Wertmig knapp die Hlfte des Produktionsvolumens
deutscher Werkzeugmaschinenhersteller geht auf Nachfrage zurck, die sich auf kundenspezifische Sondermaschinen und Projektgeschft richtet, whrend lediglich
etwa 30 % der Weltnachfrage auf Spitzentechnologie
abzielt. Der globale Marktanteil der Branche in Deutschland bewegte sich in den letzten Jahren nahe der 20 ProzentMarke. In Westeuropa und Russland hlt man sehr hohe
Anteile von 38 % bzw. 24 %, in China, dem Leitmarkt
schlechthin, sind es beachtliche 9 % und in Brasilien
und Italien jeweils 8 %.
Fr 2015 ist in Westeuropa, den USA und dem Einzugsgebiet der BRIC-Staaten ein durchschnittliches jhrliches
Wachstum von fast 18 % zu erwarten, vorausgesetzt die
aktuelle Staatsschulden-Krise in Europa und in den USA
eskaliert nicht weiter. Impulse ergeben sich fr die primr
technologiegetriebenen westeuropischen Mrkte sowie
die auf Modernisierung des bestehenden Maschinenparks
angewiesenen USA aus Nachholeffekten mit Blick auf den
tiefen Fall 2008/2009. In China und Indien treibt anhaltend
berproportionales Wachstum dieser Volkswirtschaften
breit angelegte Industrie- und Infrastrukturinvestitionen.
Der brasilianische Markt ist durch die Automobilindustrie
dominiert. Im Vorfeld sportlicher Groveranstaltungen
stehen Infrastrukturvorhaben bedeutender Dimension an.
In Russland werden Investitionen in die Grundstoffgewinnung zunehmend durch solche in die verarbeitende
Industrie flankiert. Steigende Konsumfhigkeit der Bevlkerung verlangt nach hherwertigen Produkten, was
steigende Ansprche an die Fertigungstechnik auslst.
Starting point:
Exporting high technology is a successful model!
In terms of value, customer-specific special machines and
project business represent nearly half of the total production volume of Germanys machine tool manufacturers,
while advanced technology comprises only about 30% of
world demand. In recent years, Germanys share of the
global market has fluctuated near the 20% mark. Western
Europe and Russia maintain very high shares of 38% and
24%, respectively; the undisputed leading market China
has a respectable 9%, and Brazil and Italy hold 8% each.
In Western Europe, the USA and the catchment area of the
BRIC states, average growth of nearly 18% is expected in
2015, provided the current public debt crisis in Europe and
the USA does not escalate further. Catch-up effects in the
wake of the steep declines in 2008/ 2009 give impetus to
the primarily technology-driven markets of Western Europe
and also in the USA, which must modernise its existing
machine base. The national economies in China and India
continue to grow at disproportionately high rates, thereby
driving broad-based investments in industry and infrastructure. The Brazilian market is dominated by the automotive
industry. In advance of upcoming major athletic events,
infrastructure projects of significant scope are in the works.
In Russia, investments in raw material extraction are increasingly flanked by their counterparts in the processing
industries. Growth in the buying power of the population
is increasing the demand for high-quality products, thereby necessitating enhancements in manufacturing technology.
Combination of technology segments favours
German offering
The study, which is exclusively available for member companies of the VDW and the Sector Association Machine Tools
and Manufacturing Systems, casts this scenario in the
form of action options as part of a four-pronged strategy:
consolidation of the high-tech segment in core markets,
penetration of the high-tech segment in BRIC markets,
entry into the mid-tech segment of the BRIC markets and,
finally, penetration of mid-tech in the core markets. A list
of actions develops each of these elements in detail.
There are two main analytical modules: a fully commented
summary of the findings presented during the general
meeting, which is ideal for the management and executive
levels, and a much broader back-up version with additional
tables and diagrams for the working level directly concerned.
A crisis year unlike any other, also for the real economy,
2009 attained an entirely new scale relative to the sudden
nature of the collapse, the speed with which it propagated
throughout all technologies, the seamless impact it had
across all customer segments and global consumer
regions, and the consequences it held for business processes
within Germanys machine tool manufacturing companies.
Similarly for the immediate and extremely steep rise in
incoming orders in the reference year of 2010, there were
no models or values based on experience which offered
insights into how long it takes to recover after a collapse
of such magnitude how long it takes to eliminate the
inefficiencies created by extended periods under reduced
working hours, to reactivate subcontractors, and to realise
open orders as sales. This was especially so given the supply
bottlenecks of companies own suppliers, which also initially
had to make severe cuts in their production capacities, of
course, and were then suddenly forced to expand them
again on a massive scale from a virtual standstill. The validity of taking the recovery which had started so dynamically and extrapolating it over the entire course of the year
was still met with a great deal of scepticism in the spring
of 2010.

Over the course of 2011, German machine tool manufacturers incoming orders increased by another 45%, reaching the spectacular volume of EUR16.7billion! Previously
considered as a record which could never be repeated, the
2007 result was not only attained again, but exceeded.
However, in the quarterly pattern of demand with increasingly strong reference values in 2010, the dynamic rate of
development was clearly diminishing. With a 130% increase
in the first quarter and 83% growth in the second quarter,
the full double in total value could be posted for the first
half of the year. There was only 29% growth in the third
quarter, however, and the final quarters 6% decline marked
the first moderately negative result.
Despite very similar percentage growth rates, the differentiation of order activity according to domestic and
foreign orders underscores the previously unimaginable
scale of foreign demand (EUR11.2billion), even by comparison with huge expansion as experienced in 2007. That
benchmark was outdistanced by nearly EUR2billion. The
domestic component of demand contributed a volume of
EUR5.5billion in 2011 with a similarly unequivocal distance
from the aforementioned level of 2007.

menhang mit deutlich bereiterer Aufstellung nach Branchen versteht, whrend der durch den (Gro-)Pressenbau
geprgte umformende Bereich eng dem Beschaffungsverhalten der Automobilindustrie folgt, entsprechende
Projekte sehr lange Durchlaufzeiten haben und sich die
Realisierung von Auftragsvolumen in Produktion und Umsatz oft paukenschlagartig und das jeweilige Berichtsjahr
berschreitend vollziehen kann. Auch der mit Umformtechnik verbundene positive Basiseffekt man arbeitet bereits
2010 fast wieder auf Vorjahresniveau bremst Zuwachs ein.
Speziell die Blechbearbeitung mit und ohne Laserverwendung hat im Gegensatz zum projektorientierten Pressenbau 2010 fr schnellen Durchsatz gesorgt.
Der Werkzeugmaschinenexport setzt seinen Wachstumskurs im 4. Quartal 2011 gebremst, aber mit Zuwachs um
ein Fnftel souvern fort. Das Jahresergebnis steht fr
kraftvolles Plus von 31 % auf ein Volumen von 7,9 Mrd. EUR,
gleicht den Einbruch aus dem Krisenjahr 2009 im Konzert
mit 2010 fast vollstndig aus und kommt somit direkt an
den Rekordwert 2008 heran. Treibstze fr das Ausfuhrwachstum 2011 sind mit 57 % Steigerungssatz das Amerikageschft und die mit 29 % Plus (nach +22 % im Referenzjahr)
notierende Dynamik Asiens. Zwar legt auch der europische
Markt um 25 % zu, doch luft sein Anteil am Gesamtexport
von 45 % in 2010 auf aktuell 43 % zurck. Asien hingegen
hlt seinen Anteil von 41 % konstant. Amerika weitet seine
Partizipation von 12 % auf knapp 15 % aus. Fr China alleine
sind im aktuellen Berichtsjahr 34 % Zuwachs und ein moderat ausgebauter Anteil von 29 % am gesamten Ausfuhrvolumen deutscher Herstellerfirmen zu konstatieren. Die
Stellung als zweitgrter Markt knnen die USA mit 66 %
Plus und einem Anteilsgewinn von 2 Punkten auf 9 % ausbauen. Trotz gegenber 2010 vergleichsweise schmalem
Zuwachs um 11 % steht Russland fr die drittstrkste Aufnahmefhigkeit fr deutsche Werkzeugmaschinen, noch
vor der klassischen europischen Kundschaft in der Schweiz,
Frankreich und Italien.
Wegen der im Universalmaschinenbereich eingeforderten
kurzen Lieferzeiten, hauptschlicher Lost-Order-Grund fr
die voll ausgelastete Branche in Deutschland, partizipiert
der Werkzeugmaschinenimport 2011 mit 42 % Plus auf
rund 2,8 Mrd. EUR (ohne Dienstleistungen) voll am Inlandsverbrauch, der sich auf 6,9 Mrd. EUR beluft. Der auf europische Konkurrenz entfallende Anteil sinkt von fast 72 %
im Vorjahr auf 68 %, die Teilhabe Asiens nimmt hingegen
von 22 % auf wenig unter 26 % zu. Im Falle der Schweiz
(alleine 32 % Anteil), Italiens (Partizipation von knapp 8 %),
Tschechiens und Polens (gemeinsamer Anteil von gut 7 %)

ist erneut auf Lieferverflechtungen deutscher Fhrungsgesellschaften mit dortigen Tochterfirmen zu verweisen.
Der Import schnell lieferbarer Universalmaschinen aus
Japan steigt nach 12 % Zunahme 2010 im aktuellen
Berichtsjahr um 55 % und erreicht einen Anteil von knapp
13 % an der Gesamteinfuhr. Koreanische, taiwanesische und
chinesische Standardmaschinen aus dem Basissegment,
vielfach ber den Handel re-exportiert, legen gegenber
2010 jeweils ber 80 % bzw. im letztgenannten Fall um 52 %
zu und realisieren gemeinsam einen im Vergleich mit dem
Referenzjahr gleichgebliebenen Anteil von 12 %.
Branche geht selbstbewusst ins Geschftsjahr 2012,
weiteres Produktionsplus vorgezeichnet
Natrlich ist die Vorausschau wegen des gerade in letzter
Zeit sehr heftig auftretenden Korrekturbedarfs bei den
Prognosegrundlagen ein heikles Unterfangen. Es herrschen
nach wie vor, trotz eingeluteter Entspannung in der
gestrten Kreditversorgung ganzer Volkswirtschaften,
unsichere Erwartungen. Die Abschtzung der Aufnahmefhigkeiten wichtiger Mrkte fr Investitionsgter bleibt
berlagert durch den sorgenvollen Blick auf das weltweite
Finanzsystem. Die Prognose an sich bewegte sich whrend
der vergangenen drei Jahre in einem denkbar ungnstigen,
weil stark volatilen Umfeld. Trendverschiebungen im
Verlauf der globalen Bruttoinlandsprodukte, der Industrieproduktionen und insbesondere Anlageinvestitionen in
Haupt-Anwenderindustrien fhrender Mrkte bleiben auf
der Tagesordnung.
Ausgelst durch die am aktuellen Rand fhlbaren finanzund realwirtschaftlichen Konsolidierungstendenzen drften
sich das Produktionsgeschehen und der Invest aber stabiler
als erwartet entwickeln. Weltweite Industrieproduktion
und Investitionsttigkeit sind vom Prognosepartner des
VDW, der britischen Wirtschaftsforschungsgesellschaft
Oxford Economics, im Frhjahr des laufenden Jahres von
Stagnation bzw. lediglich 3 % Steigerungsrate auf knapp 4 %
Plus bzw. 7 % Zuwachs neu justiert worden. Entsprechend
bewegten sich diese Stze deutlich ber dem noch im Sptherbst 2011 als Risikovariante durchgespielten Szenarium.
Im Halbjahresmuster des Auftragseingangs deutscher
Werkzeugmaschinenhersteller sind im laufenden Jahr
berproportionale Abstriche whrend der ersten 6 Monate
und anschlieende Konsolidierung in der 2. Jahreshlfte
vorgezeichnet. In Sachen deutscher Werkzeugmaschinenproduktion drfte sich die Entwicklung im
Jahresverlauf naturgem umgekehrt ausnehmen: Hier

Dann aber kommt die deutsche Werkzeugmaschinenindustrie Quartal fr Quartal in den Genuss zweistelliger
Zuwchse im Auftragseingang. Im 2. Halbjahr 2010 notieren
mehrere Monate mit sogar dreistelligem Plus, das 4. Quartal verdoppelt den Referenzwert nahezu, und im Gesamtjahr 2010 darf ein um 85 % hherer Auftragswert verbucht
werden. Getrieben ist diese Entwicklung zunchst vor
allem durch die Auslandsnachfrage, insbesondere aus
China, Sdkorea und Indien. Diese Lnder haben die Krise
deutlich schneller abgeschttelt, sind frhzeitig auf den
Wachstumspfad zurckgekehrt und untersttzen somit
initial die Erholung des Werkzeugmaschinenbaus in
Deutschland. Der Aufschwung in der Auslandsnachfrage
gewinnt danach zgig an Breite. Whrend der ersten drei
Quartale 2010 verzeichnen praktisch alle Regionen zweistellige Zuwchse, Sdamerika und Sdostasien glnzen
dreistellig.

Nicht umsonst ist in bersichtskapitel 2 bereits auf traditionell hohe Anteile kundenspezifisch ausgelegter Sondermaschinen bzw. des Projektgeschfts, in beiden Fllen mit
langen Durchlaufzeiten verbunden, am gesamten Auftragseingang deutscher Werkzeugmaschinenhersteller hingewiesen worden. So ist dies insbesondere auch in 2010 der
Fall und: fr den gesamten Jahresverlauf ergibt sich ein
um 85 % ber 2009 notierender Auftragseingang. Im
Oktober 2010 verfgt der deutsche Werkzeugmaschinenbau bereits wieder ber durchschnittlich fast 8 Monate
Reichweite der Auftragsbestnde. Es liegt also auf der Hand,
dass ein ganz erheblicher Anteil der insgesamt eingegangenen Bestellungen erst in 2011 produktiv bzw. umsatzwirksam werden kann. Derart hoher Auftragsberhang
und anhaltend florierende laufende Orders im Berichtsjahr 2011 selbst (+45 %) fhren zu Produktionswachstum
von 41 % im reinen Maschinengeschft whrend des 1. Halbjahres, von 38 % im 3. Vierteljahr und somit leicht nachvollziehbar auch von fast 40 % ber die ersten drei Quartale
2011.
Nach Blick auf die monatlich vom VDMA durchgefhrte,
als Trendaussage gut taugliche Fortschreibung der Umsatzindizes fr Oktober bis Dezember 2011 lsst sich die
Ausbringung des gesamten Jahres 2011 guten Gewissens
mit 35 % Plus im Maschinengeschft bzw. 33 % Plus auf
hochgerechnet 13,1 Mrd. EUR Volumen einschlielich
Teile/Zubehr und Dienstleistungen beziffern.
VDW und Oxford Economics avisieren weiteres
Produktionsplus 2012
Fr den Ausblick auf 2012 relevant ist die Feststellung, dass
sich der Auftragsbestand im Oktober 2011, trotz zum gleichen
Zeitpunkt 96 % Kapazittsauslastung, nach wie vor bei
deutlich ber 9 Monaten bewegt! Der Personalstand
notiert im Dezember 2011 mit rund 67.700 Beschftigten
reichlich 6 % ber Vorjahresmonat. Ausgelst durch die

am aktuellen Rand fhlbaren finanz- und realwirtschaftlichen Konsolidierungstendenzen drften sich Produktionsgeschehen und Invest stabiler als zuvor angenommen
entwickeln. Weltweite Industrieproduktion und Investitionsttigkeit sind vom Prognosepartner des VDW, der
britischen Wirtschaftsforschungsgesellschaft Oxford
Economics, deutlich ber den Anstzen liegend justiert
worden, die noch im Sptherbst 2011 fr ein Risiko-Szenarium galten. Entsprechend konnte die aktuellste Vorausschau fr die Produktion 2012 der deutschen Werkzeugmaschinenindustrie auf 5 % Plus gesetzt werden. Eine
ausfhrlichere Herleitung dieses neuen Eckwertes findet
sich gegen Ende des vorangegangenen Kapitels Aktuelle
Situation und Perspektiven.
Internationale Prsenz der Branche
Zunehmend weniger Sinn macht es auch fr die Werkzeugmaschinenindustrie, alleine auf Datenmaterial fr den
Standort Deutschland abzustellen. Schlielich steht die
Auslandsproduktion deutscher Hersteller mit Blick auf
die Gesamtleistungsfhigkeit der Branche mittlerweile
fr weit mehr als einen Added Value. Die Abschtzung
der Auslandsproduktion wirft verschiedene Probleme auf.
So muss alles auen vor bleiben, was als Umsatz im deutschen Stammhaus fakturiert und somit bereits an nationale statistische Behrden gemeldet worden ist. Ferner

muss die Bedeutung aus dem Ausland beigestellter Komponenten und Baugruppen bzw. aus Deutschland gelieferter
Rumpfmaschinen, die im Ausland veredelt werden und
dort separat als Umsatz anfallen, hinreichend geklrt sein.
Die geografische Orientierung am global ttigen Groanwender Automobilindustrie hat zum Aufbau von Produktionssttten vor allem in Westeuropa (Frankreich, Grobritannien, Italien, sterreich, Schweiz), Osteuropa (Tschechien,
Polen), den USA und Brasilien gefhrt. Auch in Lndern
Asiens, wo die Volksrepublik China die Entwicklung dominiert, gibt es bereits Standorte mit noch bescheidener, aber
krftig wachsender Ausbringung. Hier steht das Engagement noch eher am Anfang, wird aber knftig insbesondere in China, wegen verschrfter Local-Content-Anforderung und dem gezielten Zurckdrngen von Einfuhren
zugunsten der Eigenproduktionen, zu intensivieren sein.
Nahezu alle groen Werkzeugmaschinenhersteller unterhalten einen oder mehrere Produktions- bzw. Montagestandorte im Ausland. Vor dem Hintergrund des mittelstndischen Charakters der Branche (mehr als die Hlfte
der Betriebe beschftigt hchstens 250 Mitarbeiter) stt
Produktionsverlagerung an finanzielle und personelle
Grenzen.
Einmal abgesehen von mehreren hundert Vertriebs- und
Serviceniederlassungen bzw. Reprsentanzen deutscher
Werkzeugmaschinenhersteller in aller Welt, drften derzeit
weniger als 20 deutsche Unternehmensgruppen komplette
Anlagen im Ausland produzieren. Zuletzt sind 51 Produktionssttten in 13 Lndern ermittelt worden. Mit rund 1,1 Mrd.
EUR Volumen im Jahr 2010 hat der Teilnehmerkreis einer
entsprechenden VDW-Erhebung das in 2009 erzielte Ergebnis knapp gehalten. Auffllig dabei ist die Heterogenitt
der Firmenergebnisse: Whrend verschiedene meldende
Unternehmen Zuwchse im zweistelligen Bereich verzeichnen, notieren 8 Melder mit teilweise schmerzlichen
Rckgngen im ebenfalls zweistelligen Bereich.
Der Auslandsanteil, gemessen an der weltweiten Werkzeugmaschinenproduktion im Teilnehmerkreis, notiert
2010 hnlich wie im Referenzjahr mit 28 %. Dabei steht
Europa in Bezug auf die regionale Struktur der Auslandsstandorte mit 61 % Anteil (2009: 62 %) und 670 Mio. EUR
Produktionsvolumen an der Spitze, vor Nordamerika, mit
wieder ausgeweitetem Abstand gefolgt von Sdamerika
(Brasilien) und schlielich den rasant aufschlieenden Lndern Asiens als dritter Region der Triade. Mit Blick auf die
Technologien entfallen rund 580 Mio. EUR auf spanende
Verfahren, die somit 53 % des insgesamt im Ausland

erzielten Produktionswerts reklamieren knnen. Die Auslandsproduktion der Hersteller umformender Anlagen
(510 Mio. EUR) ist gegenber der Entwicklung bei den
auf Zerspanung spezialisierten Firmen deutlich gesunken.

Andere Kundenstruktur prgt unterschiedliche
Nachfrageverlufe
Als im Zeitablauf blicherweise recht konstant drfen die
Beitrge beider Aggregate zur deutschen Werkzeugmaschinenproduktion gelten. Im Zeitraum Januar bis September 2011 belaufen sich diese Anteile auf klassische
72 % (4,8 Mrd. EUR) und 28 % (1,8 Mrd. EUR). Die fr Oktober
bis Dezember ausgewiesene Umsatzentwicklung gem
VDMA-Indexstatistik (das letzte Vierteljahr der amtlichen
Produktionsstatistik liegt noch nicht vor) belegt allerdings,
dass die Realisierung von Auftragsvolumen im Umsatz
des Schlussquartals 2011 bei den Herstellern von Umformtechnik mit deutlich berproportionaler Dynamik verluft.
Alle Wertangaben beziehen sich hier, wie oben schon ausgefhrt, allein auf Werkzeugmaschinen. Die Differenzbetrge gegenber den an anderer Stelle genannten Gesamtvolumina verstehen sich als Wert von Teilen und Zubehr
bzw. als Umstze in Dienstleistungen.
Der oft auftretende Phasenversatz zwischen dem Beschaffungsverhalten der Automobilindustrie, mit lange vorgeplanten Projekten und strategischer Ausrichtung, und der
viel strker konjunkturabhngigen Nachfrage im Mittelstand kann zu recht unterschiedlichen Verlufen in der
Produktionsentwicklung bei umformenden (Gropressen!)
und spanenden Werkzeugmaschinen fhren.
Das Produktionsgeschehen 2010 belegt dies, mit 8 % Minus
fr spanende/abtragende Technologien und lediglich
2 % Minus im Ergebnis fr die Umformtechnik. Die ersten
drei Quartale 2011 sind weniger geeignet, einen sttzenden Einfluss der Umformtechnik zu unterstreichen. Insgesamt 40 % Produktionswachstum steht im Bereich der
Umformtechnik eine Ausweitung um 25 % gegenber.
Dabei sorgt der zweite Kernbereich der Umformtechnik,
die Blechbearbeitung mit und ohne Lasereinsatz, fr
berproportional ausgeprgte Impulse.
Mit technologischem Strukturwandel oder Geflle in der
Innovationsfhigkeit hat der eingeschrnkte oder auch
einmal gnzlich ausbleibende Gleichschritt der beiden
groen Werkzeugmaschinenaggregate nichts zu tun!

aktuell 43 %. Die dynamische Wachstumsregion Asien
setzt ihren Kurs unbeirrt fort und legt um 29 % zu. Der Anteil Asiens an den Gesamtausfuhren erhht sich seit 2008
von 25 % auf 41 %. Mit weitem Abstand prsentiert sich China
als grter Absatzmarkt, der fr einen Zuwachs von 34 %
und einen Anteil von 29 % steht. Ihre Stellung als zweitgrter Markt knnen die USA mit plus 66 % und einem
Anteil von 9 % eindrucksvoll ausbauen. Trotz einer vergleichsweise geringen Dynamik von nur 11 % bleibt Russland drittgrter Markt vor den klassischen europischen Abnehmerlndern Schweiz, Frankreich und Italien.
Die Staatsschuldenkrise in der Eurozone stellt das grte
Risiko fr die Werkzeugmaschinenkonjunktur dar. Auch
wenn sich die Ausstrahlung auf die Weltwirtschaft entgegen groer Befrchtungen in Grenzen hlt, wird Europa
in 2012 eher bremsen, dies gilt insbesondere fr die Nachfrage aus den sdeuropischen Lndern. Die Hoffnungen
ruhen einmal mehr auf Asien beziehungsweise den Schwellenmrkten als Wachstumsmotor. Aber auch die Nachfrage
aus Amerika, insbesondere den USA, drfte aus heutiger
Sicht weiter im Aufwrtstrend bleiben. Insgesamt erwartet der VDW eine Wachstumsberuhigung des Auslandsgeschfts, die sich mit einem Rckgang der Auslandsorders
im 4. Quartal 2011 von 7 % auch andeutet. Die Minusraten
halten sich aber in Grenzen und setzen auf hohem Niveau

weiterhin gute wirtschaftliche Lage. Auch gesttzt auf
die hohen Auftragsbestnde drfte daher in 2012 ein
nochmaliges Exportplus von 7 % erzielbar sein. Dies wrde
dann mit 8,5 Mrd. EUR ein bertreffen der bisherigen
Rekordmarke 2008 bedeuten.
Die folgende tiefer gehende Betrachtung der Absatzmrkte,
gegliedert nach groen geografischen Regionen, sowie
der Einfuhren nach Deutschland basiert auf den vorliegenden Daten fr das Gesamtjahr 2011. Ausfhrliches Zahlenmaterial enthlt der statistische Anhang. In diesen Tabellen sind die Gesamtwerte in Werkzeugmaschinen sowie
Teile/Zubehr fr Werkzeugmaschinen unterschieden.
Dies erlaubt eine differenziertere Betrachtungsweise der
Daten. Auf der Ausfuhrseite sind die Zahlen fr Teile/
Zubehr bspw. ein Indiz fr Ersatzteillieferungen oder
fr die Lieferung von Baugruppen/Komponenten, die in
Produktions- und Montagesttten vor Ort eingehen (z. B.
Markt und zugleich Standort USA). Auf der Einfuhrseite
sind sie unter anderem ein Hinweis auf Outsourcingaktivitten wie den Bezug von Maschinengehusen oder
Gussteilen (z. B. aus Tschechien oder Polen). Der Anteil von
Teile/Zubehr am Gesamtwert betrgt fr die Ausfuhr ca.
15 %, fr die Einfuhr ca. 24 %. Insgesamt besteht im Zeitalter
der Globalisierung und weltweiten Verflechtungen eine

its upward trend. Overall the VDW expects the rate of growth
in foreign business to slow a slowdown which was also
presaged by the 7% reduction in foreign orders in the
fourth quarter of 2011. The negative rates of growth will
remain modest, however, and start from a high level. With
contrary to expectations a slight increase of 1%, the
months of January and February2012 serve as proof of
what basically continues to be a good economic situation.
Supported also by the high order backlogs, therefore,
another 7% increase in exports should be achievable in 2012.
With EUR8.5billion, this would then exceed the previous
record set in 2008.
The following is a thorough examination of the markets
based on the data now available for the whole of 2011. It is
arranged according to major geographical regions along
with imports to Germany. The Statistical appendix provides complete numerical data. The total values listed in
these tables differentiate between Machine tools and
Parts/accessories for machine tools. This permits a more
sophisticated analysis of the data. On the export side the
figures for Parts/accessories, for example, are evidence
of deliveries of spare parts or for the delivery of modules/
components that are received into production and assembly facilities on site (e.g. market and location USA at the
same time). On the import side they are, inter alia, an
indication of outsourcing activities, such as the procurement of machine housings or castings (e.g. from the Czech

importseitig). Sei es, dass von Deutschland aus Basismaschinen oder Komponenten an Auslandsstandorte geliefert
werden oder auslndische Wettbewerber europische Vertriebszentralen in Deutschland unterhalten, die Maschinen
importieren, diese zum Teil aber wieder in umliegende
Absatzmrkte weiterexportieren.
Europa wchst wieder krftiger, bleibt aber von
Rekordmarken weit entfernt
Noch in 2010 hinkt Europa als Absatzregion mit einem
Minus von 12 % hinterher. Im aktuellen Jahr 2011 investieren
auch die europischen Kunden wieder krftiger. Die deutschen Werkzeugmaschinenausfuhren steigen um ein
Viertel. Europa, hier als Exportmarkt, also ohne Deutschland
definiert, bleibt mit einem Anteil von 42,7 % zwar wichtigster Absatzraum. Der Vorsprung vor Asien mit 41,2 % schmilzt
aber deutlich dahin. Seit 2008 ist der europische Anteil
um 16 Prozentpunkte gesunken. Diese Anteilsverluste gehen gleichermaen auf das Konto West- und Osteuropas.
Schweiz, Frankreich, Italien und sterreich sind die grten
westeuropischen Mrkte und belegen im Gesamtrating
der Absatzlnder die Rnge 4 bis 8. Im italienischen Markt
schwcht ab Mitte 2010 das Auslaufen des sogenannten
Tremonti-Gesetzes zur steuerlichen Frderung von Investitionen in maschinelle Anlagen die Nachfrage. Die Exporte
nach Italien, das im Zusammenhang mit der Staatsschuldenkrise besonders im Fokus steht, steigen 2011 mit 10 %
deutlich unterproportional zum gesamten europischen
Markt. Im Vergleich zum Spitzenjahr 2008 mssen die
deutschen Hersteller einen herben Einbruch ihrer Exporte
um ber 43 % konstatieren. Die schwierige Situation in
Italien belegt auch die Auftragslage der heimischen Werkzeugmaschinenhersteller, die in 2011 einen Rckgang ihrer
inlndischen Auftrge um gut 10 % hinnehmen mssen.
Am drastischsten ablesbar ist die Staatschuldenkrise erwartungsgem an den Exporten nach Griechenland, die
im aktuellen Jahr um ber 60 % auf nur noch 4 Mio. EUR
Volumen einbrechen. In 2008 lag der Ausfuhrwert noch bei
29 Mio. EUR. Allerdings spielt Griechenland als Absatzmarkt
mit einem Anteil an den Gesamtexporten von weniger als
einem halben Prozentpunkt nur eine sehr untergeordnete
Rolle. Die Trkei gehrt zu den wachstumsstarken europischen Mrkten. Auf einen satten Zuwachs in 2010 von
40 % folgt ein nochmaliges Exportplus von 27 %. Das Land
ist mittlerweile immerhin zwlftgrter Absatzmarkt.

Russland ist eine bedeutende Gre als Abnehmer deutscher Werkzeugmaschinen und hat sich schon seit einigen
Jahren fest auf dem dritten Rang hinter den Hauptmrkten
China und USA, aber vor den groen westeuropischen
Lndern etabliert. Die deutschen Hersteller unterhalten
traditionell gute Geschftsbeziehungen und prsentieren
sich mit einem Anteil von 30 % an den russischen Einfuhren
als wichtigster Lieferant von Werkzeugmaschinen. Zwar
sind die Ausfuhren in 2011 mit +11 % nur unterproportional
zum Gesamtexport gestiegen. Auer Frage steht aber das
mittelfristige Wachstumspotenzial dieses Marktes. Der
grundstzliche Bedarf an Fertigungstechnologie zur Weiterentwicklung der Industrie und Infrastruktur im Land
bleibt unverndert hoch und die internationale Automobilindustrie weitet ihr Engagement vor Ort aus. Weirussland und die Ukraine sind zwei weitere erwhnenswerte
Mrkte in dieser Region, die basierend auf ihren Rohstoffvorkommen die Wirtschaft aufbauen und dazu Fertigungstechnologie bentigen.
Polen und Tschechien sind ebenfalls etablierte Absatzlnder
und belegen die Pltze 9 und 11 im deutschen Exportrating.
Aber auch die Slowakei, Ungarn und Rumnien fragen in
nennenswertem Umfang Werkzeugmaschinen nach. In
allen diesen Lndern spielen vor allem die Investitionen der
Automobilhersteller in ihren lokalen Werken eine groe
Rolle.

The Near East and the Middle East accounted for 5% of the
exports to Asia. The so-called recycling of petrodollars
i.e. the use of foreign currency revenues from the oil business for investments in infrastructural and industrial projects raised the stature of countries such as Saudi Arabia
and the United Arab Emirates in recent years.
Germanys imports increase by more than 40%

Given the high level achieved and the weak overall economic environment, there are signs of a slowdown in 2012.
Domestic orders for machine tools also indicate a similar
tendency, having shown no growth since the fourth quarter
of 2011. Taking into account the buffer effect of order backlogs, a high single-digit increase in imports should be
realistic with regard to 2012.
Traditionally, Switzerland was by far the biggest foreign
provider on the German market. Nearly 32% of all imports
originated from this neighbouring country. This was surely
also related to the fact that Swiss machine tools, much
like their German counterparts, stand for ultra-modern
technology and high precision. Switzerland was also characterised by a highly specialised production structure,
however. Its sales in Germany were dominated by laser,
EDM and grinding technology. As mentioned above, however, group-related supply involvements with German
companies also partly serve to explain these imports.
With a growth rate of 55%, Japan consolidated its position
as the second most important supplier and accounted for
a 12.6% share of all imports. It should also be borne in mind
that Japanese machines too arrive onto the German market
via European transplants and distribution centres (e.g.
Great Britain, the Netherlands and Belgium). The particular
emphasis of Japanese providers essentially lies in their
production line machine business, such as CNC machining
centres and CNC lathes. This amplifies their sensitivity
to economic fluctuations, during both downturns and
upswings.
With a 7.7% share, Italys machine tool manufacturers were
the third biggest foreign suppliers on the German market.
The Czech Republic (5.1%) and the USA (4.6%) followed in
fourth and fifth place, respectively.
Another general remark on the interpretation of the import
data: A certain level of caution is advisable and caveats
similar to those listed for exports at the beginning of this
chapter apply. In this age of globalisation and international financial link-ups between groups of companies, the
interpretability of the cross-border flows of goods has its
limits. German machine tool corporations own production and assembly facilities in a number of countries. This
also partly explains imports from Switzerland, the Czech
Republic, Poland, Great Britain and Italy, for example. The
VDW estimates that about one fifth of the total import
volume is traceable to this. The contention that the volume of trade has been inflated is also supported by the

Zur Erstellung der Weltstatistik nutzt der VDW unterschiedlichste Informations- und Datenquellen. Ziele dabei sind
eine mglichst konsistente Einbindung der Weltdaten in
das gesamte statistische Berichtswesen des Verbandes
und der Aufbau plausibler Zeitreihen. Datenquellen sind
amtliche Statistiken, nationale Werkzeugmaschinenverbnde, das europische Statistikamt Eurostat und wo notwendig auch VDW-Abschtzungen. Endgltige Daten liegen
bis 2010, teilweise auch schon fr 2011 vor. Basis der vorlufigen Daten fr das Jahr 2011 ist unter anderem auch
die jhrliche Umfrage des US-Fachmagazins Metalworking Insiders Report(Gardner Publications). Hier melden
die internationalen Verbnde vorlufige Daten fr das
gerade abgelaufene Jahr und revidierte Daten fr das Vorjahr. In vielen Fllen weicht der VDW aber auch von den
Ergebnissen der Umfrage ab, soweit aus anderen Quellen
plausiblere Daten bzw. Abschtzungen vorliegen.
The data are essentially based on the comprehensive international reporting system of the VDW, which contains detailed data down to the machine level. That system relies
on more than 40 countries highly detailed export/import
statistics, which are entered into the database of the VDMA
(Verband Deutscher Maschinen- und Anlagenbau, or German
Engineering Federation). The original sources of those data
are the officially published export data of the individual
countries. The advantages of relying on those data are
obvious: a uniformly consistent source, earlier availability,
higher reliability, access to far more countries, and enhanced
selectivity for VDW member companies primarily interested
in market research pertaining to their own machine range.
Deviations from the official figures, specifically by resorting to the use of association data, have been permitted
only in the case of export trading nations Japan and the
USA, which are significant in terms of volume. The USA is
the only country in the world with the statistical means to
filter out second-hand and cheap and simple machines
from its import and export results. The Japanese association places increasing emphasis on the elimination of
used machines and equipment for the semi-conductor
industry from its export data.

etwas geringeren Plus in 2011 von 28 %. Dies vor allem, da
die Zugewinne Japans dann nicht durch die Yen-Aufwertung rechnerisch noch verstrkt werden.
Treiber der Produktionsentwicklung ist Asien, das mit plus
33 % den strksten Zuwachs verbucht und seinen Anteil an
der Weltproduktion auf 58,3 % ausbaut. Japan legt mit +46 %
am krftigsten zu. Aufgrund des hohen Anteils von HightechProdukten und Groauftrgen mit lngeren Durchlaufzeiten verlor Europa 2010 mit einem Produktionsminus von
2 % noch an Boden. In 2011 knnen die europischen
Hersteller ihren Output mit +28 % wieder krftig ausweiten
und stehen fr genau 35 % Anteil am Weltvolumen. Die
grte Dynamik weist Deutschland mit +35 % auf, wogegen
sich beispielsweise Italien (+18 %) und Spanien (+20 %)
vergleichsweise schwcher entwickeln. Die Schweiz wchst
zwar in Euro gerechnet um 38 %, in eigener Whrung aber
nur um 23 %. Amerika hinkt im Weltvergleich als Produzent
mit 13 % Plus und einem um einen Punkt reduzierten Weltanteil von 6,7 % allerdings sichtbar hinterher. Whrend die
USA um 19 % zulegen (in Dollar um 25 %) verharrt Brasilien
in Stagnation.

Structured in this way, our charts illustrate this for the six
largest markets and producing countries.
Japan is a good example. On a yen basis, the trend clearly
shows that the Japanese market had serious difficulties
to contend with and that it obviously remained mired
well below (38%) the record level attained in 2006.
Production also continued to fall short of the peak level.
Presenting these data in euros would erroneously suggest
new record levels of production.
Following a similar curve, Italys market was a full 40%
below its all-time high. In terms of consumption, Germany
and the USA remained 24% and 19% below their respective
national record levels. China and South Korea, by contrast,
hurdled continuously towards new all-time highs. The
unique crisis year of 2009 constituted the only exception.
For China it meant market-related (but not productionrelated) stagnation and for South Korea it triggered a
steep decline in development.

On a highly dynamic 5-axis machining centre, pine-tree groove cutters and a trochoidal milling process are used to cut blade mounting
grooves in a FanDisk. FanDisks are used in power generation applications. Benefits of this method include longer tool life and very high
surface quality. It also eliminates the need for pre-milling, increases process reliability and represents a cost-effective alternative to
clearing operations.

Zur Erstellung der Weltstatistik nutzt der VDW unterschiedlichste Informations- und Datenquellen. Die Ziele
dabei sind eine mglichst konsistente Einbindung der
Weltdaten in das gesamte statistische Berichtswesen des
Verbandes und der Aufbau plausibler Zeitreihen. Datenquellen sind amtliche Statistiken, nationale Werkzeugmaschinenverbnde, das europische Statistikamt Eurostat und wo notwendig auch VDW-Abschtzungen.
Endgltige Daten liegen bis 2010, teilweise auch schon
fr 2011 vor. Basis der vorlufigen Daten fr das Jahr 2011
ist unter anderem auch die jhrliche Umfrage des USFachmagazins Metalworking Insiders Report (Gardner
Publications). Hier melden die internationalen Verbnde
vorlufige Daten fr das gerade abgelaufene Jahr und
revidierte Daten fr das Vorjahr. In vielen Fllen weicht
der VDW aber auch von den Ergebnissen der Umfrage
ab, soweit aus anderen Quellen plausiblere Daten bzw.
Abschtzungen vorliegen.
In drafting its world statistics, the VDW draws information and data from a wide variety of sources. The aim
here is to integrate these global data into the associations overall statistical reporting system as consistently
as possible while establishing plausible time series. Sources of data include official statistics, national machine
tool associations, the European statistical office (Eurostat), and also VDW estimates, if necessary. Definitive
data are at hand through 2010 and in some cases
already for 2011 as well. The provisional data for 2011 are
also partly based on the annual survey by the US trade
magazine Metalworking Insiders Report (Gardner Publications), where the international associations report
preliminary data for the year just completed along with
revised data for the previous year. But the VDW also
deviates from the results of that survey in many cases
where more plausible data or estimates are available
from other sources.
The central database is the VDWs comprehensive international reporting system which contains detailed figures right down to the machine level. These data are
essentially based on the export and import data maintained in the statistical database of the VDMA (Verband
Deutscher Maschinen- und Anlagenbau, or German
Engineering Federation). Access to those highly

The list of countries aims to cover the worldwide production of machine tools as far as possible. And to a large
extent, this goal has also been achieved. The VDW also
lists production figures for Poland, Slovakia, Hungary,
Bulgaria and Slovenia. These volumes represent very
rough VDW estimates based on data from the European
statistical office Eurostat. Some of these data are old,
however, and they are also incomplete.
Whereas machine tool manufacture is concentrated in
a limited number of countries, the use in other words,
the consumption of those machine tools is of course
distributed among many countries around the world.
Nevertheless, the group of countries listed also represents
the largest share of world machine tool consumption.
The parameter consumption is calculated on a purely
mathematical basis using the formula production
exports + imports. In some cases this gives rise to problems, as production data and export/import data are
derived from different statistical systems (cf. remarks
on Japans forming technology below, for example).
The international trade figures also include used machines and some re-exports and re-imports, whereby certain countries essentially function as a trade hub and in
some respects serve as little more than a transit country
for machine tools (e.g. Belgium, the Netherlands, Singapore, Hong Kong).

verzerrenden Einfluss auf die Weltaussagen. Einen geradezu naheliegenden Zweifelsfall gibt es jedoch noch. Auch
die Daten Taiwans scheinen durch Billigmaschinen stark
beeinflusst. Allerdings sind die zur Verfgung stehenden
taiwanesischen Produktionsdaten nicht detailliert genug
und lassen keine gesicherten Aufschlsse zu. Im spanenden Bereich liegt der NC-Anteil bei knapp 77 %, also deutlich hher als in China. Die wenigen verfgbaren Daten aus
der Umformtechnik werfen jedoch Fragen auf. Hier
ergeben sich beim Vergleich der Stckzahlen und Wertangaben sehr geringe Durchschnittswerte. Allerdings lsst
sich aus den groben Daten nicht ableiten, wie viel sinnvollerweise anrechenbare Technologie (im Sinne der Verwendbarkeit im industriellen Einsatz) mit welchem Wertanteil
enthalten sein knnte. Der VDW hat daher auf eine Bereinigung bei Taiwan verzichtet, auch weil die Grenordnung
im Weltmastab bei weitem nicht den Einfluss htte wie
im Falle Chinas.
Japan, spanende Werkzeugmaschinen: Der japanische Verband fr spanende Werkzeugmaschinen (JMTBA) verffentlicht in seinen Publikationen in der Regel Produktionsdaten des METI (Ministry of Economy, Trade and Industry),
die allerdings nur Firmen mit mehr als 50 Beschftigten
einbeziehen. Die in die Weltstatistik gemeldeten Daten
beinhalten auch eine Schtzung fr kleinere Firmen. Das
Produktionsvolumen wird dadurch um ca. 11 % erhht
(z. B. 2010: Produktion spanend, Firmen > 50 Beschftigte:
7,18 Mrd. EUR, inkl. kleiner Firmen: 7,97 Mrd. EUR).
Japan, umformende Maschinen: Der japanische Verband
fr Umformtechnik JFMA folgt nun der Methodik, die der
Verband fr spanende Technologie JMTBA schon lnger
nutzt. Die bisherigen Produktionsdaten bezogen nur Firmen ab 50 Beschftigten ein. Der JFMA schtzt jetzt einen

kleiner Firmen: 1,07 Mrd. EUR). Die Zeitreihe ist entsprechend angepasst.
Sdkorea: Viele Verffentlichungen des sdkoreanischen
Verbandes KOMMA beziehen sich auf die Produktion der
