Seit seiner Einweihung 1958 war das Wohnhochhaus unweit des
Brüsseler Nordbahnhofs ein stadtbildprägender Fremdkörper.
Mit seinen 13 Geschossen überragte es das umliegende Migran-
ten- und Rotlichtviertel deutlich, seine aus der Straßenflucht
zurückgesetzte Position betonte seinen Solitärcharakter. 55 Jahre
später war für den Sozialwohnungsbau und das Anfang der
1970er-Jahre errichtete Nachbargebäude jedoch eine Sanierung
überfällig. Den von der öffentlichen Stadtentwicklungsagentur
Beliris ausgelobten Wettbewerb gewann das Architekturbüro
A2M mit einem ambitionierten Entwurf, der die Sanierung der
beiden Gebäude auf Passivhausniveau vorsah. Auch ein neuer,
dreigruppiger Kindergarten und die Öffnung des vorher als Park-
platz genutzten Innenhofs waren Teile des Konzepts. Das Terrain
steigt zwischen westlichem und östlichem Grundstücksende um
ein Geschoss an; eine Rampe durch den niedrigeren der beiden
Baukörper überwindet den Niveauunterschied. Beide Gebäude
wurden im Zug der Sanierung bis auf den Rohbau zurückgebaut.
Die Fassaden sind komplett neu und bestehen größtenteils aus
nichttragenden, mit Zelluloseflocken gedämmten Holzrahmen-
elementen. Außen sind sie mit Schichtstoffplatten in Weiß und
einer künstlichen Holzmaserung verkleidet, die beim Hochhaus
die innere Schottenstruktur nach außen abbilden. Große, im
Raumprogramm des Bauherrn ursprünglich gar nicht vorgese-
hene Balkone erweitern die Wohnungen in beiden Gebäuden
zum Innenhof. Weil sich die Geschossdecken als sehr wenig
tragfähig erwiesen, mussten sie mit einer 4 – 6 cm dicken Aufbe-
tonschicht und über viele Fassaden mit neuen Unterzügen ver-
stärkt werden. Als skulpturales Element fügten die Architekten
dem Hochhaus eine Fluchttreppe aus Sichtbeton und Lochblech
an, die als einziges Element der Sanierung den zuvor vorhande-
nen Duktus des Betonbrutalismus aufgreift.

Since its inauguration in 1958, this high-rise housing block
near Brussels North Station has been a landmark building, yet
something of an alien object in the city. With its 13 storeys, it
clearly overtopped the structures of the surrounding migrant
and red-light districts, and its position, set back from the street
line, underlined its unique character. Fifty-five years later,
however, a rehabilitation was overdue for this social-housing
scheme and the neighbouring building, erected at the begin-
ning of the 1970s.
The competition organized by the public urban-development
agency Beliris was won by the A2M architectural office with an
ambitious concept for the refurbishment of the two structures to
passive-house standards. A new kindergarten and the opening
of the courtyard, previously used as parking space, were further
aspects of the design.
The land rises by one storey in height between the western
and eastern ends of the site, a difference in level surmounted by
a ramp through the lower of the two buildings. As part of the
refurbishment, both volumes were reduced to their carcass
structures. The facades are completely new and consist largely
of non-load-bearing timber-frame elements insulated with
cellulose flakes. Externally, the walls are lined with white lami-
nated sheeting and panels with an artificial wood graining that,
in the tower block, reflect the internal cross-wall construction.
Large balconies on the courtyard faces extend the dwellings
in both buildings. Because the floor slabs had a very limited
load-bearing capacity, they had to be reinforced with a 4 – 6 cm
concrete topping layer and strengthened on many facades
with new downstand beams. As a sculptural feature in the high-
rise building, the architects added an escape staircase in
exposed concrete and perforated sheet metal. This is the sole

Die Wohnungsgrundrisse in den beiden Häusern haben sich
komplett gewandelt und sind deutlich vielfältiger als zuvor. In
dem fünfgeschossigen Riegel im Westen sind 14 Drei- bis Vier-
zimmerwohnungen sowie zwei ebenerdige Maisonettes mit
eigenem Gartenhof entstanden, im Hochhaus 36 Zwei- bis Drei-
zimmerwohnungen. Der Kindergarten verbindet die Wohnbauten
als eingeschossige Querspange entlang der nördlichen Grund-
stücksgrenze. Sein begrüntes, an einigen Stellen bis auf Fuß-
bodenniveau herabgezogenes Dach lässt ihn mit dem angren-
zenden Innenhof verschmelzen. In seinem Inneren öffnet sich
eine überraschend abwechslungsreiche Raumfolge, die durch
drei kleine Patios Tageslicht erhält.
Für den angestrebten Passivhausstandard war neben
guter Dämmung und Wärmebrückenfreiheit auch eine zentrale
Lüftung mit Wärmerückgewinnung essenziell. Vier Lüftungs-
zentralen – davon zwei für das Hochhaus – verteilen sich auf

In both structures, the layouts of the dwellings have under-
gone a complete change and are much more varied than they
were before. In the five-storey strip to the west are 14 three- to
four-room flats as well as two ground-level maisonettes with their
own garden courts. The high-rise block contains 36 two- to
three-room dwellings. The housing structures are linked by the
kindergarten in the form of a single-storey tract along the nor-
thern site boundary. Its planted roof, drawn down to floor level at
certain points, helps to unite it with the adjoining courtyard.
Internally, a surprisingly variable sequence of spaces unfolds,
daylighted by three small patios.
To achieve the desired passive-house standard, not only
good insulation was necessary and an absence of thermal
bridges, but also central ventilation and heat recovery. Four

die drei Gebäude. In die verputzte Südfassade des Hochhauses
sind flächenbündig 180 m2 Fotovoltaikmodule integriert und
auf dem Dach ist eine Solaranlage für die Warmwasserversor-
gung installiert. Wärme und Strom liefert ein Blockheizkraftwerk
im Untergeschoss des Hochhauses.
An einigen Stellen ist zu spüren, dass es sich hier um
einen Sozialwohnungsbau in einem schwierigen Umfeld han-
delt – etwa an der kleinteiligen Zergliederung des Grundstücks
durch hohe Metallgitter, die den Außenbereich des Kindergar-
tens vom restlichen Innenhof und diesen wiederum von der
Straße abgrenzen. Notwendig sind sie bisher nur zum Teil,
denn der Kindergarten ist auch ein Jahr nach Fertigstellung
noch nicht in Betrieb gegangen. Der neue Bürgermeister der
Gemeinde Saint-Josse-ten-Noode hat verlangt, dass zuvor die
Prostituierten aus den Fenstern der umliegenden Häuser zu
verschwinden hätten. JS

ventilation stations – two for the high-rise block – are distributed
over the three buildings. Incorporated flush over 180 m2 of the
rendered southern face of the high-rise structure are photo-
voltaic modules; and a solar plant was installed on the roof for
the warm-water supply. Heat and electricity are provided by a
cogeneration plant in the basement of the tower block.
At certain points, one notices that the situation of the
present public housing scheme is problematic – for example, in
the small-scale division of the site by metal gratings, which
separate the outer kindergarten realm from the rest of the court-
yard and this, in turn, from the road. These are necessary only
in part, because one year after completion, the kindergarten
has still not been taken into operation. The new mayor of Saint-
Josse-ten-Noode insisted that before this could happen, the
prostitutes had to disappear from the windows of the surround-
ing buildings. JS
