetrie-
bes in AD 1–6 wird in diesem Zusammenhang
hingewiesen.

General
Approaching aircraft shall establish radio contact
with Marl INFO no later than five minutes before
reaching the traffic circuit. After departure, air-
ground voice communication watch shall be main-
tained until the traffic circuit has been left.
1. Operation of powered aircraft
1.1 As published, the traffic circuit shall be
flown south of the aerodrome at 1300 ft
MSL. In coordination with Marl INFO, direct
departures and arrivals are possible if the
priority of the circuit traffic is observed. If
departures from runway 07 are safe with
regard to flight operations, they may be
conducted towards 45° as an option whilst
avoiding populated areas.
2. Operation of ultra-light aircraft
2.1 Ultra-light aircraft shall use the traffic circuit
for powered aircraft.
3. Parachute jump operations
3.1 Parachutists shall use the landing area in
the northwest, outside the boundaries of the
airfield. Landings of parachutists on aero-
drome surfaces are not allowed.
4. Administrative offences and criminal offences
Violations of the above-mentioned regulations
may be punished as administrative offences in
accordance with Section 58 LuftVO, or prose-
cuted as criminal offences in accordance with
Section 59 LuftVO.
5. Final provisions
The above regulations shall enter into force on
the day following their publication in the German
language publication Nachrichten für Luftfahrer.
